Motion by Member Weir to approve the Minutes of the Regular Water Board

4. PUBLIC STATEMENTS
Mike Mares, Manager, California Water Service Company, introduced Don Fowler,
Superintendent, who is taking over for the operations and production of the City
of Bakersfield's domestic water system.
5. REPORTS
A. Kern River & Isabella Reservoir Operations Report.
Heather Williams, Hydrographic Supervisor, presented operational graphs
of the Kern River and Lake Isabella and stated the Isabella Reservoir as of
midnight last night was at 166,187 acre feet; the regulated outflow was 414
CFS; and the inflow into Isabela was 442 CFS. The current snowpack has an
estimated water content of 3 inches, normal snowpack to this date is10
inches. Board information only, no action taken.
B. Overview Regarding 2017 Kern River Water Management
Art Chianello, Water Resources Manager, gave a presentation and brief
review of historic 2017 Kern River operations. In 2017 the Kern River yielded
approximately 2 million acre-feet (260% of average), The various Kern River
interests worked well together to capture all of that water and recharged
it locally in Kern County. Board Information only, no action taken.

C. Update on the TCP Mitigation Project.
Jason Meadors, Water Resources Director, gave an update on the TCP
Mitigation Project, Mr. Meadors stated the State Water Board adopted the
new maximum contaminant level for the groundwater contaminate 123,
-Trichloropropane (TCP) on July 18, 2017, which went into effect on January
1, 2018, California Water Service Company will be conducting tests of all
City active wells, Staff is working with contractors to maintain compliance
and meet required deadlines to get the wells online. Mr. Meadors answered
questions. Board information only, no action taken.
6. NEW BUSINESS
A. Proposed 2.1 % rate increase to O&M Agreement No. 92-250 with California
Water Service Co., increasing annual costs by an estimated $144,500.
Art Chianello, Water Resources Manager, stated this agreement is with Cal
Water to operate the City system on a daily basis. Staff reviews the
Consumer Price Index and then adjusted the percentage downward to
account for water system growth, Staff is proposing a 2.1 % rate increase
for this contract year. There will not be any rate increase to customers.
Motion by Member Weir to approve the proposed 2.1 % rate increase,
estimated at $144,500 to O&M Agreement No. 92-250 with California Water
Service Co.. APPROVED ALL AYES
B. Approval of 2018 Water Board Meeting Calendar,
February 14; April 4; May 16, June 13; July 11; August 8; September 12,
October 10; November 14 and December 5, 2018
Motion by Member Weir to approve the 2018 Water Board Meeting
calendar as amended to remove the March date. APPROVED ALL AYES

Update on Water Usage in the City's Domestic Water Service Area from
May 2017 through April 2018
RECOMMENDATION: For Board information
BACKGROUND: On April 7, 2017, the Governor ended the Drought State of Emergency
for California's water purveyors. Even though there is no longer a conservation target
for the City's Domestic Water Service Area, the City is still recommending that
conservation efforts by our residents continue due to historically low groundwater levels
and uncertainty of future water supplies.
The graphs on the following page show the water usage for the City's Domestic Water
Service Area from May 2017 through April 2018 and the monthly percentage reduction
(or increase) for the service area for the same period compared to 2013.
From May 2017 through April 2018 the City's Domestic Water Service Area saved 9,450
acre feet compared to 2013 quantities. The cumulative water savings over this same
time period is about 9% from 2013 quantities.
The water savings amounts stated are for total water deliveries in the system. It should
be noted that the City's Domestic Water System has realized some growth over the
past five years. In 2013 the population served by the City was approximately 135,500
residents. In 2018, the population is about 150,000, which is a population increase of
about 11% over the five year period. Considering the population growth in the City's
system, a reduction in water use of 9% for the past year is significant.

BACKGROUND: On July 18, 2017, the State Water Board adopted a new maximum contaminant
level (MCL) for the groundwater contaminant 123 - Trichloropropane (TCP), This new regulation
for TCP went into effect starting January 1, 2018, and applies to drinking water served by public
water systems, including the City's Domestic Water System. Sampling for TCP at all active City
wells commenced during the first quarter of 2018. To maintain compliance with the new
regulation, the City turned off the wells where TCP has been detected until wellhead treatment
can be installed. The City is in the process of installing treatment infrastructure at certain
impacted City -owned wells and is making other improvements to the City's domestic water
system. The treatment systems include steel vessels that contain a treatment media called
granular activated carbon, or GAC. At this time, the City has identified 35 wells in the system that
need TCP treatment systems.
As part of this effort to maintain compliance, the City entered into a design/build contract with
W.M. Lyles (Lyles) for the TCP Mitigation Project, Construction is currently underway for the first 27
wells to be treated, which are commonly referred to as the Group 1 and Group 2 wells, Currently
three (3) of the wells equipped with TCP treatment have been deemed by the City to be
substantially complete, and are on-line and are providing water to the City's system. The
remainder of the 27 wells will come on-line by the end of June 2018, with the exception of one
(1) site that has had some project delays and is expected to come on-line in July 2018.
The City is currently designing the treatment improvements for eight (8) additional contaminated
wells. These wells are designated as the Group 3 wells, and they are the remaining wells the City
plans to treat as part of the emergency TCP Mitigation Project. Lyles and the engineering
consultant, Provost and Pritchard (P&P), have completed the 70% design for the Group 3 wells.
On May 10th, the City Council approved an amendment for 100% engineering plans and
construction services for the Group 3 wells. It is City staff's goal to complete the treatment system
installations for the 35 contaminated City wells by the end of 2018.
For this spring and summer, the City and Cal Water have a plan to utilize more treated surface
water in the system, and to run the wells meeting drinking water requirements until such time that
the wells that are under construction are able to come on-line. The City and Cal Water will be

working closely to ensure that the City's system maintains compliance with the State requirements
for TCP and continues to provide adequate water pressure to City customers.
