Date: 04/09/2018 Report Date: 04/09/2018 Prepared By: Shane Gardner Facility Description: 3 Story multifamily dwelling with basement, Type II construction with reinforced masonry. The building was first built in 1912 and comprises of 35 residential units. Permit Status / Historical Data: A search of Laserfiche record system revealed no permits or historical data for this facility. Narrative of Inspection / Violations: On 04/09/2018 an inspection was conducted at 1906 18th street, The New Yorker, after a complaint was called in to the building department in regards to the living conditions at the property. During my inspection multiple fire and life safety violations were found, the following fire code violations need to be address: CFC 906.2- General Requirements- Portable fire extinguishers shall be maintained in accordance with the code. Annual service required on fire extinguishers. All fire extinguishers in the building were past due on service, last service date was 2016. CFC 506.1-Access required- Where access to or within a structure is restricted the fire code official may require a key box installed in approved location. Access is limited at the front gate and at all openings to the hallway by locked doors or fences. Facility shall order a Knox box and install, to provide keys for the need that fire department needs to respond to fire or life safety emergency. CFC 901.4.1-Required Fire Protection Systems- Fire protection systems required by the code shall be installed, repaired, operated, tested and maintained in accordance to this code. Automatic extinguishing system has not been serviced since 1998. The code requires that 5 year sprinkler certifications are conducted on these systems. Contact a licensed C-16 sprinkler contractor to conduct this inspection. The Fire alarm system has no record of inspection tag, nor does it appear to be in working condition. Please hire a licensed Fire Alarm contractor with C-10 license to conduct inspection of fire alarm system. Should the system not function any longer, a permit will need to be pulled and the system will need to be replaced with a working manual fire alarm system. CFC 907.2.9.1-Manual Fire Alarm System-A manual fire alarm system shall be installed in group R2 occupancies that contain 16 or more sleeping units. The building is equipped with a manual fire alarm system; however no inspection record could be located in order to verify compliance. CFC 1103.7.6-Existing buildings Group R2 Occupancies- A manual fire alarm system that activates the occupant notification system in accordance with Section 907.5 shall be installed in existing Group R2 occupancies. Need to ensure the building has a working Fire Alarm notification system CFC 403.10.2.2-Emergency Guide- Fire emergency guides shall be provided for group R2 occupancies. Guide contents, maintenance and distribution shall comply with Sections 403.10.2.2.1 through 403.10.2.2.3. Each resident currently residing at the building shall be given this guide, future tenants shall be provided this guide prior to initial occupancy. CFC 605.1-Abatement of electrical hazard Multiple electrical hazards are currently present in the basement, including illegal wiring, open electrical boxes and exposed wiring. CFC 1031.2.1-Security Devices and egress locks- Security devices affecting the means of egress shall be subject to approval by the fire code official. The basement exit doors currently have locks on them which have not been approved by the fire code official. The locks cannot be opened by the residents as they do not have a key for the locks on the doors. Please remove these locks immediately. Follow-up Required: This notice serves as a 30 day correction notice, should additional time be needed please contact me as a reinspection will need to be conducted of the facility.
