In the absence of a sketch, which should have been required in the first place, I had to focus my field investigation along this clear description. My understanding is "right behind sidewalk" is the back edge of the sidewalk. If the new fence would be right along the back of the sidewalk around the intersection's corner, it would surely be inside the sight line triangle. I don't know what you mean by "site line at the street, controlled, intersection".
