OLD BUSINESS None CITY OF BAKERSFIELD HISTORIC PRESERVATION COMMISSION MEETING OF APRIL 17, 2017 MINUTES Chair Fieber called the regular meeting of the Historic Preservation Commission to order on Tuesday, April 17, 2017, at 4:00 p.m. at Conference Room B, 1600 Truxtun Avenue. Roll call was as follows: MEMBERS PRESENT: Scott Fieber Susan Stussy Stephen Montgomery MEMBERS ABSENT: Cathy Butler STAFF PRESENT: Cecelia Griego Joshua Rudnick PUBLIC STATEMENTS: None APPROVAL OF MINUTES: Motion to approve minutes from the December 19, 2017 meeting (MCS Stussy/ Montgomery) CLOSED SESSION: None CORRESPONDENCE: None PUBLIC HEARINGS: None REPORTS: None OLD BUSINESS: 1. Mills Act Program Update Staff presented to Commission status update on Mills Act program. Commission requested strategies on how to move program development to a higher priority. Staff recommended outreach to owners of historical properties to gage interest in the program and have them submit letters for their support of the development of a Mills Act program. NEW BUSINESS 1. High-Speed Rail Impacts to Historic Properties Staff provided summary of mitigation focus group meeting and the proposed mitigation discussed at the meeting for Commission feedback and discussion. Commission concerns were raised to impacts to properties along Sumner Street including the train depot. Additional ideas for mitigation were discussed, including creating an historical walk under the viaduct, signs pointing out historic landmarks, self-guided heritage walking tour, murals, and access to Kern County Museum from the station. COMMISSION STATEMENTS:  Stussy: The plaque installation ceremony for the Hayden building will soon be held by the Kern Historical Society. Currently working on scheduling during First Friday. TO: Historic Preservation Commission FROM: Development Services Department DATE: May 8, 2017 SUBJECT: Draft Fiscal Year 2018-2019 Goals: HPC review of the draft goals and action items and provide input to Staff on the Commission’s goals for the upcoming year. RECOMMENDATION: Staff recommends discussion and feedback to Staff on draft goals. BACKGROUND: In preparation of Fiscal Year 18-19, staff developed a working draft of goals for the Historic Preservation Commission (HPC) to help guide HPC activities for the upcoming year and to identify action items in implementing the HPC’s goals and objectives. Staff is requesting the HPC to review the draft goals and action items and provide input on whether or not the items should be included as goal for the upcoming year. Staff recommends an annual review of goals to gage progress and implementation. The current draft goals will be updated after being reviewed and discussed by the HPC and a final version of the Fiscal Year 18-19 Goals will be presented at the June meeting. ATTACHMENTS:  Draft Fiscal Year 18-19 Goals Page 1 CITY OF BAKERSFIELD HISTORIC PRESERVATION COMMISSION Draft Fiscal Year 2018-2019 Goals Per the City’s Municipal Code, the object of this Commission is to promote the public health, safety, and general welfare by providing for the identification, protection, enhancement, perpetuation, and use of improvements of buildings, structures, signs, objects, features, sites, places and areas within Bakersfield that reflect special elements of the City’s architectural, artistic, cultural, engineering, aesthetic, historical, political, social and other heritage. Each of the following goals and action items align with Commission purpose and objectives as stated in the Municipal Code. Goal 1: Establish a Mills Act Program Actions:  Develop a Mills act program, per California Government Code, for historically designated properties  Create program materials (application, agreement, guidelines, brochure) about the City’s Mills Act program  Recommend to City Council Legislative and Litigation Committee for consideration Goal 2: Establish New and Preserve Historic Neon Signs Actions:  Consult with City Planning Department regarding sign ordinance  Develop criteria on what is considered a historic neon sign  Develop parameters to create two historic sign districts in the City of Bakersfield – Downtown and Old Town Kern Goal 3: Conduct New and Update Neighborhood Surveys Actions:  Research areas where 70% of homes are over 50 years old  Pursue grant funding for neighborhood surveys  Conduct neighborhood surveys per established guidelines Goal 4: Public Education and Encourage Historic Pride in Bakersfield Actions:  Attend community events to educate the community about the City’s historical resources and properties  Assist in organizing walking tours at least twice a year Page 2  Enhance and update website as needed  Develop a video on historic properties in Bakersfield  Conduct outreach presentations to community organizations  Encourage public art which celebrates our historic character  Encourage the reuse of historic buildings  Develop an award system to property owners that successfully repurpose historic buildings Goal 5: Installation of Plaques on Bakersfield Historic Resources Actions:  In partnership with the Kern Historical Society, continue installation of plaques in the following buildings: o The Tegeler Hotel, 1908 H St o Sill Building, 1508 18th St o Hopkins Building, 1916 Chester Ave o Nile Theater, 1721 19th St o J.C. Penney Department Store, 1901 Chester Ave o Brower Building: 1527 19th St  Partner with the Kern Historic Society to pursue grant funding for additional plaques at historic properties  As needed, amend the walking tour brochure to include new plaque properties Goal 6: Create a Map of the City’s Underground Tunnels Actions:  Conduct a survey of underground tunnels Goal 7: Erection of Historic Signage for Route 99 Actions:  Contact state representatives about designation of Business Route 99 as an historic route  Continue collaboration with public right-of-way agencies: City, County and Caltrans Goal 8: Identify Potential Grants and Partnerships with Non-profits to fund Historic Preservation Projects Actions:  Research grant opportunities and develop a working document of funding sources  Contact non-profits to partner on historic preservation activities Goal 9: Establish Historic Districts/Neighborhoods Actions:  Conduct outreach to gage residents support for a historic district  Recruit more property owners to join the Historic Register Page 3  Develop recommendations to amend and improve the historic district component of the Bakersfield Municipal Code  Establish new historic districts within the City of Bakersfield Fiscal Year 2017 – 2018 Accomplishments: 1. Historic public education: City staff and commissioners attended the Downtown Business Associations Third Thursday event on October 19, 2017 and May 17, 2018. 2. Erection of Historic Signage for Route 99: Sign design and locations along the historic route were discussed with Public Works. 3. Update Neighborhood Surveys: Updated downtown surveys of historic properties.
