ROORIOUE7 SECRETARY FOR ENViRONMENTAI- PROTECTION APEX BULK COMMODITIES, 2111 BRICYN LANE, BAKERSFIELD, KERN COUNTY The Bakersfield Fire Department submitted a letter dated 19 July 2017 stating that a permit had been issued to remove an abandoned underground diesel product line from Apex Bulk Commodities. A total of 12 samples were collected ranging from two to six feet below ground surface. The samples were analyzed for total petroleum hydrocarbons as diesel (TPHd). Five of the 12 samples contained TPHd ranging from 73 to 16,300 milligrams per kilogram. Soil in the vicinity of Sample 1A, Sample 3A, and Sample 3B had high concentrations TPHd which pose a potential threat to human health and safety, and a possible threat to groundwater quality. These concentrations could also pose a threat to indoor air quality if a building were built on or near the location in the future. A work plan needs to be prepared and submitted to the Central Valley Regional Water Quality Control Board detailing the methods and tasks to be used to determine the vertical and horizontal extent of hydrocarbon impacts. By 1 November 2017, please submit a work plan as discussed above. The work plan needs to be prepared by a State of California registered geologist or engineer.
