HomeMy WebLinkAbout07/13/2018AT OFFICE OF THE CITY MANAGER July 13, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  Attached is an article from CalPERS which announces their Fiscal Year 2017-18 preliminary investment returns for the 12 month period ending June 30th, 2018. In the announcement, CalPERS is reporting a preliminary net investment return of 8.6%. These returns are positive as they are above both the current 7% and prior 7.5% investment return targets. CalPERS is estimating that these returns will increase the funded status of the overall CalPERS fund by a positive 3%, moving the fund to a 71% funded status. While this information will have a positive impact on the City’s unfunded pension liability, the impact will be delayed due to the timing associated with the CalPERS actuarial analysis process. For example the most current CalPERS annual actuarial analysis, which we anticipate receiving in the next few months, will utilize investment return information for the period ending June 30th, 2017 (which was 11.2%). Nevertheless, this makes it two years in a row of positive reports regarding CalPERS investment returns which is welcomed news.  Another successful July 4th Community Celebration has come and gone. The festivities included live music, great food from local vendors, and a spectacular fireworks display. This event would not be possible without the contributions of our generous sponsors, with special thanks to Pacific Gas & Electric, Adventist Health, Rabobank N.A., Cal Water, Spectrum, and the Robert and Kari Grimm Family Foundation.  Several Bakersfield Police Explorers will be attending the Explorer National Conference in West Lafayette, IN. They will be staying at Purdue University and will be competing with posts from around the country in various law enforcement related scenarios. They will be there from July 16th-21st.  On Tuesday, July 10th, 2018, the Bakersfield Police Department Training Division with the Human Resources office provided all three phases of testing for the position of Lateral police officer. This is the first time the written, physical and oral testing have General Information July 13, 2018 Page 2 been completed in one day. Typically the phases were provided on different days which tended to reduce the pool of eligible candidates. Traffic Advisories  Truxtun Avenue Paving Scheduled for Saturday Nighttime Lane Closures Continue at Oak Street Intersection The contractor for the Truxtun Avenue Operational Improvements project plans to pave Truxtun Avenue, from Oak Street to just east of Elm Street, on Saturday, July 14, 2018. The paving operations are expected to be underway between 6 a.m. and 5 p.m. At least one lane will remain open to traffic in each direction, but motorists are advised to take alternate routes while this work is underway. Nighttime lane closures will continue at the Truxtun Avenue/Oak Street intersection on Thursday and Friday night, between the hours of 7 p.m. and 5 a.m. The closures will include the outside eastbound lane and right turn lane on Truxtun Avenue and the northbound outside lane on Oak Street. At least one lane will remain open in each direction.  Nighttime Closures on Truxtun Avenue for Concrete Pour Work on the Kern River Bridge Improvements project will require nighttime lane closures on Truxtun Avenue on Tuesday, July 17 and Wednesday, July 18, between the hours of 9 p.m. and 5 a.m. The lane closures will be in the vicinity of the Westside Parkway on- and off-ramps, but the ramps will remain open to traffic. The closures are needed to allow the contractor to place concrete for the bridge abutment footing on the north side of Truxtun Avenue. The closures include both westbound lanes and the inside eastbound lane on Truxtun Avenue adjacent to the bridge site. Westbound Truxtun Avenue will be closed to traffic just west of the Westside Parkway on-ramp. At least one lane will remain open to eastbound traffic while work is underway. General Information July 13, 2018 Page 3 Motorists wanting to travel west on Truxtun Avenue will need to detour around the closure via California Avenue or Rosedale Highway, then use Mohawk Street to access businesses and side streets west of the closure. Commercial Way will be accessible from eastbound Truxtun Avenue. All lanes are expected to be open by the morning commute.  State Route 99- Lane And Ramp Closures Next Two Saturday Nights In Bakersfield The Department of Transportation (Caltrans) announces ramp and lane closures on State Route 99 the next two Saturday nights in Bakersfield for grinding and paving operations. The following areas will be closed on Northbound State Route 99 on Saturday, July 14, from 8:00 p.m. to 8:00 a.m.: o #4 (right) lane between Ming Avenue and State Route 178. o On-ramp from Wible Avenue. o Connector ramp to Eastbound/Westbound State Route 58 and State Route 178. o On-ramp from Westbound State Route 58. o Both on-ramps from California Avenue. The following areas will be closed on Southbound State Route 99 on Saturday, July 21, from 8:00 p.m. to 8:00 a.m.: o #4 (right) lane between State Route 58 (Rosedale Highway) and Belle Terrace. o Connector ramps from Eastbound/Westbound State Route 58 (Rosedale Highway) and State Route 178. o Connector ramps from Eastbound/Westbound State Route 58. o On-ramp and off-ramp at California Avenue. Closures may continue for longer periods of time if necessary, due to delays caused by weather or uncontrollable events that may occur during operations. Motorists are encouraged to use alternate routes if possible.
