HomeMy WebLinkAbout08/24/2018 OFFICE OF THE CITY MANAGER August 24, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: General Information Notable Item  In 2002, the City and Kern County jointly adopted the Metropolitan Bakersfield General Plan (MBGP) to guide future development in the Metropolitan Bakersfield area. Since the adoption of the MBGP, there have been changes in State law, local ordinances, growth patterns, and community needs. This topic was last discussed at the Planning & Development Committee in April 2016, and Staff was directed to seek input from an outside consultant regarding the preliminary steps of the updating process and an analysis of whether a City-County General Plan should continue. Recently, the County confirmed that it is pursuing its own General Plan, which will include the unincorporated Metropolitan area. This means that the County and City will not have a joint plan in the future. Therefore, per the Committee’s direction, Development Services Staff will begin preparation of a Request for Proposals to seek a consultant that will provide options for a scope and next steps of the updating process.  Please join us on September 7th for the Centennial Corridor Phase 2 – Belle Terrace Operational Improvements groundbreaking ceremony. The event will be held at 10:00 a.m. on the corner of Belle Terrace and Alamo Street (just west of State Route 99). Please see the attached invitation for additional information and directions.  Recreation and Parks crews have installed picnic tables, BBQ’s, trash cans and benches throughout Kaiser Permanente Sports Village this week. We expect a lot of use this fall as the weather starts cooling and more people are there for soccer and football. The Stadium field is progressing nicely and should be on target for a late fall opening. General Information August 24, 2018 Page 2  The City Recently received its Annual Valuation Report from CalPERS which includes employer rates for future years and also provides updated information regarding the funding status of the various City retirement plans as of the June 30, 2017 CalPERS actuarial valuation data. Please see the attached memo from our Finance Director for more information.  The Recreation and Parks Department has been awarded the USA Swimming Grant for the 2018 calendar year. This means we will be offering a fall session of swim lessons, evenings at McMurtrey from September 4th to the 13th. The attached flyers highlight the details of the classes. 70 USA Swimming discounted lessons will be offered to income eligible children between the ages of 3 to 17 years; a few spots will be offered at the regular price of $51. In addition, we will be offering a Fall Junior Lifeguarding class, which will have 4 spots available at $5 for income eligible youth thanks American Red Cross funding. Registration for the Fall lessons and the Junior Lifeguarding class is open at McMurtrey Aquatic Center. All registrations must take place in person at McMurtrey Aquatic Center.  This weekend is the sixth and final weekend for the Jehovah’s Witnesses Convention at Rabobank Arena. This is the largest convention that meets in Bakersfield. Each weekend attracts about 6,000 delegates, sells out hotel rooms throughout the city and keeps many restaurants busy. Visit Bakersfield has provided the event organizers with Bakersfield maps and information on downtown restaurants for distribution to those attending the meetings.  Last Saturday’s Clear the Shelters event was a great success! Hundreds of people came out, creating a line out the door, and resulted in 176 animals being adopted.  The Bakersfield Police Department hosted another “Coffee with a Cop” last Thursday, August 16th, at the Fastrip located at 4901 S. Union. These events are well received and great opportunities to further develop a positive rapport with residents in this part of our community.  I will be on vacation August 30th 31st and September 4th. General Information August 24, 2018 Page 3 Traffic Advisory  State Route 99 Freeway Closure at Belle Terrace State Route 99 is scheduled to be closed to all traffic early Sunday morning, August 26, between the hours of 12 a.m. and 6:30 a.m., in the vicinity of the Belle Terrace Overcrossing. The Belle Terrace Overcrossing and both directions of Wible Road will also be closed in this area during these hours. The closures affect both directions of travel on State Route 99, and are needed to complete the temporary relocation of utility lines across the freeway in advance of construction on Centennial Corridor Phase 2 – the Belle Terrace Operational Improvements. The utility lines will be placed in the new bridge following construction. Signage will be in place for the following freeway detour routes: Northbound State Route 99 motorists will exit the freeway at Ming Avenue and continue east to H Street, then travel north to State Route 58, and return to northbound State Route 99 via State Route 58. Southbound State Route 99 motorists will take State Route 58 to the H Street exit and head south to White Lane before returning to southbound State Route 99. The Belle Terrace Operational Improvements project is the second phase of the Centennial Corridor project. The project will replace the outdated overcrossing and improve northbound State Route 99 to eastbound State Route 58 traffic flow by reconstructing the northbound-to-eastbound connector structure over Wible Road and widening it to two lanes. For information on the Centennial Corridor Project, please visit our website at www.BakersfieldFreeways.us.  Nighttime bike path closure from Sunday to Wednesday Pacific Gas and Electric Company (PG&E) is replacing a section of a natural gas pipeline west of Allen Road and south of Stockdale Highway (Westside Parkway) in Bakersfield. Next week’s work will require the bike path west of Allen Road to close this Sunday, August 26th through Wednesday, August 29th from 10:00 p.m. to 5:00 a.m. Signage will be posted in the area.
