Present: Mayor Goh, Vice -Mayor Smith,
Councilmembers Rivera (seated at 5:30
p.m.), Gonzales, Weir, Freeman, Sullivan
(seated at 5:18 p.m.), Parlier
Absent: None
Mayor Goh called for a moment of silence in memory of
former Mayor Harvey L. Hall who recently passed away.
2. INVOCATION by Pastor Jeff Cowling, Lead Pastor of
the Bible Bridge Church.
3. PLEDGE OF ALLEGIANCE by retired Master Gunnery
Sergeant Glenn Denton, Vietnam War Veteran of the
U.S. Marine Corps.
4. PRESENTATIONS

5. PUBLIC STATEMENTS
a. Ocie Crawford spoke regarding an award
banquet in honor of Kern County mayors and
councilmembers; and submitted written
material.
b. Dr. Joel Huff proposed building a memorial for
the Kern County Route 91 victims; and
submitted written material.
C. Eric Gerow expressed his concern with events
he witnessed at a recent parade held by the
Sikh community; requested the Council place
an item on the agenda regarding SB 54; and
displayed photographs in the chambers.

APPOINTMENTS
a. One appointment (at -large) to the Historic
Preservation Commission due to the resignation
of Brady Bernhort.
Assistant City Clerk Drimakis announced an
application for appointment was received
from Julia Ellen Hight.
Motion by Vice -Mayor Smith to appoint Julia
Ellen Hight to the Historic Preservation
Commission, term expiring March 30, 2020.
CONSENT CALENDAR
Minutes:
a. Approval of minutes of the May 9, 2018, Regular
City Council Meetings, and the May 14, 2018,
Budget Presentation Meeting.
Payments:
b. Receive and file department payments from
April 27, 2018, to May 10, 2018, in the amount of
$15,015,585.73, Self Insurance payments from
April 27, 2018, to May 10, 2018, in the amount of
$220,958.75, totaling $15,236,544.48.

Resolutions:
C. Resolution authorizing the Water Resources
Manager to apply for the Water and Energy
Efficiency WaterSMART Program administered
by the United States Bureau of Reclamation for
a SCADA project.
d. Resolution determining that BioxideG), a
proprietary chemical for sewer odor control
and reduction of sulfide gas levels, cannot be
reasonably obtained through the usual bidding
procedures and authorizing the Finance
Director to dispense with bidding thereof for a
period of one year, not to exceed the
budgeted amount of $900,000.

Understanding for employees of the Blue and
White Collar Units and adopting salary schedule
and related benefits.
I. Resolution setting salaries and related benefits RES 064-18
for the officers and employees of the General
Supervisory, Police Supervisory, and
Management Units.
g. Resolution of Intention No. 1966 preliminarily ROI 1966
adopting, confirming, and approving the Public
Works Director's Report for the Consolidated
Maintenance District CMD) and the
2018-19 budget and setting the time and place
for hearing protests regarding the amount of
park landscaping assessments to be levied
throughout the CMD.
h. Resolution of Intention No. 1967 preliminarily ROI 1967
adopting, confirming, and approving the Public
Works Director's Report for the Consolidated
Maintenance District )CMD) and the 2018-19
budget and setting the time and place for
hearing protests regarding the amount of street
and median landscaping assessments to be
levied throughout the CMD.
Resolution of Intention No. 1968 preliminarily ROI 1968

Maintenance Districts (TSMD) and the
2018-19 budgets and setting the time and
place for hearing protests on the amount of
assessments to be levied for each TSMD.
Resolution of Intention No. 1969 to order the ROI 1969
vacation of the 33 foot by 264 foot alley
located east of S Street and north of 13th Street
in Block 375.

14. COUNCIL AND MAYOR STATEMENTS ACTION TAKEN
Councilmember Sullivan stated it was an honor to
have worked with former Mayor Hall and he will never
be forgotten.
Mayor Goh advised that the commemoration for
Mayor Hall will be held at Rabobank Arena, on
Saturday, June 2^d, at 10:00 a.m.
Mayor Goh also expressed condolences to the Grimes
family on the recent loss of Tehachapi Mayor Ed
Grimes.
15. ADJOURNMENT
Mayor Goh adjourned the meeting in honor of former
Mayor Harvey L. Hall, 25th Mayor of the City of
Bakersfield, of 5:38 p.m.
