Notable Items
Yesterday, alongside partners AC Electric, Kern COG, and GET Bus, the City held the
ribbon cutting for the parking lot improvements at the Bakersfield Amtrak Station. These
improvements include 71 new parking spaces, which will help to accommodate long-
term and holiday parking overflow, 4 new solar canopies, and 4 electric vehicle (EV)
parking spaces. The solar panels will produce more than 260,000 KWH per year and
power for the EV spaces and to the nearby Convention and Visitor Bureau, and parking
lot lights. Funding for this $1.9 million project was provided by the Public Transportation
Modernization, Improvement, and Service Enhancement Account (PTMISEA) and the
Transit System Safety, Security, and Disaster Response Account. This project advances
Council’s objective to create a vibrant downtown by building capacity for more visitors
and revitalizing formerly underused areas along Truxtun Avenue.

Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status
Report for the month of August. The report gives a summary of each TRIP project in
construction, in design, and under review. Completion percentages and pictures of
projects are also included.
On Monday of this week, we learned that inaccurate information regarding the 2019 City
of Bakersfield community 4th of July event and fireworks display was circulating around
the county. Information sent out by the Kernville Chamber of Commerce, announcing a
fundraising event to support a Kern River Valley fireworks show (see attached), included
an erroneous statement that Bakersfield had cancelled our 2019 fireworks show due to
budgetary issues. I want to assure the Council and the public that this information
is incorrect and that the City is planning to hold our community 4th of July event and
fireworks display at the Park at Riverwalk as normal. We have no idea why contrary
information was provided on the announcement, as it did not come from City staff.
This past Monday, the Bakersfield Police Department graduated seven academy recruits
from the joint academy hosted by the Kern County Sheriff’s Regional Training Center.
Congratulations to the recruits, and thank you for your service to our city!
The Bakersfield Police Department was busy this past week, both hosting and attending community events!
o Monday, October 29, 2018 the Bakersfield Police Department participated in the 2nd
annual Trunk or Treat with the Kern County Sheriff’s Office at their substation located on Flower St. The event was held from 5:00pm to 7:00pm. Staff from the Community

Relations Unit, Bomb Squad and SWAT team were in attendance sharing candy with
trick or treaters. There were approximately 1,000 children in attendance.
o Wednesday, October 31, 2018 the Bakersfield Police Department hosted a Trick or
Treat Meet and Greet that was heavily attended by community. A rough estimation of
approximately 1,500 community members attended. Staff from various units dressed
up and decorated their offices to be trick or treat stations. See below for some
community responses to the inaugural event!

o The annual Safe Halloween event at the Kern County Museum was held on both
Tuesday, and Wednesday this week from 5pm to 9pm. This event was well attended
over the two days noted.
o Thursday, October 25, 2018 staff from the Community Relations Unit participated in the
Trunk or Treat hosted at Planz Park by Councilmember Chris Parlier. The event was well
attended and allowed our staff to positively engage with families from the
community.
Work is progressing at the Kaiser Permanente Sports Village. The sod installation for the
tournament field for soccer and football is now complete and need time to establish
before opening next year. Upcoming projects include landscaping work around the
bleachers, sidewalks, and entrances.
Traffic Advisory
Construction Work Along Coffee Road as PG&E Upgrades Transmission Electric Equipment
Pacific Gas and Electric Company (PG&E) is installing new electric equipment, enhancing
existing equipment, and upgrading electric lines to improve electric safety and reliability in
Kern County. Work is underway and scheduled to be complete before Thanksgiving.
During construction access to shopping centers and homes along Coffee Road between

Norris Road and Rosedale Highway will be impacted for up to several hours each day.
Sidewalks along the west side of Coffee Road will be closed periodically throughout the
project. No lane closures are expected but equipment will temporarily close lanes to access
construction areas off the roadway.
PG&E crews will raise the height of electric transmission towers, add new equipment to towers,
and replace transmission conductor with new wire for the 115,00-volt- line adjacent to Coffee
Road between Kern Power Substation in Bakersfield on the corner of Rosedale Highway and
Coffee Road and the intersection of Coffee Road and Norris Road. The upgrades are part of
a mandatory federal program to enhance safety.
Other work will include raising approximately five towers in the area with cranes. Customers
may see PG&E crews or their contractors climbing towers to complete the upgrades.
Weather and other factors that affect safe working conditions may change our schedule.
Construction will take place during business hours with some work occurring during the
weekends to minimize impacts to local businesses.
To ensure safety around towers and work areas, “no parking” signs will be posted at least 72
hours in advance. PG&E may temporarily close some nearby roads, trails, or public spaces.
PG&E has notified the City of Bakersfield as well as impacted customers of work near their
home or business.
Full Nighttime Closure Scheduled for Truxtun Avenue Next Week
The contractor for the Kern River Bridge Improvement Project plans to re-stripe Truxtun
Avenue and place temporary concrete barrier rail next week, in advance of setting
falsework over the roadway.
This work will require a full street closure, affecting both directions of travel, on Tuesday,
November 6 and Wednesday, November 7. The street will be closed in the area of the Westside Parkway on- and off-ramps between the hours of 9 p.m. and 5 a.m., each night. The eastbound off-ramp from the Westside Parkway will also be closed, so
eastbound traffic will need to exit at Mohawk Street. The westbound on-ramp will remain
open during this work.
Detour signs will be in place to direct traffic around the closure via California Avenue.
Motorists can also use Rosedale Highway. All lanes on Truxtun Avenue, as well as the
eastbound off-ramp, are expected to be open in time for the morning commute.
On Thursday night, November 8, the westbound Truxtun Avenue on-ramp to the Westside Parkway will be closed to allow for work on the falsework located above the ramp. The closure will be between the hours of 9 p.m. and 5 a.m. During this ramp closure,
westbound motorists will need to enter the Westside Parkway from Mohawk Street.

Nighttime Lane Closures Scheduled - Truxtun Avenue and Oak Street Intersection
The relocation of a signal head on the southwest corner of the Truxtun Avenue and Oak
Street intersection will require nighttime lane closures on Thursday night, October 25. The
eastbound-to-southbound right-turn pocket on Truxtun Avenue and the outside southbound
lane on Oak Street will need to be closed between 7 p.m. and 5 a.m. to complete this work.
The remaining lanes through this intersection are expected to remain open, but please slow
down and watch for construction workers and equipment while driving through this area. The
Thomas Roads Improvement Program apologizes for any inconvenience this work may cause
the traveling public.

The Bakersfield Police Department will be hosting their 36th Annual Memorial Run this
Saturday, November 3rd, at the Park at Riverwalk. All proceeds go to the Memorial
Scholarship Fund for the children of BPD’s fallen officers. Please see the attached flyer for
further details.

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please contact Janet

MILESTONES
A groundbreaking ceremony was held on October 25 for the 24th Street Improvement Project. Work is
scheduled to begin on a box culvert in the Carrier Canal in early November. The contractor will be
working during daytime hours within the residential section of the project, and primarily during
nighttime hours within the commercial district. Two lanes will be open in each direction during daytime
hours, but motorists are encouraged to find alternate routes while construction is underway. Completion
is anticipated in spring 2020.
Construction has started on Centennial Corridor Phase 2 and the Belle Terrace Overcrossing has been
closed. The bridge will be demolished and a new structure will open in spring 2020. The northbound
State Route 99-Wible Road/Stockdale Highway off-ramp is scheduled to close on November 14. This
ramp closure is permanent.
Bids were opened for Centennial Corridor Phase 3 – the Bakersfield Freeway Connector – on October 25.
City staff is currently reviewing documents. Construction is scheduled to begin after the first of the year.
This project reconstructs the westbound-to-southbound loop ramp at the State Route 58/State Route
99 interchange and reconfigures the southbound State Route 99-Ming Avenue off-ramp.
PROJECT STATUS
Beltway Operational Improvements
Contractor: Security Paving Company
99% complete; anticipated completion: fall 2018
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood
Road, and on State Route 99, from north of Ming Avenue to Wilson Road.
Last month, erosion control and metal beam guardrail were installed along northbound State Route
99. Final striping was completed along northbound and southbound State Route 99.
Crews continue to work on the State Route 58 mainline and ramps. This work includes paving, concrete
barrier construction, electrical work, and final striping. Striping for westbound State Route 58 is
complete. Paving and electrical work will continue in November.

24th Street Improvement Project
Contractor: Griffith Company; Construction start: November 2018
0% complete; anticipated completion: summer 2019
A groundbreaking ceremony was held on October 25 and construction will begin in early November.
Initial work includes the construction of a box culvert in the Carrier Canal, widening work for eastbound
24th Street between the Kern River Bridge and Beech Street, and the improvements on 23rd Street
between C Street and M Street.
The contractor will work during daytime hours within the residential section and primarily during
nighttime hours within the commercial district. Two lanes will remain open in each direction throughout
the project area during daytime hours, but motorists are advised to anticipate potential shifts in traffic
and to use alternate routes whenever possible.
Centennial Corridor
The multi-phased Centennial Corridor project requires four large contracts for completion. Two phases
are currently under construction. Bids were opened for the third phase on October 25, and the final
phase is expected to be advertised later this year. The bidding process is currently underway on a smaller
contract that will construct a roundabout at the State Route 43/Stockdale Highway intersection. By early
2019, the entire corridor will be under construction with project completion anticipated in 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
60% complete; anticipated completion: summer 2019
This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound
exit from Centennial Corridor (future State Route 58) to Mohawk Street and widens the existing
eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline.
In October, construction crews finished forming and placed concrete for a bridge abutment on the
north side of Truxtun Avenue. This abutment is part of the widening project for the existing eastbound
bridge crossing over Truxtun Avenue. Crews began erecting falsework along existing eastbound Westside
Parkway; this work will continue through November. The widening work along the Westside Parkway
will accommodate future Centennial Corridor traffic lanes.
Workers continued setting falsework for the second frame of the Kern River Bridge that will be part of
the future westbound off-ramp to Mohawk Street. The contractor anticipates placing concrete for the
stems and soffit for the second frame in November. Shortly thereafter, crews will begin installing
reinforcing steel for the bridge deck.
Additional upcoming work includes work on the abutments for the new westbound off-ramp bridge
over Truxtun Avenue, placing a concrete barrier rail on the Truxtun loop off-ramp, and restriping Truxtun
Avenue in preparation of setting falsework over Truxtun Avenue. Embankment construction will also
continue between the Kern River and Truxtun Avenue.
Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction; anticipated completion: spring 2020
Last month, the contractor removed medians along Wible Road between Ming Avenue and State
Route 58 and paved the underlying area. The Belle Terrace Bridge over State Route 99 has been closed.

The bridge will re-open in spring 2020. A short section of Belle Terrace is closed between Wible Road
and South Olive Street. Traffic has been switched to the west side of Wible Road, with one lane available
for each direction.
During the month of November, work will include roadway pavement removal and replacement on
the east side of Wible Road. New improvements in this area include storm drain inlets, curb, gutter and
sidewalk. The signal at Belle Terrace and Wible Road has been removed and replaced with stop signs.
Work is expected to continue along the east side of Wible Road through the end of the year.
The Wible Road/Stockdale Highway exit from northbound Highway 99 is scheduled to close on
Wednesday, November 14. This closure will be permanent.
Phase 3 – Bakersfield Freeway Connector
Construction start: early 2019
Bids were opened on October 25. City staff is currently reviewing bid documents. Construction is
expected to begin in early 2019.
This phase of the project will reconstruct the westbound-to-southbound loop on-ramp at the State
Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route
58 and the bridge crossing over State Route 99 will be widened.
The project addresses bottleneck congestion on southbound State Route 99 by separating freeway on-
and off-ramps between the closely spaced State Route 58 on-ramps and the Ming Avenue off-ramp. The
project will combine the eastbound and westbound State Route 58 connectors into one branch
connecting to southbound State Route 99. The entrance to the Ming Avenue off-ramp will be shifted to
the north and motorists will travel on a barrier-separated connector to Ming Avenue. Sound walls will
also be constructed with the project. This construction will require permanently closing the freeway on-
and off-ramps at Real Road.
Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors
Designer: Parsons; Design: 100% complete
Received approval of Plans, Specifications, and Estimate from Caltrans on October 10
The design consultant is assembling the bid package
Right of way/utility/environmental certifications are in process
Work continues on local street improvements and sound walls in preparation of Centennial Corridor
mainline construction. In October, the contractor completed grading, curb, gutter, sidewalk and paving
at Kensington Avenue, Woodlake Drive, Montclair Street and on Del Rey Court between Montclair
Street and Charter Oaks. The contractor will work on the street improvements on Malibu Court and
Del Rey Court, north of Charter Oaks, in November. Sound walls are under construction.
State Route 43/Stockdale Highway Roundabout
Bidding underway; Construction Start: early 2019
This contract will improve traffic circulation by replacing the existing 4-way stop with a roundabout at
the State Route 43 (Enos Lane)/Stockdale Highway intersection. Bids are scheduled to open on
November 15. Construction is expected to begin in early 2019.
