HomeMy WebLinkAbout08/03/2018 OFFICE OF THE CITY MANAGER August 3, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: General Information Notable Items  The Bakersfield Fire Department has one Type 1 Engine Company and two Type 3 Engine Companies assigned to the Ferguson Fire. The fire which started on July 13th has grown to 62,883 acres with 39% containment and 3,558 personnel currently engaged on the fire. There have been two fatalities and nine injuries to date and one structure has been destroyed. BFD Firefighters have been on the front lines since July 14th and have worked tirelessly cutting line with hand tools, conducting firing operations, protecting century-old structures, and providing water relays. BFD Firefighters remain in good spirits and are committed to working long hours in dense smoke and high temperatures.  Please see the attached memo announcing the promotion of Robert Voyles to Public Works Operation Manager. Robert has been with the City in the Public Works Department for over 22 years. He recently held the position of Construction Superintendent. He will be starting his new position on August 6th, 2018.  The City of Bakersfield is in the process of continuing to provide access to its Public Rights-of Way (PROW) and updating the City’s current American with Disabilities Act (ADA) Transition Plan. The Public Right-of-Way (PROW) inspections will determine if any barriers exist for persons with disabilities in accordance with the Americans with Disabilities Act (ADA) and allow the City to identify any potential accessibility barriers and develop a plan to remove any potential barriers. This phase of evaluation concentrates on high traffic pedestrian areas such as schools, parks, hospitals, office buildings, and bus stops. DAC evaluators may be seen documenting conditions throughout the city.  Summer is winding down already! Two city pools will close this Friday, August 3rd after general swim from 1:00 – 4:00 p.m.: Jefferson and Dr. Martin Luther King Pools. Silver Creek Pool will close on Friday, August 10th after the general swim time. McMurtrey Aquatic Center will remain open each day through August 10th, then weekends only through Labor Day. Spray parks will remain open every day through Labor Day from 1:00 – 6:00 p.m.  On Friday, July 27th, 2018, the Bakersfield Police Department Community Relations Unit participated in a back to school event held at the Blessing Corner located at 101 Union Avenue. Officers and staff were able to engage with approximately 1000 low income children between 10:00 a.m. and 1:00 p.m. Community Relations distributed school supplies that went along with other resources provided to assist families preparing to send their children back to school.  Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of August. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  I will be out of the office on vacation the next two weeks. Steve Teglia will be in charge next week and will staff the Council meeting. Chris Huot will be in charge the following week. Traffic Advisory  Lane Closures Needed for Milling Operations on Truxtun Avenue Roadway milling operations will require the following lane closures next week: Monday, August 6th: The #1 (inside) lane on westbound Truxtun Avenue, between Oak Street and Bahamas Drive, is expected to be closed between the hours of 8:30 a.m. and 10:30 a.m. The #1 (inside) eastbound lane on Truxtun Avenue, between Bahamas Drive and Oak Street, is expected to be closed from 10:00 a.m. to 3:30 p.m. Monday, August 6th – 10th.: Truxtun Avenue will be reduced to one lane in both directions, between Empire Drive and Elm Street, between the hours of 7:00 p.m. and 5:00 a.m. Congestion and delays are anticipated. Motorists are encouraged to avoid the area and select an alternate route if possible. Motorists who must travel through the area are advised to allow sufficient time to reach their destinations.  State Route 58 Nighttime Lane Closures Continue Intermittent nighttime closures are anticipated for the northbound and southbound State Route 99 to eastbound State Route 58 connector ramps through August. Motorists should anticipate that closures could be in place between the hours of 9 p.m. and 5 a.m., Sunday through Thursday nights. Detour signs will direct motorists from State Route 99 to eastbound State Route 58 during the ramp closures. Electrical work continues along State Route 58, requiring intermittent nighttime lane closures of the two outside lanes on State Route 58 between State Route 99 and Union Avenue, and for the on- and off-ramps at Union Avenue. These closures are also General Information August 3, 2018 Page 3 expected to be in place Sunday through Thursday nights, between the hours of 9 p.m. and 5 a.m. Reports Streets Division work schedule for the week of August 6th Event Notifications Event calendar for the Rabobank Arena Theater and Convention Center. National Night Out (NNO) will take place Tuesday, August 7th from 6:00 - 9:00 p.m. in the Rabobank Convention Center. NNO is an annual community-buildingcampaign that promotes police-community partnerships and neighborhood connection to make our neighborhoods a safer, better place to live. Entry is free. Formore information, please call 661-326-3922. Thursday, August 9, 2018, the Bakersfield Police Department will be holding a graduation ceremony for the current academy. The ceremony is scheduled to takeplace at Bakersfield College inside the indoor theater at 11:00 a.m. Page 1 TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  More construction projects will soon be underway! Bids were opened in July for Centennial Corridor Phase 2 – the Belle Terrace Operational Improvements. Granite Construction Company submitted the low bid and a construction contract will be on the August 15th City Council agenda for consideration of approval. A groundbreaking ceremony would then be held on September 7th. Construction, which includes replacement of the outdated Belle Terrace Overcrossing, is expected to begin in early October.  Two additional construction projects are expected to be advertised in August. The first project to go out to bid will be the 24th Street Improvement Project, which will add a lane in each direction between Oak Street and M Street. The City also plans to advertise for construction of Centennial Corridor Phase 3 – the Bakersfield Freeway Connector – later this month. The Bakersfield Freeway Connector will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange and reconfigure the southbound State Route 99 to Ming Avenue off-ramp.  Installation of bridge falsework continues at the Kern River Bridge Improvements project site. Night closures of the Westside Parkway westbound on-ramp from Truxtun Avenue will be announced when needed in August as the contractor installs falsework above the existing on-ramp. The first concrete pour for the new bridge is planned for August 9. PROJECT STATUS Beltway Operational Improvements Contractor: Security Paving Company 93% complete; anticipated completion: summer 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Crews were working on the storm water pumping plant, located on northbound State Route 99, last month. Work at the pumping plant is expected to be completed in August. Drainage and construction of the concrete median along State Route 99 was completed in July. The southbound on-ramp from Ming Avenue is expected to fully open to traffic in August. August 2018 TRIP Status Report TRIP Status Report August 2018 Page 2 Work on retaining walls along State Route 58 will continue through the coming month. Underground and roadway work also continues along eastbound State Route 58. Crews are placing concrete for the H Street off-ramp and mainline. Ramp reconstruction and drainage work is underway at the eastbound Chester Avenue on-ramp. Electrical work is ongoing along the State Route 58 mainline and interchanges. Construction crews are actively working during both daytime and nighttime hours. Nighttime lane and ramp closures may be in effect as needed along State Route 58, Sunday through Thursday nights. Truxtun Avenue Operational Improvements Contractor: Granite Construction 77% complete; anticipated completion: January 2019 The contractor paved Truxtun Avenue on the east side of Oak Street last month and will be constructing a new median between Oak Street and Elm Street. New curb, gutter, and sidewalks have been installed at various locations along the south side of Truxtun Avenue on the west of Oak Street. The contractor plans to complete the remaining concrete sidewalk, curb and gutter in August. The south side of Truxtun Avenue was paved behind the temporary concrete barriers, between State Route 99 and Oak Street, last month. A new concrete driveway, fence and gate were installed at the Bakersfield Police Department’s Firing Range. The contractor completed the east half of the architectural treatment wall under the State Route 99 bridge in July. This wall replaces the previous slope and allows for new travel lanes to be constructed on the south side of Truxtun Avenue. Formwork is in place for a concrete barrier that will protect the State Route 99 bridge columns; the barrier is expected to be completed in August. New signal poles were installed on the southeast and northeast corners of the Truxtun Avenue/Oak Street intersection last month. The contractor plans to finalize the signalization of the intersection in August. 24th Street Improvement Project Contractor: TBD Advertise: summer 2018: Construction start: fall 2018 The City will advertise for construction bids in August and the contract is expected to be on City Council’s September 19th agenda for consideration of approval. Centennial Corridor The multi-phased Centennial Corridor project requires four large contracts for completion. The first contract was approved in 2017 and is currently under construction at the eastern end of the Westside Parkway. Bids for the Belle Terrace Operational Improvements Project were opened in July and the contract will go before City Council in August. A third contract will be advertised for construction bids in August, and the fourth contract will be advertised later this year. By early 2019, the entire corridor will be under construction with final completion anticipated in 2022. TRIP Status Report August 2018 Page 3 Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 50% complete; anticipated completion: summer 2019 This project constructs new bridges across Truxtun Avenue and the Kern River for the westbound exit from Centennial Corridor (future State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future freeway mainline. The current focus on this project is the erection of falsework (a temporary structure that supports the steel and concrete during construction). As the falsework is set, the contractor has been moving forward with steel installation and constructing forms for the stems and soffit (bridge girders and bridge bottom). This work will continue through the month of August. The first concrete pour for the 1,064–foot long structure is scheduled for August 9th. The contractor is also working on the abutments adjacent to the existing eastbound Westside Parkway/Truxtun Avenue off-ramp. Concrete for the abutment footing on the north side of the roadway was placed in July. Crews will continue work on these abutments during the coming month. Work on the embankment between Truxtun Avenue and the Kern River continues. Phase 2 – Belle Terrace Operational Improvements Contractor: TBD; Construction start: early fall 2018 This project will demolish the existing Belle Terrace overcrossing (built in 1963) and replace it with a structure that meets Caltrans’s current vertical clearance requirements. The project will improve northbound State Route 99 to eastbound State Route 58 traffic flow by reconstructing the northbound- to-eastbound connector structure over Wible Road and widening it to two lanes. Wible Road and Alamo Court will also be realigned. Completion is anticipated in spring 2020. Construction bids were opened on July 19th, a construction contract is expected to be on the August 15th City Council agenda for consideration of approval to Granite Construction Company, the apparent low bidder. A groundbreaking ceremony would then be held on September 7th. Phase 3 – Bakersfield Freeway Connector Contractor: TBD Advertise for construction bids: August 2018; Construction start: winter 2018 This project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and the bridge crossing over State Route 99 will be widened. The project addresses bottleneck congestion on southbound State Route 99 by separating freeway on- and off-ramps between the closely spaced State Route 58 on-ramps and the Ming Avenue off-ramp. The project will combine the eastbound and westbound State Route 58 connectors into one branch connecting to southbound State Route 99. The entrance to the Ming Avenue off-ramp will be shifted to the north and motorists will travel on a barrier- separated connector to Ming Avenue. Sound walls will also be constructed with the project. The California Transportation Commission approved a $25 million SB1 grant for construction in May. TRIP Status Report August 2018 Page 4 Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors Designer: Parsons; Design: 99% complete Final design plans for various parts of the project are at or nearing completion; including:  100% Local Roads and Bike Path plans  100% Roadway plans  100% plans for structures in Zones 1 and 2 (Zone 1 includes the roadways and structures from the Kern River Bridge Improvements through the California Avenue Bridge; Zone 2 includes bridges at Marella Way, La Mirada Drive, Ford Avenue, Stockdale Highway, and Real Road  100% submittal for the WB to NB connector structure  Various environmental revalidations have been approved The City is preparing the corridor for future mainline construction. In July, the contractor completed the asphalt paving for the Kentfield Drive cul-de-sac, the new parking lot at Centennial Park, and the street realignment on Candy Street. The contractor is working on roadway excavation for the realignment of Del Rey Court and water line relocations continue on Montclair Street, Kensington Avenue and Woodlake Drive. The contractor has been preparing locations for sound wall construction in areas where the freeway will be below grade. Construction is expected to begin in August. Remaining sound walls will be constructed in conjunction with the future freeway due to the need to raise ground elevations for overcrossings at California Avenue, Ford Avenue, Stockdale Highway, and Real Road.
