HomeMy WebLinkAbout04/27/2018AT OFFICE OF THE CITY MANAGER April 27, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  You will recall that on March 23rd we announced the receipt of two California Transportation Commission Grants totaling $94 million. This week the CTC staff released its recommendations for another round of grants. Bakersfield and the Kern COG is recommended to receive another $25 million for the freeway connector project- another carve out of the Centennial Corridor. The staff recommendation will be voted on next month- it is normally a consent calendar item. The Total for the spring is at $119 million when this one is confirmed. It is quite a remarkable achievement and is the product of the TRIP team-COG, Cal Trans, City and Parsons. Thanks and congratulations to the many people who worked on it. We did try for one we did not receive- in the amount of $17 million. There is one more- a federal grant request for $60 million- we are hoping to hear in June.  Earlier this year, we provided background information on several statewide initiatives that were circulating for signature for potential inclusion on the November 2018 ballot. One of the initiatives in particular is of great concern to the City. The Tax Fairness, Transparency and Accountability Act of 2018 is an initiative sponsored by the American Beverage Association. This group spent more than $25 million dollars in 2016 to unsuccessfully oppose local soda tax measures in other California communities. Because of these defeats, this group has initiated an effort that would further erode the voice of local voters in community-wide decision making processes. This initiative is another example of a “one size fits all” model that arises from Sacramento with no consideration of local issues and factors. This initiative would drastically limit local revenue authority and it applies retroactively and may void local measures approved by local voters on or after January 1, 2018. As it is drafted, this measure would take away local control from California communities when it comes to considering additional investment in local services. It would do this in a number of ways: General Information April 27, 2018 Page 2 o Expands the definition of tax to include some charges that state and local governments currently treat as nontax levies o Increases in local general taxes would need to be approved by two-thirds vote of the electorate whether sought by local government or citizen initiative o Any revenue used for general purposes must be stated as to be used for “unrestricted general revenue purposes,” and for local government taxes, requires that a statement of allowable uses be included in the ballot question presented to voters. o Any change to the statement allowable uses of revenue would require a two-thirds vote of the local governing body and two-thirds vote of the electorate, or a two-thirds vote of the electorate for citizen initiative taxes. o Requires that increased fees and other charges be approved by either of two-thirds vote of local governing body and provides that fees and other charges may be overturned via referenda Staff will continue to track this and other important legislation and update you as necessary.  Many thanks to the Keep Bakersfield Beautiful team for a successful 17th annual Great American Cleanup! Over 1500 volunteers from many community groups helped pick up litter, plant trees and flowers, tend gardens and more.  This past Thursday, The City of Bakersfield and Pacific Gas and Electric Company (PG&E) held a joint media event to announce the conversion of 12,865 city-owned streetlight fixtures with new energy-efficient, light-emitting diode (LED) lights. The new streetlights will provide more direct and natural light to help improve public safety and lower the city’s energy costs. As a result of this project, Bakersfield will save more than $710,000 annually in energy costs. Installation of the LED fixtures on thousands of streetlights will take place on major city streets and in residential areas. The upgrades should be completed by the end of June. The project is funded with a no-interest loan offered by PG&E to municipal customers who invest in energy efficiency projects. See the attached press release for more information. General Information April 27, 2018 Page 3 An informational webpage has also been created and can be found at www.BakersfieldCity.us/led Traffic Advisories  Truxtun Avenue Lane Closures The daytime lane closures that were previously scheduled for today and tomorrow on westbound Truxtun Avenue have been cancelled and rescheduled for next week, May 1-4. The closure of the outside westbound lane on Truxtun Avenue, between Elm Street and Oak Street, is expected to be in effect Tuesday through Friday, between the hours of 9 a.m. and 3 p.m. Motorists travelling through this area should anticipate delays and select an alternate route or allow extra time to reach their destinations. The south side Elm Street/Truxtun Avenue intersection will be closed through Monday, April 30. This around-the-clock closure is needed to allow the recently installed cross gutter concrete to cure. Motorists should use Pine Street to access homes and businesses along 16th Street. The contractor is currently constructing new curb and sidewalk along the south side of Truxtun Avenue, between Oak Street and Elm Street, but this area remains a No Parking Zone until the adjacent street improvements are complete. Nighttime lane closures are also scheduled for the westbound outside lane on Truxtun Avenue, from Oak Street to State Route 99, between the hours of 7 p.m. and 5 a.m., through April 30. The nighttime closures are needed for the relocation of fiber optic lines.  Nighttime Lane and Ramp Closures Work Continues on State Route 99 and State Route 58 General Information April 27, 2018 Page 4 The following nighttime lane and ramp closures have been scheduled for State Route 58 and State Route 99 for next week, Monday, April 30 through Thursday, May 3. These closures are expected to be in place between the hours of 9 p.m. and 5 a.m. At least one freeway lane will remain open to traffic while work is underway, but motorists will need to use an adjacent interchange to enter or exit the freeway during ramp closures. Monday through Wednesday nights: • Westbound State Route 58 Union Avenue on-ramp, and the two adjacent outside freeway lanes, for electrical work. • Westbound State Route 58 H Street on-ramp for electrical work. • Two inside lanes on northbound and southbound State Route 99, between Ming Avenue and Wilson Road, for sign structure and barrier rail construction. Thursday night: • Westbound State Route 58 Chester Avenue off-ramp, as well as the two outside freeway lanes in this area, for electrical work. • Northbound State Route 99 Ming Avenue on-ramp and the two adjacent outside freeway lanes for electrical work. Reports  Streets Division work schedule for the week of April 30th  Police Department Special Enforcement Unit Report for March 2018 Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  The Bakersfield Fire Department is teaming up with the American Red Cross- Kern Chapter to install smoke detectors in a pre-selected area in the City of Bakersfield. The event takes place Saturday, April 28th from 8:30 a.m. to 4:00 p.m. at the Bakersfield Fire Department, Fire Station #1. Please see the attached flyer for more details and information on how to sign up as a volunteer!  The Cali Crown Classic soccer tournament will be at the Kaiser Permanente Sports Village next weekend, on May 5th and 6th. They expect about 100 teams of youth soccer players ages 10-18. Teams will travel from Sacramento, Fresno and LA areas to participate all day Saturday, and until 3:00PM on Sunday. It will be a busy weekend! AYSO is planning some specials at the concession stand for Cinco de Mayo.  The Kern County Elections Office is seeking poll workers for the Statewide Direct Primary Election to be held on June 5, 2018. Election officers are need to staff polling places throughout Kern County. To be a poll worker one must be a registered voter, able to follow written instructions, and able to serve from approximately 6:00 a.m. to 10 p.m. Poll workers will be compensated.
