APPOINTMENTS
There are 16 vacancies on the Bakersfield Youth Commission (Commission) for regular and
alternate members in all wards and for the Mayor's appointments. These vacancies are due to
the term expiration of all appointed Commissioners on July 20, 2018. Commissioners will be
appointed to a two-year term set to expire July 20, 2020, and currently seated members may be
re-appointed to serve an additional one-year term set to expire July 20, 2019. Nine applications
for appointment and one application for reappointment have been received. Staff is requesting
the City Council make determinations on appointments for this Commission.
CONSENT CALENDAR
Agreements
School Resource Officers. Since February 2018, the City and the Bakersfield City School
Item 8i.
District have engaged in a pilot program whereby the Bakersfield Police Department officers
have been assigned to the district. The purpose of the program is toreduce chronic absenteeism,
chronic truancy, violence, drug and alcohol use, gang involvement, bullying, and harassment in
the community to help in ensuring the district’s schools are safe learning environments with
positive school culture. The program has been very effective and therefore, the City and the
school district are proposing to extend the program for a year, with the option to continue for
two additional years through 2021. Under the proposed agreement, the district will pay the City
$6,000 per officer, per two weeks of services. The number of officers assigned under this program
will be increased from two to four. Staff is recommending the City Council approve the
agreement to implement the school resource officer program.
