HomeMy WebLinkAbout06/08/2018AT OFFICE OF THE CITY MANAGER June 8, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Good News!  U.S. Department of Transportation Grants Bakersfield $50 million for Centennial Corridor Construction We received wonderful news this week from Congressman Kevin McCarthy who announced the Department of Transportation’s intent to award $50 million for Centennial Corridor construction under the Infrastructure for Rebuilding American (INFRA) grant program. The INFRA grant fills the final funding gap and eliminates the need for the City to borrow funds to complete the project. The INFRA grant culminates three months of funding awards allocating a total of $169 million dollars toward project construction. With the final piece of the funding package in place, we anticipate having all phases of Centennial Corridor under construction in early 2019. We want to express our sincerest gratitude to Congressman McCarthy, former Congressman Bill Thomas, and each member of the TRIP team (City of Bakersfield, Kern Council of Governments, Caltrans, County of Kern and Parsons) for their success in securing all of the funding needed to complete the Centennial Corridor project. Please see the attached press release for more information.  The Quarterly Sales Tax data is in for the months of January, February and March 2018. The quarterly data, compared to the same quarter last year, sees modest growth of 1.6%, and the annual data, comparing the most recent four quarters to the prior four quarters, sees a 7.06% growth. These numbers are generally in line with budget projects for the current fiscal year, which was estimated at 6% growth. See the attached memo and chart for more information. General Information June 8, 2018 Page 2  The Bakersfield City School District (BCSD) Board of Education is proud to announce that Chief Lyle Martin has been selected as one of the 2018 inductees into BCSD Hall of Fame. Recipients of this honor consist of former students who are notable for their professional accomplishments and community members who have distinguished themselves by their service to the District. Inductees are permanently honored through the BCSD Hall of Fame display, located in the Board Room Lobby at the Education Center, 1300 Baker Street. The inductees will be honored by family, friends, and the community during an awards banquet on the evening of June 8, 2018 at the Bakersfield Country Club.  This past week Thursday, Liaison Officers from the Community Relations Unit and School Resource Office spent the morning serving breakfast to homeless with staff of The Mission at Kern County. This was a great way to create opportunities of positive engagement with our community.  The Beale Band concert series begins on Sunday night with preshow at 7:00PM and Beale Band concert starts at 8:00PM. Beale Band concerts are cosponsored by the Bakersfield Symphony orchestra; these concerts have been a tradition for about 70 years. Bring blankets, chairs and enjoy live, professional sounds of the symphony under the stars.  The annual Recreation and Parks Bathing Suit Drive in underway. Donate new or slightly used bathing suits for all ages and sizes so everyone can swim this summer. Donations are always accepted at all pools. On Friday, June 15th, get a free admission for donating one or more suits.  Bakersfield City Youth Commission applications are due June 20th, 2018 for July 18th appointment. All positions, both primary and alternate, for wards 1-7 and the Mayor’s seat are open for application. The Youth Commission application can be found on the City Clerk’s webpage. General Information June 8, 2018 Page 3 Traffic Advisories  Nighttime Lane and Ramp Closures for the Week of June 10 Multiple nighttime closures will be needed for road construction activities along State Route 58 and State Route 99 from Sunday, June 10 through Sunday, June 17. The closures are expected to be in place between the hours of 9 p.m. and 5 a.m. each night, but two around-the-clock closures are planned for next weekend. In general, at least one travel lane will remain open to traffic while work is underway, but motorists will need to follow posted detour signs during full freeway and ramp closures. Closures are planned for both the northbound and southbound State Route 99 to eastbound State Route 58 connector ramps, Sunday night, June 10 through Wednesday night, June 13. The two inside lanes on northbound State Route 99 will be closed Sunday through Tuesday and a full closure of northbound State Route 99, in this area, is planned for Wednesday night. These closures are needed for the installation of a sign structure. The eastbound State Route 58 Union Avenue on- and off-ramps will be closed for electrical work, Monday night through Thursday night. This work will also require alternating lane closures for both directions of Union Avenue at this location. The two outside eastbound lanes along State Route 58 between Chester Avenue and Union Avenue, as well at the eastbound Chester Avenue on-ramp, will be closed on Wednesday and Thursday nights. Electrical work will require the closure of the southbound State Route 99 Ming Avenue on-ramp and the two outside lanes on southbound State Route 99 on Wednesday and Thursday nights. On Friday night, June 15, the eastbound State Route 58 Chester Avenue on-ramp and the northbound State Route 99 Ming Avenue off-ramp will close for the weekend. These closures are expected to be in place, around-the-clock, from Friday at 7 p.m. through Monday at 5 a.m. These closures are needed for road construction.  Nighttime Closure Scheduled for Westbound Westside Parkway/Truxtun Avenue On-Ramp The westbound on-ramp from Truxtun Avenue to the Westside Parkway will be closed during nighttime hours, Tuesday, June 12 through Thursday, June 14. The ramp is expected to be closed each night between the hours of 7 p.m. and 5 a.m. to allow for the removal of shoring materials from this area of the project. During the closure, westbound motorists will need to enter the Westside Parkway from the Mohawk Street on-ramp. The Westside Parkway off-ramp and travel lanes on this section of Truxtun Avenue are not expected to be impacted by this work. The on-ramp will re-open each day in time for the morning commute. General Information June 8, 2018 Page 4 The Kern River Bridge Improvements project is the first phase of the Centennial Corridor project; it constructs bridges and makes the necessary improvements for the future freeway’s connection to the Westside Parkway. The competitive INFRA grant program supports projects that make significant, long-term improvements to America’s transportation infrastructure. The Centennial Corridor Project is the largest and most complex project to be built under the Thomas Roads Improvement Program (TRIP), and will provide a direct route for State Route 58 between State Route 99 and Interstate-5 by constructing the missing link between State Route 99 and the Westside Parkway. Through the successful efforts of former Congressman Bill Thomas, initial funding for the Centennial Corridor Project was included in the 2005 Safe, Accountable, Flexible, Efficient Transportation Equity Act. Congressman Kevin McCarthy, who has been a strong supporter of the project, has encouraged the Department of Transportation’s approval for the INFRA grant since the TRIP team submitted its application for technical evaluation and consideration in November 2017. The City wishes to offer its sincerest gratitude to Congressman McCarthy, former Congressman Bill Thomas, and each member of the TRIP team (City of Bakersfield, Kern Council of Governments, Caltrans, County of Kern and Parsons) for their support and hard work with this grant and throughout the past decade of project development. The INFRA grant fills the final funding gap for the Centennial Corridor project. When project development began in 2008, it was anticipated that the City would need to borrow $270 million to complete construction, but the City has received a total of $169 million in State and Federal grants over the past 12 weeks. The INFRA grant, coupled with recent California Transportation Commission’s (CTC) awards for other phases of the projects, previously obligated federal funds, and budgeted local funds, reduces the City’s borrow amount to zero. The multi-phased Centennial Corridor project will require four large contracts for completion. The INFRA grant funding will be applied to the construction of Phase 4, the project’s final phase. This phase will construct the freeway mainline and multiple structures located between State Route 99 and the Westside Parkway. In addition, Phase 4 will construct the northbound-to- westbound connector ramp at the State Route 58/State Route 99 interchange. In May, the CTC awarded the City a $25 million grant under the SB1 Trade Corridor Enhancement Program for Phase 3, the Bakersfield Freeway Connector. Phase 3 reconstructs the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange, adds a westbound auxiliary lane, widens the bridge crossing over State Route 99, and addresses the bottleneck congestion on southbound State Route 99. In March, the CTC approved $31 million for Phase 2, the Belle Terrace Operational Improvements, under the State Highway Operations and Protection Program. The City is currently advertising Phase 2 for construction. This phase will replace the outdated Belle Terrace Bridge and reconstruct the northbound-to-eastbound connector structure over Wible Road. The CTC also approved the 2018 State Transportation Improvement Program (STIP) in March, which included $63 million for Centennial Corridor construction. Phase 1, the Kern River Bridge Improvements, is currently under construction. This phase widens existing bridges for the connection to the Westside Parkway and constructs the future westbound exit to Mohawk Street. Completion of Phase 1 is anticipated in summer 2019. All phases of the Centennial Corridor project are expected to be under construction by early 2019. # # # MEMORANDUM TO: Alan Tandy, City Manager FROM: Nelson K. Smith, Finance Director /V'j' DATE: June6,2018 SUBJECT: Quarterly Sales Tax Update We received the most recent quarterly sales tax data, which reflects the activity and sales during the months of January, February & March 2018. The quarterly and annual trend information is as follows: Quarterly data Comparing the most recent quarter with the same quarter last year - positive ( +) 1.64 3. Annualized data (adjusted) Comparing the most recent four quarters with the prior four quarters - positive(+) 7.06 3. Specific industry data will be available in a couple of weeks. This modest increase is lower than the past couple of quarters, but the annualized numbers are still in line with budget projections for the current fiscal year. We estimated 63 growth in 2017-18 and a modest 23 growth in 2018-19. The recent quarterly information is generally on track with the projections going into the new fiscal year. We will continue to monitor this important General Fund revenue as it is a critical component of our annual budget. The city council creates an eight-member Bakersfield youth commission (“commission”). The city council also appoints the city manager, or designee, as the committee coordinator of the commission. The purpose of the commission is to engage and empower local youth in having a voice on relevant issues pertaining to municipal policies, programs, and projects. (Ord. 4833 § 1, 2016) 2.60.020 Application process. Applications for the commission are available at the city clerk’s office and require one letter of recommendation from a teacher, advisor, counselor, or coach. (Ord. 4833 § 1, 2016) 2.60.030 Appointment of members and alternates. The commission shall consist of eight members and eight alternates. A. Each city councilmember shall appoint two members to the commission; the mayor shall appoint two members from the city-at large. One appointment will be the voting member and the second appointment will be the alternate member. B. Alternate members may only have voting rights in the event that the regular members are absent from a commission vote. 1. A majority shall constitute a quorum at any regular or special meeting of the commission. For this commission, a quorum is defined as five members. 2. Immediate family members of city councilmembers and mayor shall not be eligible for appointment. (Ord. 4833 § 1, 2016) C. If the voting member resigns, the alternate shall be appointed into the position for the remainder of the term 2.60.040 Qualifications of commission members. A. Members and alternates must be current high school students at the time of appointment. B. Members and alternates must reside in the ward they represent. C. Members and alternates must have and maintain as close to a minimum 3.00 grade point average as possible during their tenure in the commission. (Ord. 4833 § 1, 2016) 2.060.050 Term of office. A. Members and alternates are appointed to a two-year term with the possibility of a one-year re-appointment. Youth Commission Application Page 6 of 7 B. Each city councilmember and the mayor have the discretion to extend or terminate the terms for their appointed members and alternatives. C. During its first meeting of the calendar year, the commission shall elect a chair and co-chair among its appointed members for a term of one year. D. Any member and alternate may be removed from the commission as a result of any of the following: 1. Continued absences from meetings or unexcused absences from three consecutive meetings. The city council may waive such removal for just cause; 2. By the city councilmember or mayor that appointed them. (Ord. 4833 § 1, 2016) 2.60.060 Duties. Generally, to identify the concerns and needs of local youth, including matters related to: recreational opportunities, park amenities, student safety, and volunteer opportunities with the city, and to: A. Develop and propose plans that support or improve such programs; B. Provide recommendations to the mayor and city council; C. Educate and inspire local youth involvement in relevant issues; D. Respond to requests on matters referred by the mayor and city council; E. Report to the mayor and city council, as requested; F. Identify outside funding sources, including grant opportunities, to achieve the commission’s goals and objectives; G. Host an annual youth conference to identify local youth concerns and needs; H. Play an active role in Teen Government Day; I. Other appropriate actions to further the purpose of the commission. (Ord. 4833 § 1, 2016) 2.60.070 Meetings. A. The commission shall meet monthly. Members and alternates are required to attend every scheduled and special meeting. B. Commission meetings shall be subject to the Ralph M. Brown Act. C. Agendas and minutes of the commission shall be prepared by the city clerk, or designee, and filed with the city clerk. D. Members and alternates shall communicate with the mayor and city council by: 1. Directly contacting their appointed councilmember; Youth Commission Application Page 7 of 7 2. Directly presenting at a city council meeting, as requested; 3. Indirect contact through the youth commission meeting minutes; 4. Providing an annual report to city council. E. The city manager shall designate city staff to assist the youth commission with achieving its goals and objectives. (Ord. 4833 § 1, 2016) 2.60.080 Compensation/funding. There is no monetary compensation for serving on the commission; however, members and alternates widely benefit by participating in active leadership roles, networking amongst civil leaders, making a difference in the community, and developing critical skills to solve real-world problems. The commission will be funded by city council as is reasonably necessary to implement the goals and objectives of engaging and empowering local youth.
