Principled Policing was the first Commission on Peace Officer Standards and Training (POST)-certified course on procedural justice and implicit bias in the nation. The next training date is June 19th from 8:00 a.m. to 5:00 p.m. with lunch provided. RSVPs are required to attend. Contact Sergeant Keli Paulk at (661) 326-3910 if you are interested in attending. Seating is limited.  Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of June. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  In response to Councilmember Parlier’s referral regarding abandoned shopping carts, the City Attorney’s Office did some research, reviewed our current shopping cart ordinance and discovered that members of the public can now report abandoned shopping carts by calling 1-800-252-4613 or reporting it online at cartretrieval.net. As such, the referral has been cleared with Councilmember Parlier’s consent and the City’s website will soon include a link to cartretrieval.net in order to simplify the process and for easy access to the public.  All city pools open on Tuesday, June 5th for open swim from 1:00 p.m. – 4:00 p.m. Check the Recreation and Parks Department website, www.bakersfieldparks.us, for swim lesson times, water aerobics, lap General Information June 1, 2018 Page 2 swimming and family fun nights. Locations include McMurtrey, Jefferson, Martin Luther King, and Silver Creek pools.  Day camps start on Monday, June 4th at Dr. Martin Luther King, Jr. Community Center and at Silver Creek Park. Camps include sports, games, crafts, music, dance, science projects, swimming and more! Registration packets can be filled out at the community center locations or at the Recreation and Parks Department at 1600 Truxtun Avenue. There is a fee associated with both camps. See the Summer 2018 brochure, available on the City’s website, for more information.  Last week, staff from the Community Relations Unit conducted a special graduation for children who attend “The Road to Success” program at Bakersfield PAL. The programs are social development programs for both boys and girls, conducted by CRU staff to help children establish short and long term goals. Staff met with these children once a week during the school year and have focused on the importance of education. Children were provided with various presentations and different activities to help create individual vision boards that became their own maps for their roads to success. Following their graduation they were treated to a meal and afternoon of fun at our local eatery The BLVD. General Information June 1, 2018 Page 3 Please find attached a news release from California Water Service Traffic Advisories Truxtun Avenue Lane Closures Daytime closures are expected to be in place Monday through Friday, June 4-8, between the hours of 9 a.m. and 4 p.m. for the outside westbound lane on Truxtun Avenue between Olive Street and Oak Street. The outside northbound lane on Oak Street, across the Oak Street-Truxtun Avenue intersection, will also be closed during this time period. The right-turn pocket from westbound Truxtun Avenue to northbound Oak Street will be under an around-the-clock closure, beginning Monday, June 4th through Monday, June 18. One westbound lane will remain open to through traffic, but motorists will not be able to turn right onto Oak Street between 9 a.m. and 4 p.m. Right turns will be allowed from the outside lane during non-working hours. These closures are needed for roadway demolition. Motorists travelling through this area during this period should anticipate delays due to construction and select an alternate route or allow extra time to reach their destinations. Reports Streets Division work schedule for the week of June 4th Event Notifications Event calendar for the Rabobank Arena Theater and Convention Center The Spectrum Movies in the Parks series will begin next Friday, June 8th with a showing of Lego Ninjago at the Park at Riverwalk, starting at "dusk". This free event will feature G and PG-rated movies on Fridays through July 27th at various City parks. Page 1 TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  The California Transportation Commission (CTC) approved a $25 million grant under the SB1 Trade Corridor Enhancement Program for the third phase of Centennial Corridor – the Bakersfield Freeway Connector. The project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange, add a westbound auxiliary lane, widen the bridge crossing over State Route 99, and address the bottleneck congestion on southbound State Route 99. The project is expected to start construction in fall 2018.  The new 12-foot high sound wall project along the north side of 24th Street was completed in May. The City plans to advertise for construction bids of the roadway phase of the project this summer. Construction is expected to be underway in the fall.  The City is currently accepting Responsibility Statements and Questionnaires (RSQs) from contractors who plan to bid on the Belle Terrace Operational Improvements Project. The deadline for RSQs is June 14 at 4 p.m. On June 7th, the City plans to advertise for construction bids from pre-qualified contractors only. The Belle Terrace Operational Improvements Project will replace the outdated bridge with a structure that meets current Caltrans standards and reconstructs the northbound-to- eastbound connector structure over Wible Road. Construction is expected to begin in late summer. PROJECT STATUS Beltway Operational Improvements Contractor: Security Paving Company 89% complete; anticipated completion: summer 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Work on the Ming Avenue Storm Water Pumping Plant on northbound State Route 99 was completed in May. The foundation for an overhead sign for northbound State Route 99 was installed last month and the sign is expected to be erected in June. Storm drain work within the median is also expected to be completed in June. June 2018 TRIP Status Report TRIP Status Report June 2018 Page 2 Electrical work continues along the southbound State Route 99 on-ramp. This work is expected to be completed in the coming month, which will allow the on-ramp to fully open to traffic. The contractor has begun removing temporary concrete barrier rail from various locations along State Route 58. Various other work items continue at locations along State Route 58, between State Route 99 and Cottonwood Road. These include underground work, retaining wall construction, and roadway work. Nighttime lane and ramp closures may be in effect along State Route 58, Sunday through Thursday nights, as work on this project is completed. Truxtun Avenue Operational Improvements Contractor: Granite Construction 52% complete; anticipated completion: January 2019 The contractor has removed the slope beneath State Route 99 and is installing a tie-back wall to make room for new travel lanes under the bridge. The contractor is currently working on the structural facing wall, which is expected to be completed in June. In the last month, the contractor has completed roadway excavation and has placed fill material to widen the roadway along Truxtun Avenue, between State Route 99 and Oak Street. Roadway base material was also placed for a third eastbound lane in this area. East of Oak Street, new curb, gutter, and sidewalk was installed on the south side of Truxtun Avenue and crews are finishing up the curb, gutter and sidewalk on the north side of the street. In June, the contractor plans to grade and pave roadway east of Oak Street. The contractor also plans to begin working on a new right turn pocket for eastbound Truxtun to southbound Oak Street, and to install protection barriers for the State Route 99 bridge columns. The relocation of fiber optic lines was completed in May. The left-hand turn pocket from eastbound Truxtun Avenue onto Westwind Drive remains closed and the recommended detour is to use Oak Street north to 19th Street. 24th Street Improvement Project Contractor: TBD Advertise for roadway construction bids: summer 2018: Construction start: fall 2018 The new 12-foot high sound walls along the north side of 24th Street have been completed. The City plans to advertise for a roadway construction contract this summer. Centennial Corridor The multi-phased Centennial Corridor project will require four large contracts for completion. The first contract was approved in 2017 and is currently under construction at the eastern end of the Westside Parkway. The bidding process for the second contract is underway and a request for contract approval will be before City Council in July. A third contract will go out to bid later this summer with the forth contract to follow and, in the near future, the entire corridor will be under construction. Completion of this project will link State Route 58 to the Westside Parkway and provide a complete east- west crosstown freeway with a direct connection to Interstate 5. TRIP Status Report June 2018 Page 3 Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 46% complete; anticipated completion: summer 2019 This project constructs new bridges across Truxtun Avenue and the Kern River for the westbound exit from Centennial Corridor (future State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future freeway mainline. The contractor continued setting falsework on the north side of the Kern River for the westbound Mohawk Street off-ramp last month. This work will be ongoing through the month of June. Pile driving continued for the new bridge and the bridge widening abutments at Truxtun Avenue in May. Pile driving along Truxtun Avenue is expected to be completed in June, which will be followed by work on the abutment footings and retaining walls in the coming weeks. Work on the embankment between Truxtun Avenue and the Kern River continues. Phase 2 – Belle Terrace Operational Improvements Contractor: TBD The City has advertised for RSQs: Construction start: late summer 2018 The project will demolish the existing Belle Terrace overcrossing (built in 1963) and replace it with a structure that meets Caltrans’s current vertical clearance requirements. The project will improve northbound State Route 99 to eastbound State Route 58 traffic flow by reconstructing the northbound- to-eastbound connector structure over Wible Road and widening it to two lanes. Wible Road and Alamo Court will also be realigned. Funding was approved in March. Completion is anticipated in spring 2020. The City is currently accepting pre-qualifications through the RSQ process. On June 7, the City plans to advertise for construction bids from pre-qualified contractors only. Phase 3 – Bakersfield Freeway Connector Contractor: TBD Advertise for construction bids: late summer 2018: Construction start: fall 2018 This project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and the bridge crossing over State Route 99 will be widened. The project addresses bottleneck congestion on southbound State Route 99 by separating freeway on- and off-ramps between the closely spaced State Route 58 on-ramps and the Ming Avenue off-ramp. The project will combine the eastbound and westbound State Route 58 connectors into one branch connecting to southbound State Route 99. Access to the Ming Avenue off-ramp will be moved north and motorists will travel on a barrier-separated connector to Ming Avenue. Sound walls will also be constructed with the project. The California Transportation Commission approved a $25 million SB1 grant for construction in May. The City plans to advertise this phase of the Centennial Corridor project in summer 2018. Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors Designer: Parsons; Design: 98% complete Final design plans for various parts of the project are at or nearing completion; including:  100% Local Roads and Bike Path plans  100% Roadway plans TRIP Status Report June 2018 Page 4  100% plans for structures in Zones 1 and 2 (Zone 1 includes the roadways and structures from the Kern River Bridge Improvements through the California Avenue Bridge; Zone 2 includes bridges at Marella Way, La Mirada Drive, Ford Avenue, Stockdale Highway, and Real Road  100% submittal for structures associated with the State Route 58/99 Interchange (Zone 3)  Various environmental revalidations have been approved or are under review The City is preparing the corridor for future mainline construction. This work includes the installation of drainage systems; asphalt paving; and the construction of cul-de-sacs at various locations. These road modifications are part of the permanent configuration for the Centennial Corridor Project. Sound wall construction along the depressed section of the future freeway alignment is expected to begin this summer. Remaining sound walls will be constructed in conjunction with the future freeway due to the need to raise ground elevations for overcrossings at California Avenue, Ford Avenue, Stockdale Highway, and Real Road. In May, the contractor worked on the installation of new storm drain pipe along the west side of the corridor between Marella Way and Montclair Street and started the street improvements at Joseph Drive and Candy Street. Storm drain installation and street improvements will continue in June. The City is working on the Right-of-Way certification for the project. (NYSE: CWT)—California Water Service (Cal Water) submitted a filing with the California Public Utilities Commission (CPUC) yesterday to decrease revenue needed in its service areas by almost $18 million, due to changes in federal tax laws and CPUC-authorized capital equity and debt financing costs. If approved as submitted, new rates reflecting the lower tax rates and financing costs will be effective July 1, 2018. Since the 2018 Tax Cuts and Jobs Act was enacted in December 2017, Cal Water has been tracking the effect of the new corporate tax rate and other tax law changes to deductions and deferred income taxes. The July 1 rate changes will reflect a decrease in the corporate tax rate from 35% to 21% as well as elimination of the Domestic Production Activities Deduction. In a later filing, Cal Water will apply a credit to customer bills to reflect the impact of all federal tax changes from Jan. 1 to June 30, 2018. Additionally, earlier this year, the CPUC authorized lower capital financing costs for Cal Water for Jan. 1, 2018, through Dec. 31, 2020. The July 1 rates will reflect the lower authorized return on rate base of 7.48%, based on a 9.20% return on equity and 5.51% cost of debt. Similarly, in a later filing, Cal Water will apply a credit to customer bills to reflect the lower authorized financing costs from Jan. 1 to June 30, 2018. In some service areas, previously requested revenue increases for water production costs and infrastructure improvements will go into effect at the same time. This decrease will offset the impact of any increases. “At Cal Water, we are committed to providing a reliable supply of high-quality water to our customers. And, as a regulated utility, our water rates reflect the true cost of providing that service,” said Martin A. Kropelnicki, President and CEO. “When costs increase, rates increase; however, when costs decrease, we will ensure our customers’ rates also decrease. This is part of our promise to provide quality, service, and value.” California Water Service serves about 2 million people through 484,900 service connections in California. The utility has provided water service in the state since 1926.
