Notable Items
A groundbreaking ceremony for the 24th Street Improvements was held yesterday. This
longstanding project is a critical component of the Thomas Roads Improvement Program
(TRIP) and will mitigate traffic relating to the downtown area. The project in general
widens, realigns and re-stripes 24th Street from west of State Route 99 to east of M Street,
as well as realigns and re-stripes 23rd Street from west of C Street to east of M Street, in
order to add two travel lanes (one in each direction) to the roadway. The project also
widens the Oak Street/24th Street intersection. Thank you to all who has contributed to
finally making this project a reality.
In yet another positive development for the 24th Street Improvement Project, the Superior
Court decided today in favor of the City’s removal and replacement of the A/Alder
Streets and D/Drake Streets crosswalks of 24th Street with a new crosswalk at Pine Street.

The City’s environmental analysis for the removal and replacement of the crosswalks had
been challenged under the California Environmental Quality Act (CEQA) by the same
attorneys representing the original opponents to the widening project. The court found
the environment analysis complied with CEQA, clearing the way for the construction of a
new, safer pedestrian crossing of 24th Street at Pine Street. Today’s ruling comes on the
heels of the California Supreme Court’s recent decision in favor of the City that the court
of appeal’s determination that the project’s environmental impact report was adequate
under CEQA did not require further review.
The Bakersfield Firefighters Historical Society recently held the 3rd annual Crab Fest
fundraising event. At this event, plans were unveiled for the new Bakersfield Fire
Department Museum, Safety Center, and 9-11 Education Center. Thank you to the large

Portable Services, and J&M’s Bar and Grill. Also, thank you to the Pacific Gas and Electric

Traffic Advisory
Belle Terrace Bridge Closes Tomorrow – Northbound State Route 99 Wible Road Off-ramp
Closing November 14
The Belle Terrace Overcrossing at State Route 99 will close early tomorrow morning,
October 26, 2018. The bridge will remain closed until spring 2020, following the
construction of the new overcrossing.
In conjunction with the bridge closure, all traffic will shift to the west side of Wible Road
between Ming Avenue and State Route 58, with one lane in each direction. Traffic signals
will be set to flashing red at the shopping center (just north of Ming Avenue) and at Belle
Terrace.
In addition to the closure of the overcrossing, Belle Terrace access will be closed on the
east side of Wible Road – motorists will not be able to enter or exit Belle Terrace at this
location on Wible Road. Motorists should follow posted signage to detour around this
closure. This configuration is expected to continue through 2018.
The northbound State Route 99 exit to Wible Road/Stockdale Highway is expected to
close on Wednesday, November 14, 2018. This closure is permanent.

Nighttime Lane and Ramp Closures on State Route 58 and State Route 99
Paving, roadway striping, and electrical work will require nighttime lane and ramp
closures next week. These closures may be in effect Sunday through Thursday nights,
between the hours of 9:00 p.m. and 5:00 a.m., while work is underway. Motorists driving in
these areas should stay alert to potential closures in the following locations:
o Two outside lanes on eastbound State Route 58, between Real Road and Union
Avenue, will need to be closed for paving activities. Eastbound H Street off-ramp and
Chester Avenue on-ramp will also need to be closed for this work.
o Northbound and southbound State Route 99-to-eastbound State Route 58 connector
ramps will need to be closed to allow for roadway striping.
o Closures of northbound State Route 99/Ming Avenue off-ramp and southbound State
Route 99/Ming Avenue on-ramp will be needed for electrical work.

Event Notifications
Event calendar for the Rabobank Arena Theater and Convention Center
On October 31st (3:00 p.m. to 5:00 p.m.), the Bakersfield Police Department will host the
first “Trick or Treat Meet and Greet” at the Police Department Headquarters located at
1601 Truxtun Avenue. The event is free to attend.
Children under the age of 12, in costumes, will be escorted around the police building for
trick or treating from various police personnel, as well as visit police vehicles in the parking
lot. Groups will be escorted every 10 to 15 minutes through the building. Parents and
caregivers are welcome to come; however, for safety purposes, only children may wear
costumes at this event. Children must also be 12 years of age or younger to participate.
Parking is available in the City of Bakersfield’s parking garage at 18th Street and Eye
Street. Parking is free for 2 hours.

STREETS DIVISION – WORK SCHEDULE Week of October 29, 2018 – November 2, 2018
Resurfacing/Reconstructing streets in the following areas:
Maintenance Grind & Pave on Fairview between South H and Hughes
Maintenance Grind & Pave on Fairview between H Street and Monitor
Maintenance Grind & Pave on Berkshire between Wible and Santa Ana (SB1)
Maintenance Grind & Pave on H Street between Brundage and 4th Street (SB1)
Reconstructing Streets South Pacheco West of Hughes
Reconstructing Park View from White Ln to Campus Park (SB1)
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Working with Railroad to improve tracks on District Blvd West of Stine Rd
Concrete work on Streets that are funded with SB1 money
Working on expansion of PD parking lot off of Buena Vista
Working on Bus Stop on Ming in front of Valley Plaza
Leaf pick-up throughout the City starting going through January 2019. (Been delayed due to
equipment failure)
Concrete work in the Old Town Kern, Oleander and El Toro HUD areas installing and repairing
curb & gutter, sidewalks, and handicap ramps as needed.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged
drains and part circle culverts. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have
been missed during this time will be swept at the end of the month only when possible.
