HomeMy WebLinkAbout09/07/2018AT OFFICE OF THE CITY MANAGER September 7, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  Various small recycling facilities, known as “California Redemption Value (CRV) facilities” are located throughout the City for the purpose of recycling bottles and cans. In recent years, the City has received complaints from residents and business owners indicating that some of these facilities have created nuisance and litter problems in the areas where they are located. State law allows local agencies to regulate the location of these facilities; therefore, City Staff will be preparing an amendment to the municipal Code to require that these facilities each obtain approval of a conditional use permit (CUP) prior to placement of a CRV facility in any commercial zone. CRVs would continue to be a by-right permitted use in the industrial zones. This revision will ensure that each CRV facility is reviewed on a case- by-case basis and that the community has an opportunity to comment through a public hearing process prior to placement in any commercial zone.  Join us for the September 11th Memorial Ceremony next Tuesday morning starting at 8:30 a.m. at Fire Station 15 and the Police Sub-Station located on 1315 Buena Vista Road. This information is available for distribution on the attached flyer.  Please see the attached memo from Public Works Director, Nick Fidler, on an emergency repair at Wastewater Treatment Plant No. 2. This damage was discovered during the current rehabilitation project as planned in the Capital Improvement Program. The memo details the current issue, solution, and cost to be covered by a budget transfer from the Sewer Enterprise Fund.  Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of August. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. General Information September 7, 2018 Page 2  It was a beautiful morning to celebrate both the completion of the Truxtun Avenue Operational Improvements and the Groundbreaking of the Belle Terrace Operational Improvements. Special thanks go to the talented staff and contractors involved in making these projects a reality! Traffic Advisory Saturday Lane Closures Scheduled for Truxtun Avenue Striping The contractor for the Truxtun Avenue Operational Improvements project plans to stripe Truxtun Avenue, between Empire Drive and Elm Street, on Saturday, September 8. The operation will stripe this section of Truxtun Avenue to three travel lanes in each direction. The work is expected to be underway between the hours of 7 a.m. and 5 p.m. and will require alternating lane closures. At least one lane will remain open to traffic in each direction while work is underway. Alternating lane closures are also planned for next week, September 10-14. These closures are expected to be in effect during daytime hours between the hours of 9 a.m. and 3:30 p.m. and during nighttime hours from 7 p.m. to 5 a.m. These closures are needed for final survey and to raise utilities in the roadway. At least two lanes will remain open to traffic in each direction while the work is completed. Motorists who plan to travel through the area during these hours are advised to use an alternate route or allow sufficient time to reach their destinations. Page 1 TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  A groundbreaking ceremony was held on September 7th for Centennial Corridor Phase 2 – the Belle Terrace Operational Improvements. Construction of this project, which includes replacement of the outdated Belle Terrace Overcrossing, is expected to begin in early October. All phases of the Centennial Corridor Project, as well as the 24th Street Improvement Project, will soon be under construction creating jobs for the local workforce while improving safety, circulation, and travel times for Bakersfield residents, inter-regional travelers, and freight carriers. TRIP represents a $1.4 billion investment in metropolitan Bakersfield’s transportation infrastructure, with the public investment for construction of Centennial Corridor and 24th Street totaling more than $367 million. According to a 2011 estimate by the Council of Economic Advisers (CEA) within the Executive Office of the President, $1 billion in highway and transit investment supports 13,000 jobs for one year. These jobs include direct jobs (wages paid directly from project funds), indirect jobs (e.g. wages paid by businesses supplying materials to the project) and induced jobs (created elsewhere in the economy as a result of increased spending by project workers and firms). Using the CEA’s estimate, the investment for Centennial Corridor and the 24th Street Improvement Project would support 4,771 jobs as funds are expended over the next four years. Of these, 3,053 jobs (64%) would be either direct or indirect and the remaining 1,717 jobs (34%) would be jobs supported elsewhere in the economy. Reviews of TRIP’s current and past construction projects have shown that 75 to 80 percent of TRIP project workers are local residents.  The Truxtun Avenue Operational Improvements project is expected to be completed in September, beating the projected completion date by four months. Crews will be striping the roadway and completing final details and punch list items during the next few weeks.  Bids for the 24th Street Improvement Project will be opened on September 11th, and the construction contract will be placed on the September 19th City Council agenda for consideration of approval. A groundbreaking ceremony is planned for October. September 2018 TRIP Status Report TRIP Status Report September 2018 Page 2  The bidding process for Centennial Corridor Phase 3 – the Bakersfield Freeway Connector – is underway. This project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange and reconfigure the southbound State Route 99 to Ming Avenue off-ramp. PROJECT STATUS Beltway Operational Improvements Contractor: Security Paving Company 95% complete; anticipated completion: early fall 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Work on walls along State Route 58 continues. Grading, drainage and paving were underway along eastbound State Route 58 throughout the month of August; this work will continue in September. Nighttime lane and ramp closures for concrete paving will be needed in the following areas: northbound and southbound State Route 99 to eastbound State Route 58 connector ramps, the on-ramp from Real Road to eastbound State Route 58, the eastbound off-ramp to H Street, and the two outside lanes along eastbound State Route 58 between State Route 99 and Union Avenue. Closures will be in effect as needed, Sunday through Thursday nights. Electrical work and construction on the eastbound State Route 58 Chester Avenue off-ramp are also ongoing. Truxtun Avenue Operational Improvements Contractor: Granite Construction 98% complete; anticipated completion: September 2018 The contractor completed the barrier and installed crash cushions to protect the State Route 99 bridge columns and eastbound traffic was shifted onto the new travel lanes in August. New stamped concrete medians were installed on Truxtun Avenue on both the east and west sides of Oak Street. Paving was completed during nighttime hours in the final days of August and three travel lanes will open to traffic in each direction once the road is striped. This project is substantially complete, though workers will remain in the area until final details and punch list work is completed. Thermoplastic striping will be completed during nighttime hours in September. Other work items to be completed include finalizing the signalization of the Truxtun Avenue/Oak Street intersection and installing survey monuments. The original anticipated completion date for this project was January 2019. 24th Street Improvement Project Contractor: TBD; Construction start: fall 2018 Bids will be opened September 11, and a contract is expected to be on City Council’s September 19th agenda for consideration of approval. A groundbreaking ceremony will be planned for October in advance of construction beginning this fall. TRIP Status Report September 2018 Page 3 Centennial Corridor The multi-phased Centennial Corridor project requires four large contracts for completion. The first contract was approved in 2017 and is currently under construction at the eastern end of the Westside Parkway. Phase 2 – the Belle Terrace Operational Improvements Project will begin construction in early fall. The third phase has been advertised for construction, and the final phase will be advertised later this year. By early 2019, the entire corridor will be under construction with project completion anticipated in 2022. Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 53% complete; anticipated completion: summer 2019 This project constructs new bridges across Truxtun Avenue and the Kern River for the future westbound exit from Centennial Corridor (future State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future freeway mainline. The contractor placed concrete for the stems and soffit (girders and bottom) on the first frame of the 1,064–foot long structure on August 9th. Crews are now forming the deck on this frame of the bridge. Concurrently, crews are erecting falsework (a temporary structure that supports the steel and concrete during construction) for the next frame, which crosses over the westbound Truxtun Avenue on-ramp. This work requires nighttime closures of the on-ramp. The nighttime ramp closures are expected to continue through September 21. Motorists will need to use the Mohawk Street on-ramp to access the westbound Westside Parkway during the closures. The contractor continues working on the bridge abutments adjacent to Truxtun Avenue and plans to re-stripe this section of Truxtun Avenue in September, in preparation of setting falsework to widen the existing bridge and to construct a new bridge for the Mohawk Street exit. Work on the embankment between Truxtun Avenue and the Kern River continues. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction; Construction start: early fall 2018 This project will demolish the existing Belle Terrace overcrossing (built in 1963) and replace it with a structure that meets Caltrans’s current vertical clearance requirements. The project will improve northbound State Route 99 to eastbound State Route 58 traffic flow by reconstructing the northbound- to-eastbound connector structure over Wible Road and widening it to two lanes. Wible Road and Alamo Court will also be realigned. Completion is anticipated in spring 2020. City Council awarded a construction contract to Granite Construction Company in August. A groundbreaking ceremony was held on September 7th. Construction is expected to begin in early fall; the existing bridge will be demolished as one of the first items of work. Utility companies are relocating their facilities in preparation of project construction. Their work requires full nighttime closures on State Route 99. These closures will be announced in advance and will take place between the hours of 11 p.m. and 6 a.m. TRIP Status Report September 2018 Page 4 Phase 3 – Bakersfield Freeway Connector Contractor: TBD Bidding process underway; Construction start: winter 2018 This project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and the bridge crossing over State Route 99 will be widened. The project addresses bottleneck congestion on southbound State Route 99 by separating freeway on- and off-ramps between the closely spaced State Route 58 on-ramps and the Ming Avenue off-ramp. The project will combine the eastbound and westbound State Route 58 connectors into one branch connecting to southbound State Route 99. The entrance to the Ming Avenue off-ramp will be shifted to the north and motorists will travel on a barrier- separated connector to Ming Avenue. Sound walls will also be constructed with the project. Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors Designer: Parsons; Design: 99% complete Final design plans for various parts of the project are at or nearing completion; including:  100% Local Roads and Bike Path plans  100% Roadway plans  100% plans for structures in Zones 1 and 2 (Zone 1 includes the roadways and structures from the Kern River Bridge Improvements through the California Avenue Bridge; Zone 2 includes bridges at Marella Way, La Mirada Drive, Ford Avenue, Stockdale Highway, and Real Road  100% submittal for the WB to NB connector structure  Various environmental revalidations have been approved The City is preparing the corridor for future mainline construction. The street improvements on Morrison Street, Joseph Drive, Kentfield Drive, Hillsborough Drive, and Fallbrook Street are substantially complete. The contractor is currently working on the street improvements on Montclair Street and Del Rey Court. Water line relocations are nearly complete on Kensington Avenue and Charter Oaks Avenue. Once complete, the contractor will follow up with the street improvements in this area. Sound wall construction is underway. The contractor has installed the pile foundations on the east side of the corridor between Marella Way and La Mirada Drive, and is currently working on the pile foundations between La Mirada Drive and Joseph Drive (also on the east side of the corridor). The installation of masonry block is scheduled to begin in September.
