My congratulations to Anthony on this well-deserved honor. We also express our appreciation to outgoing Chief Doug Greener for his 30 years with the Fire Department, and 9 as Chief. The official press release with more information is attached.  Barring any contingent circumstances that may arise, we have scheduled the anticipated bid award dates for the four major TRIP bid packages that remain. They are: o August 15th for Phase 2 – Belle Terrace Operational Improvements The project includes improvements on SR-99, the Belle Terrace Overcrossing (OC), the NB SR- 99/EB SR-58 Connector, and local roads. The improvements on SR 99 include addition of a NB auxiliary lane from the Ming Avenue On-ramp to the NB SR- 99/EB SR-58 Connector ramp. The existing Belle Terrace OC will be replaced with a higher and wider overcrossing, and the NB SR-99/EB SR-58 Connector will be reconstructed. Improvements on the local roads include realigning Alamo Court and Wible Road and raising Belle Terrace. *note we may ask for a special council meeting with one item on the agenda to accelerate the project into construction a few weeks to get ahead of other Centennial Corridor phases and Caltrans projects on SR 99. o September 19th for 24th Street Operational Improvements. The project includes improvement on 24th Street to widen from four lanes to six lanes from Elm Street to C Street and reconstruction of 23rd Street and 24th Street one-way couplet roadway segments from D Street to 0.2 miles east of M Street to provide for four lanes in both directions. The project also includes the expansion of the 24th Street at Oak Street intersection to provide for four lanes in both directions for 24th Street and to allow for triple left turn lanes at NB Oak Street. In addition, the project will General Information June 22, 2018 Page 2 provide landscaped medians and streetscapes along the corridor between Elm Street and C Street. o October 17th for Phase 3 – Bakersfield Freeway Connector. The project includes the addition of auxiliary lane on WB SR-58, reconstructing and realigning the WB SR-58 to SB SR-99 loop connector ramp, construction of a branch connector for SR-58 to SB SR-99, and constructing a collector distributor along SB SR-99 for the Ming Ave off-ramps; o October 17th for Stockdale Hwy/Enos Lane Roundabout. The proposed improvements along Stockdale Highway and Enos Lane includes modification of the existing four-way stop controlled intersection to a single lane roundabout designed for future restriping to a two-lane roundabout First meeting in February 2019 for Phase 4- Centennial Corridor Mainline & Ramp Connector. The project extends SR-58 from the existing offset at SR-99 to the east end of the Westside Parkway (WSP). From SR-99, SR-58 will span Real Road and run parallel to Stockdale Highway for approximately 1,200-feet west at which point it will turn in a northwesterly direction and span the Stockdale Highway/Stine Road Intersection, Ford Avenue, La Mirada, Marella Way, California Avenue, Commerce Drive, and the Carrier Canal before joining WSP in the vicinity of the Truxtun Avenue Interchange. In addition, the project will construct the NB SR-99 to Westbound SR-58 ramp connector.  Yesterday the U.S. Supreme Court ruled on South Dakota vs. Wayfair, Inc. This ruling now gives states broad authority to require online retailers to collect sales taxes. States can now require out-of-state retailers to collect their states sales taxes even if they do not have a store, warehouse or physical presence in that state. The effective date of this action is August 1, 2018, which means the additional sales tax revenues should begin flowing to local agencies in the November 2018 tax distribution. At this point we do not have any estimation of what sort of revenue increase we might see as a result of this court ruling. However, we do know that the out-of-state revenues will be considered “use tax”, which means the money will go into the county pool and be spread by population. Bakersfield makes up just under 50% of the countywide population. Also important to note, any new revenue received from online sales tax is half of what it would be if the purchase was made on-site locally. Traffic Advisories Nighttime Connector Ramp Closures: State Route 99 to Eastbound State Route 58 The contractor for the Beltway Operational Improvements Project has scheduled nighttime closures for both the northbound and southbound State Route 99 to eastbound State Route 58 connector ramps from Sunday, June 24 through Thursday, June 28, between the hours of 9 p.m. and 5 a.m. Detour signs will be in place to direct General Information June 22, 2018 Page 3 State Route 99 traffic to eastbound State Route 58 while the ramps are closed. The closures are needed to allow the contractor to work on the freeway barrier along the west end of State Route 58. Motorists should also anticipate ramp closures of the eastbound State Route 58 Union Avenue on- and off-ramps, the two outside eastbound freeway lanes between Union Avenue and Cottonwood Road, and the westbound State Route 58 Union Avenue on- ramps for electrical work. This work will also require alternating lane closures on northbound and southbound Union Avenue, but at least one lane will remain open in each direction while work is underway. These closures are expected to be in place Monday through Thursday between the hours of 9 p.m. and 5 a.m. Median work on State Route 99 will require nighttime lane closures of the two inside lanes between Ming Avenue and Wilson Road on Monday through Thursday nights between 9 p.m. and 5 a.m. On Wednesday and Thursday nights, the southbound State Route 99 Ming Avenue on- ramp and the two outside southbound freeway lanes between Ming Avenue and Wilson Road are expected to be closed between the hours of 9 p.m. and 5 a.m. Closures are also planned for the two outside lanes on westbound State Route 58 on Wednesday and Thursday nights. Galagaza, a twenty-six year veteran with the Bakersfield Fire Department, most recently served as a Battalion Chief since 2013. Galagaza graduated from Bakersfield College with an Association of Arts degree in Fire Science in 1998, completed his Bachelor of Arts Degree with Columbia Southern University in 2012 and is currently working on obtaining his Master’s Degree in Business Administration. His career with the Bakersfield Fire Department began in 1992, when he was hired as a firefighter. He subsequently progressed through the ranks of supervisory positions as Fire Engineer, Fire Captain, to his most recent position of Battalion Chief. Galagaza is a second generation Bakersfield Firefighter; his father, Mike is a retired Captain. He is a father of two children, Sarah and Luke, 21 and 19 respectively. Galagaza is heavily involved in the community including the Greater Bakersfield Chamber of Commerce, Youth Leadership Bakersfield, the Bakersfield Firefighters Burn Foundation, and the Kern American Red Cross to name a few. He also served as President of the Bakersfield Professional Firefighters for seven years. Commenting on his selection of Galagaza as the City’s new Fire Chief, City Manager Alan Tandy said, “Chief Galagaza is extremely bright, well spoken, and has demonstrated exceptional leadership skills during his tenure with the Bakersfield Fire Department. He is poised to lead the department in a very positive direction in the future.” Current Fire Chief Doug Greener who has served nine years as Fire Chief is retiring at the end of the June. On June 4, 2018, the Development Services Department provided a budget presentation for fiscal year 18-19, which included projects completed during the 17-18 fiscal year. Table A lists the specific development projects included in the presentation, and presents the estimated number of jobs associated with each development project. This information was calculated using information provided by the Kern Economic Development Corporation (Kern EDC). The Kern EDC provided the attached “Building Area Per Employee By Business Type” calculation, based from industry and land use assumptions developed by Institute of Transportation Engineers, the US Dept. of Energy and San Diego Association of Governments. B A K E R S F I E L D PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Public Works Director NF DATE: June 15, 2018 SUBJECT: Council Referral #805 – Wood chips along Highway 178 Referral: Councilmember Weir requested of City Staff to spread additional wood chips along Highway 178 Public Works staff contacted the local Caltrans Maintenance Division to request completing the installation of wood chips on State Route 178 at Morning Drive interchange. Staff offered to use wood chips from the City’s green waste facility, however, Caltrans desires to use wood chips that meet their standard specifications which match what has already been installed at the interchange. The Caltrans Maintenance supervisor indicated that the installation of wood chips is his highest priority.
