I 5 9 - 0 2 RESOLUTION DETERMINING THAT STREET LAMP MICROWAVE VIDEO SURVEILLANCE SYSTEM FOR USE BY THE POLICE DEPARTMENT CANNOT BE REASONABLY OBTAINED THROUGH THE USE OF BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR NOT TO EXCEED $36,000.00. WHEREAS, the Bakersfield Police Department desires to obtain a covert surveillance system for viewing video images from remote locations; and WHEREAS, the Police Department desires that the surveillance component be placed within a typical street lamp without adding visual differences to the outside of said lamp; and WHEREAS, this type of surveillance system is patented by Detection Dynamics, Inc.; and WHEREAS, said vendor's price for the patented detection system is $36,000.00. NOW, THEREFORE, be it resolved by the Council of the City of Bakersfield as follows: reference. The above recitals are true and correct and incorporated herein by 2. This covert surveillance system can only be reasonably obtained from one vendor because of the patent. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4.
