The project will install SCADA telemetric measuring devices at 20 key measuring locations along the Kern River in the City. The devices will perform accurate measurements every 15 minutes, which will be reported through telemetry to the centralized monitoring station. These improvements will enable the City to maintain compliance with updated electronic flow and diversion measuring and reporting legislation and assist the Water Department with daily water deliveries and record keeping. Funding Plan: Total Project Budget $1,664,992 Construction Costs, 50% match: $ 743,300 – Grant Funds $ 743,300 – City match $1,486,600 – Total Design & Planning, no match: $ 178,392 – City (this is an “up to” amount) Thanks to our Water Department staff who worked diligently on this grant application with our grant writer California Consulting. Notable Items  Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of August. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. General Information September 21, 2018 Page 2  Last week, several volunteers from Stantec spread mulch throughout the Kaiser Permanente Sports Village landscaped areas. Their work, alongside city staff really made a difference out there in the overall appearance. Stantec encourages their employees to participate in a community project once a year, allowing at least two hours of work time. About 20 volunteers came over a three day period.  Announced this week, Bakersfield will be home to a new Department of Veterans Affairs clinic with expanded healthcare services offerings. Traffic Advisory  Nighttime Ramp Closures on State Route 58 and State Route 99 The contractor for the Beltway Operational Improvements project plans to pave freeway ramps next week during nighttime hours. The paving operations will require the closure of the State Route 58 and State Route 99 ramps listed below, from 9 p.m. to 5 a.m., Sunday, October 7 through Thursday, October 11. All ramps will not be closed simultaneously. • Eastbound State Route 58/Chester Avenue on-ramp • Eastbound State Route 58/Union Avenue on-ramp • Eastbound State Route 58/Cottonwood Road off-ramp • Westbound State Route 58/Chester Avenue off-ramp • Northbound State Route 99-to-eastbound State Route 58 connector ramp • Northbound State Route 99/Ming Avenue on-ramp • Southbound State Route 99/Ming Avenue on-ramp Nighttime lane and ramp closures may also be needed during the week for the southbound State Route 99 to eastbound State Route 58 connector ramps, the on- General Information September 21, 2018 Page 3 ramp from Real Road to eastbound State Route 58, and the eastbound off-ramp to H Street. Mark your calendars and join us as we celebrate the groundbreaking for this long-awaited project on October 25, 2018 at 10:30 a.m. The ceremony will be held on the southeast corner of 24th and Oak Street. Construction is scheduled to begin in early November, with completion anticipated in spring 2020.  In September, the California Supreme Court denied the Citizens Against the 24th Street Widening’s request to review the 5th District Court of Appeal’s July 2018 decision in favor of the City. The appellate court’s decision upheld Superior Court Judge Twisselman’s 2016 judgement on every actionable issue affirming that the Recirculated Environmental Impact Report satisfied CEQA requirements.  Construction of Centennial Corridor Phase 2 begins this month. This project will replace the outdated Belle Terrace Overcrossing and will require closing and demolishing this bridge. The bridge will re-open in spring 2020. The project will also reconstruct the northbound State Route 99 to eastbound State Route 58 connector structure over Wible Road and realign Wible Road and Alamo Street.  Congratulations to the TRIP team members who worked on the Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements. The San Joaquin Valley Chapter of the American Society of Engineers (ASCE) recognized the project with a 2018 Transportation Project of the Year Award at the chapter’s annual dinner in September.  Bids will be opened for Centennial Corridor Phase 3 – the Bakersfield Freeway Connector – on October 23rd. This project reconstructs the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange and reconfigures the southbound State Route 99 Ming Avenue off-ramp. Construction is expected to begin after the first of the year.  Work on the Truxtun Avenue Operational Improvements Project was completed in September, four months ahead of schedule. The completed project added a lane in each direction and improves traffic flow between the Westside Parkway-Truxtun Avenue on- and off-ramps to east of the Oak Street intersection. October 2018 TRIP Status Report TRIP Status Report October 2018 Page 2 PROJECT STATUS Beltway Operational Improvements Contractor: Security Paving Company 97% complete; anticipated completion: fall 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Crews continue to work on paving operations for the State Route 58 mainline and several on- and off- ramps along State Route 58. Nighttime lane and ramp closures for paving will be in effect as needed on the northbound and southbound State Route 99 to eastbound State Route 58 connector ramps, the on- ramp from Real Road to eastbound State Route 58, and various ramps between State Route 99 and Cottonwood Road. These and other closures may be in effect as needed, Sunday through Thursday nights, from 9 p.m. to 5 a.m. Electrical work also continues along State Route 58. Crews have been performing maintenance activities and plan to complete the Ming Avenue Storm Water Pump Plant on northbound State Route 99 later this month. Truxtun Avenue Operational Improvements Contractor: Granite Construction; Completed Work on the Truxtun Avenue Operational Improvements Project was completed in September, four months ahead of schedule. To ease congestion on Truxtun Avenue, the project added a lane in each direction, modified the curve at the Truxtun Avenue/Westwind Drive intersection and constructed a right-turn deceleration lane for westbound traffic turning onto Westwind Drive. The project replaced the existing embankment at the State Route 99 bridge abutment with an architectural tie-back wall to provide space for two new traffic lanes. The project also extended the Carrier Canal, relocated fiber optic lines, installed new signal poles and equipment, and constructed new sidewalks, curbs and gutters. 24th Street Improvement Project Contractor: Griffith Company; Construction start: November 2018 Bids were opened and a contract was awarded to Griffith Company last month. Also in September, the California Supreme Court denied the Citizens Against the 24th Street Widening’s request to review the 5th District Court of Appeal’s decision in favor of the City from July 2018. The appellate court’s decision upheld Superior Court Judge Twisselman’s 2016 judgement on every actionable issue affirming that the Recirculated-EIR satisfied CEQA requirements, and allowing the project to proceed. Citizens Against the 24th Street Widening Project initially filed a challenge to the environmental impact report in 2014, which resulted in the preparation of a Recirculated Environmental Impact Report/Environmental Impact Statement (R-EIR/EIS) that included a study of the new resident-requested cul-de-sacs and additional information on project alternatives that were considered but rejected. Project design and associated work was put on hold until the R-EIR/EIS was approved. Construction is now moving forward and a groundbreaking ceremony is scheduled for October 25th. Project completion is anticipated in spring 2020. TRIP Status Report October 2018 Page 3 Centennial Corridor The multi-phased Centennial Corridor project requires four large contracts for completion. The first phase is under construction at the eastern end of the Westside Parkway. Phase 2 will begin in October. Bids will open for the third phase on October 23rd, and the final phase will be advertised later this year. A smaller contract to construct a roundabout at State Route 43/Stockdale Highway is also part of the Centennial Corridor project and will be advertised for construction bids in October. By early 2019, the entire corridor will be under construction with project completion anticipated in 2022. Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 57% complete; anticipated completion: summer 2019 This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound exit from Centennial Corridor (future State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future freeway mainline. The contractor finished forming the deck and placed concrete on the first frame of the new Kern River Bridge in September. Crews continue to erect falsework for the next frame, which crosses over the westbound Truxtun Avenue on-ramp. This work requires nighttime closures of the on-ramp and motorists will need to use the on-ramp at Mohawk Street to access the westbound Westside Parkway during the closures. The contractor is also working on the bridge abutments adjacent to Truxtun Avenue. This has necessitated full nighttime closures on westbound Truxtun Avenue. A full daytime closure of westbound Truxtun Avenue is expected to be in place on October 13 to allow for a concrete pour for the abutment on the north side of the road. Work on the embankment between Truxtun Avenue and the Kern River continues. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction; Construction start: October 2018 Construction starts this month. Long-term lane closures will be in place on Wible Road, with only one lane available to traffic in each direction. Wible Road motorists are encouraged to find alternate routes. The Belle Terrace Overcrossing at State Route 99 will close on October 18. These closures are expected to remain in place until spring 2020. The northbound State Route 99 on- and off-ramps at Wible Road will be permanently closed at a later date during this project. Phase 3 – Bakersfield Freeway Connector Contractor: TBD Bidding process underway; Construction start: early 2019 This phase of the project will reconstruct the westbound-to-southbound loop on-ramp at the State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and the bridge crossing over State Route 99 will be widened. The project addresses bottleneck congestion on southbound State Route 99 by separating freeway on- and off-ramps between the closely spaced State Route 58 on-ramps and the Ming Avenue off-ramp. The project will combine the eastbound and westbound State Route 58 connectors into one branch TRIP Status Report October 2018 Page 4 connecting to southbound State Route 99. The entrance to the Ming Avenue off-ramp will be shifted to the north and motorists will travel on a barrier-separated connector to Ming Avenue. Sound walls will also be constructed with the project. This construction will require permanently closing the freeway on- and off-ramps at Real Road. Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors Designer: Parsons; Design: 99% complete Final design plans for various parts of the project are at or nearing completion; including:  100% Local Roads and Bike Path plans  100% Roadway plans  100% plans for structures in Zones 1 and 2 (Zone 1 includes the roadways and structures from the Kern River Bridge Improvements through the California Avenue Bridge; Zone 2 includes bridges at Marella Way, La Mirada Drive, Ford Avenue, Stockdale Highway, and Real Road  100% submittal for the WB to NB connector structure  Various environmental revalidations have been approved The City is working on local street improvements and sound walls in preparation of construction on the Centennial Corridor mainline. In September, the contractor completed the grading and installation of concrete curb, gutter and sidewalk at Kensington Avenue and Woodlake Drive. Aggregate base for the new street sections was placed on Montclair Street, Del Rey Court (from Montclair Street to Charter Oaks Avenue) and Woodlake Drive. The installation of an 18” Storm Drain at Montclair Street and Easton Drive was completed. The contractor began working on improvements at Malibu Court. The contractor has been constructing the foundations for new sound walls along the corridor. The placement of masonry block begins in October. State Route 43/Stockdale Highway Roundabout Bidding begins in October; Construction Start: early 2019 This contract will improve traffic circulation by replacing the existing 4-way stop with a roundabout at the State Route 43 (Enos Lane)/Stockdale Highway intersection.
