Good news!
On Tuesday September 11, 2018, Bids were received for the 24th Street Operational Improvements Project with Griffith Company being the apparent low bidder at
$28,186,564; the Engineer’s estimate was $27,500,000. This contract, along with the Construction Management contract with NV5 and the Design Support Services
contract with TYLin International, are proposed to be awarded at the September 19th Council Meeting.
The Project consists generally of:
Expanding the 24th Street/Oak Street intersection to provide four lanes in both
directions for 24th Street and to allow for additional turn lanes for Oak Street;
Widening 24th Street from four lanes to six lanes between Elm Street to C Street;
and
Reconstructing and restriping the 23rd Street/24th Street one-way couplet
roadway segments from D Street to 0.2 mile east of M Street to provide for four
lanes in each direction.
This project has a14-month duration with the first order of work being the extension of
the box culvert in the Carrier Canal. The project will be constructed with day crews in
the residential area between Elm Street and F Street and a night crews in the couplet
area between F Street and M Street. The Oak Street Intersection will mostly be
constructed during the night shift to minimize traffic impacts.

Notable Items
Save the Date – This October marks the 20th Anniversary of the opening of the
Rabobank Arena (formerly Centennial Garden). To note this occasion, staff have been working to produce a historical highlight video reel to commemorate the past
20 years of successes and the vision behind the arena’s creation. Additionally, the City will host a recognition event on Saturday, October 6th, celebrating the
anniversary before and during the Condor’s game and showcasing the video.
We are inviting back the City Council that approved the arena, some staff and
others who had key roles, the current Mayor and City Council. Spouses are also
welcome to attend – a formal invitation with event details will follow shortly.
Councilmember Sullivan gets invitations both for voting on it 20 years ago and for still
serving!
California Water Service Company along with Councilmembers Rivera and Parlier
will be hosting a free evening of family fun on Thursday, October 11th from 5:30 p.m.
to 7:30 p.m. at the Kern County Fairgrounds. The family oriented event is designed
to provide Cal Water Service Customers an opportunity to learn about their water
system and various programs provided by Cal Water, such as low-income rate
assistance and water conservation programs. In addition, representatives from the
Bakersfield Fire Department, Police Department and Animal Control Division will be
on hand with information. Attendees will be able to get an up close look at Fire and
Police Department equipment and personnel; learn valuable crime prevention
tools; get information about potential career opportunities with the Police and Fire
Departments; and even have an opportunity to adopt a new furry friend. Hot Dogs
and other refreshments will be provided. Those interested in attending should RSVP
as indicated on the attached flyer.
USA BMX, the American Bicycle Association, announced Wednesday that
Bakersfield will again be the host city for the group’s Golden State Nationals in
2019. This three day event will be held May 3rd-5th, 2019 at Metro BMX, 3805 Chester
Avenue. This is the same location that hosted the USA BMX Golden State Nationals
in 2018.
In a live Facebook announcement Wednesday unveiling the first half of its 2019
schedule, USA BMX said of Bakersfield, “At Metro BMX, Eric, April and Jordan and all
the volunteers at this track have put their heart and soul into making this facility one
of the top facilities in the country. Also Matt (Billingsley) and his team at Visit
Bakersfield, we have a great partnership with them and we look forward to seeing
everyone there.” Accompanying the announcement was a video welcome to USA
BMX from Bakersfield Mayor Karen Goh.
USA BMX also announced events in early 2019 would be held in Las Vegas; Louisville; Tulsa; Phoenix; Oldsmar, Florida; West Monroe, Louisiana; Albuquerque; Rock Hill,
South Carolina; DeSoto Texas; Redmond, Oregon; Atlanta; and Nashville.

This past Wednesday, September 5th, Detective Bob Pair was awarded an
Outstanding Investigator Award by the U.S. Attorney for the Eastern District of
California in recognition of his outstanding work as case agent for Operation Blind
Mice, a multi-agency investigation into Bakersfield’s West Side Crips gang.
Congratulations to Detective Pair and thank you for your diligence to our City!
This past Tuesday, September 11th, 2018 the Bakersfield Police Department and the
Bakersfield Fire Departments held the 9/11 Memorial Ceremony. On this same day, SSD Alarm presented their annual show of appreciation to law enforcement with a
short song performance and had lunch catered by Mossman’s Catering.

This past Thursday Officer Christina Perkins attended the annual Operation School
Bell which provides back to school clothing for low income children.
Congratulations to Chris Gerry and Brianna Carrier from the City Manager’s office
who were both accepted into the International City and County Management
Association (ICMA)’s Emerging Leaders Development Program. During the course of
this two-year program participants are matched with a credentialed manager
coach, participate in monthly topical teleseminars, and complete a management
application project. We look forward to their engagement in this well-regarded
program.
Traffic Advisory
Saturday Lane Closures Scheduled for Final Striping on Truxtun Avenue
The contractor for the Truxtun Avenue Operational Improvements project plans to
place the final striping on Truxtun Avenue this Saturday, September 15. The operation will require alternating lane closures from Empire Drive to Elm Street between the hours
of 7 a.m. and 5 p.m.
At least one lane will remain open to traffic in each direction while work is underway, but motorists are advised to use an alternate route or allow sufficient time to reach their
destinations if they must travel through this area.
This will complete the majority of work on this project, but construction crews are
expected to be in the area for another week as punch list items are closed.
Nighttime Closures for Westbound Truxtun Avenue
The contractor for the Kern River Bridge Improvements project will need to close
westbound Truxtun Avenue, adjacent to the Westside Parkway on- and off-ramps, next
week, September 17-20, between 9:00 p.m. and 5:00 a.m., each night. The closures are
needed to allow for the delivery and placement of reinforcing steel, to set forms, and to
place concrete for the new bridge abutment adjacent to Truxtun Avenue. The inside

lane of eastbound Truxtun Avenue will also be closed, but two eastbound traffic lanes
will remain open.
The Westside Parkway on- and off-ramps are expected to remain open while work is
underway and westbound Westside Parkway motorists can stay on Truxtun Avenue to
the on-ramp. Streets between Oak Street and Empire Drive will also be accessible to
westbound traffic.
Westbound Truxtun Avenue motorists can detour around the closure by traveling south
on Oak Street to California Avenue; west to Mohawk Street; then north to Truxtun
Avenue. Detour signs will be in place to direct traffic. Motorists can also detour around
the work by using Rosedale Highway.
Please slow down and pay attention to construction and detour signs when traveling
through this area. All lanes and ramps are expected to open each day in time for the
morning commute.
Nighttime Paving Operations Continue on State Route 58
Nighttime concrete paving operations continue on eastbound State Route 58,
between State Route 99 and Chester Avenue. These operations will require
nighttime lane and ramp closures, and motorists should stay alert to potential
closures on the northbound and southbound State Route 99 to eastbound State Route 58 connector ramps, the on-ramp from Real Road to eastbound State Route
58, and the eastbound off-ramp to H Street.
Closures will be in place as needed, Sunday through Thursday nights between the
hours of 9 p.m. and 5 a.m., until the paving is complete.
Motorists should follow signed detour routes during ramp closures. At least one
eastbound travel lane will remain open to traffic, and all ramps and lanes are
expected to be open in time for the morning commute.
Motorists travelling through this area should stay alert and watch for construction
workers and equipment while driving through the construction zone. Construction
work may be postponed and rescheduled without notice.

Event calendar for the Rabobank Arena Theater and Convention Center
This Sunday, professional arena soccer returns to Rabobank Arena as the USA takes
on Mexico at 5:00 p.m. Tickets start at $10 and available on the Rabobank website.

PARKS UPDATES
Area 3
• Wood chips installed at the following locations:
• On south side of the Pacheco Rd. & 99 FWY underpass.
• Thirty (30) shrubs and wood chips planted on Wible Rd.

• Replaced 52 horse shoe pits backboards at Beach Park. Kaiser Permanente Sports Village
• Aeration pump for new lake installed by contractor Kern Sprinkler on
8/10/18. Kern Turf activated fountains in new lake on 8/13/18.
o Tie-in to irrigation main line for Phase 3B Stadium area completed by
contractor.
o New picnic equipment - (tables, benches, trash receptacles, & BBQ’s) for
Phase 3 installed by Craftworkers this month. Maxicom
• Sports Village Phase III - There is now primary and secondary
communication for Phase 3 to the modem. Silver Creek Park
o Basketball tournament held on 8/11/18. Staff cleaned area and replaced worn nets on basketball court. Tree Maintenance
• Staff pressure washed the Spectrum Amphitheater in preparation for two
concerts.
• Staff cleaned the creek near the Spectrum amphitheater and edges of the
Lakes. The Water Department treated the lakes for weeds. This treatment
has made a vast improvement in deterring weed and algae growth in the
lakes and ponds at TPRW.

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for
the month of August totaled 62,403 as compared to last year’s total of 68,913.
Aquatics/Attendance: 14,762
14,762 compared to 14,220 in 2017 which is a slight 3.8% increase.
McMurtrey Aquatic Center had an increase in attendance this month,
while attendance at Silver Creek, MLK and Jefferson Pools slightly
decreased. The overall increase in attendance is related to the
Department restoring weekend recreational swim and the Family Fun
Night at McMurtrey in August.

McMurtrey Aquatic Center:
• Monthly attendance at McMurtrey Aquatic Center increased this
month to 11,831 compared to last year’s 10,462.
• Session 5 of swim lessons was added in 2017 due to an end of summer
grant award and staff maintained the 5th session again this August. An additional 130 children took the opportunity to learn to swim.
• Bakersfield Christian High School: Bakersfield Christian High School started their students water polo program practices held Monday
through Thursday and water polo meets taking place on designated Fridays.
• 100 Mile Club: The 100 Mile Lap Swim Club is currently made up of 400 active members that swam 14,291 miles this month. The club has
swum a combined total of 184,436 miles.
• End of Season Training: Lifeguards from Jefferson, MLK, Silver Creek and
McMurtrey competed in a variety of lifesaving and fitness drills.
Awards for the summer were presented to outstanding staff in the
following categories: Rookie Guard of the Year, Golden Guard of the
Year, Swim Instructor of the Season, Swim Coach of the Season,
Assistant Pool Manager of the Year, and Pool Manager of the Year.
• Family Fun Night: This monthly evening event featured a western
theme. About 391 people enjoyed the slides, diving boards, themed
games, and fun prizes at the “Rethink Your Drink” and Water Safety
Booths. Jefferson Pool:
• Total attendance at Jefferson Pool for the month of August was 559
compared to last year’s 677. A slight drop in attendance since only
two days of swim lessons fell in August and one less day of operation in
the month. Jefferson Pool closed on August 3rd for the summer.

Silver Creek Pool:
• Total attendance at Silver Creek Pool was 1,938 compared to last
year’s 2,600. A slight drop in attendance since only two days of swim

Aquatic Grant Activities:
• First 5 Kern Make A Splash- Aquatic staff provided Free CPR and First
Aid Training on August 4th thanks to the First 5 Kern Make a Splash Grant. A total of 10 participants received American Red Cross
certifications and valuable water safety materials
• USA Swimming Foundation Make A Splash Grant – City was selected as
a fall USA Swimming Foundation Make A Splash grant recipient. Staff
implemented a fall evening swim lesson option at McMurtrey. The
grant offers $5 discounted lessons to 70 income eligible children. The
lessons will take place September 4th through the13th after school.
• Kaiser Permanente Operation Splash Grant- Many recipients of the
Operation Splash Grant utilized their discounted swim lesson,
discounted Jr. Lifeguard class, and Operation Splash Summer Season
Pass in the month of August. Thanks to Kaiser Permanente funding,
each guardian who observed swim lessons in the month of August
received water safety and healthy beverage related education and
resources to take-home and share with their families.
• American Red Cross Centennial Campaign- Numerous American Red
Cross grant recipients utilized their $5 discounted lesson in the month of
August at Jefferson and M.L.K. pools. This grant offered to income
eligible adults and youth under the age of 18. Another wonderful
component of the grant was discounted Junior Lifeguarding
opportunities for income eligible youth.
• Donations: $952.00 Athletics/Attendance: 33,961
• Total attendance for August was 33,961 compared to 35,227 last
August. This 3.6% decrease is attributed to:
o The Summer Softball League had one week less of games
due to the change in schedule.
o The Cody Jimenez Softball Tournament was moved to
September. Athletic Programming
• Adult Softball – 150 teams in the Fall League with 84 Men’s and 66
Coed teams.
• Softball Tournaments – NSA youth fast pitch tournament was held on
August 25th & 26th with twenty-eight (28) teams.
• Kidz Love Soccer – Kidz Love Soccer held on Saturdays at Pin Oak Park
with 23 participants this month. The program teaches children soccer
with a nurturing, recreational environment.

• Back-to-School Skate Jam - Rezavor, a locally owned skateboard merchandising company partnered with the Recreation and Parks
Department to hold a free back-to-school event at Beach Park. Approximately 800 people attended, with over 100 skateboarders!
• There were 500 backpacks with school supplies given away, prizes, free food vendors, and skateboarding!
• Mayor Goh attended and handed out backpacks to local, happy children.
• Donations: $5,552.50 Dr. Martin Luther King, Jr. Community Center/Attendance: 3,902
• Attendance was up 8% from last August due to an increase in
attendance for morning basketball and the afternoon game room.
• Youth Academy – Offers tutoring, puzzles, arts, arts and crafts, read-a-
thons and cultural enrichment. Attendance is up in this class.
• Harambee Art Gallery – This art display will be held Thursday,
September 13th from 3-7pm. Participants will enjoy African artifacts
beautifully displayed with the help of Youth Academy students.
• Quilting Class – Now that fall is here, quilting is back! Participants are
excited and kicked it off with a potluck.
• Donations: $1839.20 Saunders Recreational Facility/Attendance: 705
• Soccer Program: 14 Registered Teams / Total Attendance: 672
• There were no rentals for the month. Silver Creek Community Center/Attendance: 1,523

Come run with us in this fun filled night-time run, next to the Kern River, along the bike path, and to the light of
a nearly full moon. All paid participants will receive a glow-necklace, a BBQ sandwich, chips and refreshments.
Activities will be available for kids. Items provided by various local businesses and organizations will be raffled.
