ADOPT OCTOBER 3, 2017 AGENDA SUMMARY REPORT The report was adopted as submitted. 3. Discussion Regarding Microbreweries in the Downton Area – Kitchen Community Development Director Kitchen provided a Power Point presentation summarizing the information provided in the memorandum included in the agenda packet regarding size limits, setbacks, off-site sales of microbreweries in the downtown area, including a draft ordinance. Committee Chair Freeman complemented staff on their research and compilation of information included in the memorandum provided in the packet. Committee Chair Freeman and Committee member Smith agreed that microbreweries should be allowed “by right” in the C-2 zones. Committee Smith requested staff correct the language in section 17.24.040 in the proposed ordinance. Committee member Smith also inquired about mechanical filtration systems and whether current microbreweries have them in place to deal with odors. He requested staff do additional research to determine if areas where microbreweries are located are experiencing significant odor issues. Community Development Director Kitchen stated that staff received no feedback from current breweries. Staff was able to the San Joaquin Valley Air Pollution Control District (District) who confirmed that applicable commercial projects, like large restaurants, obtain permits for mechanical filtration systems. The District does not currently monitor “Micro” facilities in part due to it being a relatively new industry and market. Committee member Smith requested the additional information regarding odors be presented to the full City Council; he made a motion to present the draft ordinance with the modification to allow microbreweries in C-2 zones “by right” to the full City Council. The motion was unanimously approved with Committee member Parlier absent. 5. COMMITTEE COMMENTS Committee member Smith requested staff review the State’s new Class IV Bike Facilities standards and incorporate them into the current update of the subdivision manual. He also asked about the status of the NACTO guidelines and when the item would be expected to return to the Committee for discussion. Public Works Director Fidler stated staff is in the final stages of updating the manual; staff will include the new Class IV standards. Assistant City Manager Huot added that both items are expected to return for discussion at an upcoming Committee meeting. Committee Chair Freeman asked if there are policies in place which reduce the speed limit on arterial streets. Public Works Director Fidler stated that the City follows the California Vehicle codes. Staff will review the information with the manual update is presented. 6. ADJOURNMENT The meeting adjourned at 12:36 p.m.
