Notable Items
Over the past several weeks, staff from the City Manager’s Office has been conducting
community outreach regarding the need for the City to consider revenue enhancement. The outreach generally involves a staff presentation to community groups and dialogue
about the issues facing the City. The discussions have been highly productive. Staff has received fruitful feedback on what community perceptions exist, top areas of concern,
and has been able to address several misconceptions of what a sales tax measure would
mean for the City.
One of the misconceptions that has been raised several times is regarding CalPERS. The
misconception is that if approved, the majority of the revenue generated from a sales tax
measure would go to pay employee pensions. This is false.
CalPERS currently represents 19% of the General Funds costs. That, however, is a General
Fund that has almost no Capital costs. Presentations to the public on this topic always
show the need to catch up on General fund deferred capital needs- $17 million for the
public safety radio system, for example, and there are many others. Capital costs carry
no pension costs. In the opinion of staff, even with growth in CalPERS costs in the future
the majority of the funding would go to public safety operations and quality of life issues
and capital outlays oriented to those services.
Phase III of the Kaiser Permanente Thrive Sports Village officially opened to the public this
past week! The new facilities include a playground, picnic areas, restrooms, water
features and parking lot. The park is located at 7300 Taft Highway.
Phases I and II of complex include 12 soccer fields and four youth football fields. A tournament field is currently under construction. When completed, the 222 acre Sports
Village will include additional soccer, football, baseball and softball fields, as well as community facilities.

Traffic Advisories
Elm Street Closure at Truxtun Avenue
The south side Elm Street/Truxtun Avenue intersection will be closed beginning Friday, April 20
continuing through Monday, April 30. This is an around-the-clock closure and will allow the
contractor for the Truxtun Avenue Operational Improvements Project to demolish and
reconstruct the cross gutter within the intersection.
The contractor also plans to construct new curb and sidewalk along the south side of Truxtun
Avenue, between Oak Street and Elm Street, during this period, but this section of Truxtun
Avenue will remain a No Parking zone until the adjacent street improvements are complete.
During the 10-day closure, motorists will need to use Pine Street to access homes and
businesses along 16th Street.
Daytime lane closures of the outside westbound lane on Truxtun Avenue, between Elm Street and Oak Street, are planned for Thursday, April 26 and Friday, April 27 for clearing operations.
These lane closures are expected to be in effect between the hours of 9 a.m. and 3 p.m. Motorists travelling through this area should anticipate delays and select an alternate route
or allow extra time to reach their destinations.
Nighttime lane closures remain in effect for the westbound outside lane on Truxtun Avenue, from Oak Street to State Route 99, Monday through Friday between the hours of 7 p.m. and 5
a.m. The nighttime closures are needed for the relocation of fiber optic lines.

Upcoming Nighttime Lane and Ramp Closures State Route 99 and State Route 58
The following nighttime lane and ramp closures have been scheduled for State Route 58 and
State Route 99 for next week, Monday, April 23 through Thursday, April 26. These closures are
expected to be in place between the hours of 9 p.m. and 5 a.m. At least one freeway lane
will remain open to traffic while work is underway, but motorists will need to use an adjacent
interchange to enter or exit the freeway during ramp closures.
Monday through Wednesday nights:
• Westbound State Route 58 Union Avenue on-ramp, and the two adjacent outside
freeway lanes, for electrical work.
• Westbound State Route 58 H Street on-ramp for electrical work.
• Two inside lanes on northbound and southbound State Route 99, between Ming
Avenue and Wilson Road, for sign structure and barrier rail construction.
Thursday night:
• Westbound State Route 58 Chester Avenue off-ramp, as well as the two outside
freeway lanes in this area, for electrical work.
• Northbound State Route 99 Ming Avenue on-ramp and the two adjacent outside
freeway lanes for electrical work

Event calendar for the Rabobank Arena Theater and Convention Center
The Bakersfield Fire Department is teaming up with the American Red Cross- Kern Chapter
to install smoke detectors in a pre-selected area in the City of Bakersfield. The event takes
place Saturday, April 28th from 8:30 a.m. to 4:00 p.m. at the Bakersfield Fire Department,
Fire Station #1. Please see the attached flyer for more details and information on how to

Working on Bridge headwall installation at Mesa Marin NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of street
sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month only when possible.

Tarina Homes Sports Complex at Mesa Marin - The revised sidewalk pattern around the playground has been completed. The playground
surfacing and safety inspection is scheduled for May 2018. This phase is scheduled to open on May 11, 2018.
Jastro Park Picnic Shade Rehabilitation & ADA Improvements – Construction will start the week of April 16, 2018 with Brown and Fowler
as the Contractor.
Jefferson Park Baseball Courts Rehabilitation & ADA Improvements –
Dick Meyer MCE will complete engineering and bid package by April
27, 2018.
Start of Maintenance Period – Tract 6419 Phase II, Eastside of Calloway
Dr. & south side of Etchert Rd. – 32 trees, 1485 shrubs, 1.14 acres. Reservation Update:
180 park reservations and a total of 16,855 guests in attendance for
the month of March. PARKS UPDATES Area 1
New trees installed in streetscapes and medians at various locations
throughout Area 1.
Replaced broken tiles on entry monument at Verdugo and Coulthard and

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for
the month of March totaled 53,598 as compared to last year’s total of 59,906.
Aquatics/Attendance: 8,605
8,605 compared to 13,316 in 2017 which is a 33% decrease. This decrease
is due to lower Kern High School District swim team numbers, the spring
break recess falling in March and several rain cancellations.
McMurtrey Aquatic Center:
Monthly attendance at the McMurtrey Aquatic Center was 5,032. This is a
35% decrease compared to last year’s 7,581.
100 Mile Club - The 100 mile lap swim club is currently made up of 400
active members that swam 14,789 miles through the month of March.
The club has swum a combined total of 179,660 miles.
Kern High School District Rental - K.H.S.D. diving and swim team
practice took place weekdays in March. Meets were hosted on
March 2nd and 16th at McMurtrey.
2018 Lifeguard Academy - The first Lifeguard Academy was held
during Spring Break, March 26th through March 29th. This academy is a
partnership through Bakersfield College and Bakersfield Fire.
Participants enrolled in Bakersfield College at no cost, received 2 units
of college credit, and earned an American Red Cross Lifeguard
Certification by successfully completing the training. A total of 41 out
of 57 participants successfully completed the course. Jefferson Pool:
Attendance for March was 1,667.
Foothill and Miramonte swim teams are utilizing Jefferson Pool for their swim practices and home swim meets. Silver Creek Pool:
Attendance for March was 1,889.
Stockdale and Ridgeview swim teams are utilizing Silver Creek Pool for their swim practices and home swim meets. Aquatic Grant Activities:
First 5 Kern Grant Make A Splash- Aquatic staff are providing Water
Safety Workshops to parents of children ages 0 to 5; two workshops
were provided in the month of March. A total of 17 parents from the
Head Start at the Harvey Hall Center and the Southeast Partnership
Resource Center received valuable water safety education and
resources.
American Red Cross Aquatic Centennial Program- A free Pediatric
CPR/AED, First Aid and Water Safety class was held at McMurtrey

Aquatic Center. Four participants received American Red Cross certifications and a variety of safety resources.
Donations: $112.00 Athletics/Attendance: 20,686
Total attendance for March was 20,686 compared to 28,036. This
26.2% decrease from last March was due to rainouts of the Adult
softball League, the Miramonte High School Tournament and the
League of Dreams Program. Adaptive Programming
Adaptive Basketball - Games continued through March 15th. Nine (9)
teams from local adult day programs play each week in this modified
basketball league.
Adaptive Softball - Games started on Thursday, March 29th at Beach
Park with seven (7) teams from local adult day programs each week
for seven weeks.
League of Dreams Baseball – No charge to those who participated in
t-ball for a fifth year in a row due to their fund raising efforts. A total of 254 athletes are participating this year with 343 “Angel” volunteers.
The League began on April 8th. Athletic Programming
Adult Softball - Spring Adult Softball League has 144 teams - 84 Men’s, and 60 Coed; for ten weeks of regular league play.
Softball Tournaments – Mesa Marin hosted the Bakersfield High School Girls Fast Pitch Softball Tournament on March 8th, 9th, & 10th with twenty-
four teams, which is four more teams than last year.
Sixth Annual St. Patrick’s Day 5K Run/Walk - The City and CSUB joined
forces for the annual St. Patrick’s Day 5K Run/Walk, held on Saturday,
March 17th at The Park at River Walk.
32 CSUB P.E.A.K. students and 2 high school students donated a total
of 145 hours working at the St. Patrick’s Day Run for a total value of
$1,667.50.
Donations: $1,667.50 Dr. Martin Luther King, Jr. Community Center/Attendance: 3,889
Attendance was up 46% from last March due to the Springtime Egg Hunt held in April rather than March last year.
Springtime Egg Hunt– held in conjunction with Stay Focused Ministries Spring Break Event. There were over 2,300 participants in attendance.
Stay Focused Ministries served over 1,500 meals during the event.
Spring Break Camp – The center held a variety of activities during the
camp and provided hot meals to campers. .
