Condition Upon Receipt:
Samples were received under Chain -of- Custody (COC) on 12/16/17. They were assigned to Work Order 17 -12 -1400.
Unless otherwise noted on the Sample Receiving forms all samples were received in good condition and within the
recommended EPA temperature criteria for the methods noted on the COC. The COC and Sample Receiving Documents are
integral elements of the analytical report and are presented at the back of the report.
Holding Times:
All samples were analyzed within prescribed holding times (HT) and /or in accordance with the Calscience Sample Acceptance
Policy unless otherwise noted in the analytical report and /or comprehensive case narrative, if required.
Any parameter identified in 40CFR Part 136.3 Table II that is designated as "analyze immediately" with a holding time of <= 15
minutes (40CFR -136.3 Table II, footnote 4), is considered a "field" test and the reported results will be qualified as being
received outside of the stated holding time unless received at the laboratory within 15 minutes of the collection time.
Quality Control:
All quality control parameters (QC) were within established control limits except where noted in the QC summary forms or
described further within this report.
Subcontractor Information:
Unless otherwise noted below (or on the subcontract form), no samples were subcontracted.
Additional Comments:
Air - Sorbent- extracted air methods (EPA TO -4A, EPA TO -10, EPA TO -13A, EPA TO -17): Analytical results are converted from
mass /sample basis to mass /volume basis using client - supplied air volumes.
Solid - Unless otherwise indicated, solid sample data is reported on a wet weight basis, not corrected for % moisture. All QC
results are always reported on a wet weight basis.

Roux Associates, Inc. (Roux Associates) is submitting this Excavation and Confirmation
Sampling Work Plan (Work Plan) on behalf of California Water Service (Cal Water), for
excavation and soil sampling activities at Cal Water Station BK -183, located at 2009 Harry
E. Yarnell Ct., Bakersfield, California (Site).
BACKGROUND
Following the removal of a 500 - gallon diesel Aboveground Storage Tank (AST) from the
Site, Roux Associates conducted field sampling in accordance with AST removal
requirements from the Bakersfield Fire Department (Fire Department) on December 15, 2017.
At the direction of the on -Site Fire Department Inspector, four locations were sampled at 2
feet and 6 feet below ground surface (bgs). All samples were non - detectable for petroleum
constituents, except Diesel Range Organics (DRO), which were present at location RS -4 at
5,000 milligrams per kilogram ( mg/kg) in the sample from 2 feet bgs, and at 230 mg/kg in the
sample from 6 feet bgs. (Note, the concentration of DRO decreased with depth at location
RS -4). Samples at location RS -4 were collected based on its location near the end of a buried
in -place former product line, which unbeknownst to Cal Water, had been partially removed
by W. M. Lyles Co.
As directed by the Fire Department in a letter dated January 1, 2018 and subsequent phone
calls, Cal Water proposes to excavate and remove DRO impacted soils at location RS -4. The
purpose of this Work Plan is to outline the proposed spot excavation and confirmation scope
of work for removing diesel impacts at RS -4 and obtaining final closure from the Fire
Department.
PROPOSED EXCAVATION AND SOIL DISPOSITION
The excavation will be centered around the location where the former product line was broken
by W. M. Lyles Co., i.e., proximate to RS -4. Following sampling of RS -4 in December 2017,
the remaining former product line was removed at the direction of the Fire Department. The

location of RS -4 and approximate location of the end of the former product line can be located
based on field measurements taken by Roux Associates, as shown in Figure 1.
Cal Water proposes an excavation of approximately 4 feet long by 4 feet wide by 10 feet deep,
with side sloping in accordance with California Occupational Safety and Health requirements.
Cal Water's hazardous waste management subcontractor will conduct the excavation, waste
profiling, and soil disposal in accordance with applicable state and federal regulations.
CONFIRMATION SAMPLING
The proposed confirmation sampling work plan is outlined in Table l; proposed sampling
procedures, chain -of- custody protocol, equipment decontamination, and quality
assurance /quality control procedures are consistent with Fire Department and laboratory test
method requirements. Subject to Fire Department approval and in -field verification, Roux
Associates proposes collecting up to nine samples, one from the center of the excavation at
10 feet bgs, and two confirmation samples from each of four side walls of the excavation (at
depths of 2 and 10 feet bgs). The 10 foot sidewall samples will be held for analysis pending
laboratory results of the 2 foot samples. Location(s) and number of samples are subject to
change based on feedback from the Fire Department.
Roux Associates will also conduct in -field vapor monitoring with a flame ionization detector
(FID). Air monitoring and excavated soil management will be conducted as required by any
applicable permits.
REPORTING
Upon completion of field activities and receipt of final laboratory reports, a comprehensive
report will be submitted to the Fire Department.
