There are no changes in curbside trash service due to the holiday. Notable Items  Congratulations to Councilmembers Smith, Parlier, Weir and Rivera on their reelection to the City Council! We look forward to working with you over the next four years! Measure N was close but fell a few points short. The voters have made a decision and, as always, the City will strive to do the best it can with the resources available. Another voter decision – to retain the gas tax and roads program, has some concrete positives for Bakersfield. Our entitlement amount for local roads goes up to nearly $8 million next year. We were expecting grant funding for the mainline of the Centennial Corridor to be allocated to us over four years. With this decision we believe it will all be available in 2019. Last year we received $119 million in grants from this source for freeway work. We expect more grant opportunities to be available and we will continue to get projects shovel ready for whenever the grants come out. One that is environmentally cleared and with design complete is the Hageman Flyover - we will look for opportunities!  The Bakersfield Fire Department has deployed mutual aid assistance to the ongoing “Camp Fire” that is burning east of Chico, CA and through Paradise, CA. The fire, which started on November 8, has grown to 70,000 acres with 5% containment as of today. In addition to the 14 personnel assigned to the “Camp Fire”, BFD has also assigned four line General Information November 9, 2018 Page 2 EMTs/Paramedics to the “Alder Fire.” Which is five miles north of Camp Nelson in the Sequoia National Forest. See the attached press release for further details.  A parade permit has been issued to the American Legion Post 26 for the 2018 Bakersfield Veteran’s Day Parade which will be on Monday November 12th, 2018. Road closures are expected to begin at approximately 8:30 a.m. in anticipation for a parade start time at 10:00 a.m. The parade is expected to end at noon and roadways are expected to be open by 1:00 p.m. The parade route is as follows: o Start at 22nd Street and L Street, southbound to 21st Street, o Westbound 21st Street to G Street, o Southbound G Street to 20th Street, o Eastbound 20th Street to O Street (disbanding) Roadways will be closed between 23rd Street (to the north), Q Street (to the east), 19th Street (to the south), and F Street (to the west). Refer to attached map for further details.  Hundreds of handmade cloth poppies will be attached to the Kern Veterans Memorial this weekend in honor of Veterans Day. The group putting on the display, the Poppy Project, reached out to our Recreation and Parks Department and coordinated with the Kern Veterans Memorial group to oversee the project. A group of citizens have been busy making poppies for this display. Each poppy is honored with a name of a local veteran who paid the ultimate price for our country.  The conversion of the Sister City Fountain to a planter is nearing completion. Staff will continue to clean and replace plants at the five Sister City Gardens prior to the festival on November 17th, from 10:00 a.m. to 3:00 p.m. 18th Street will be closed to vehicles from S Street to V Street before and during the festival. A flyer with some additional information is attached.  The 64th Annual Teen Government Day was held this past Wednesday. 80 students, representing almost every school in the Kern High School District, were given an in-depth look into City processes and departments. Additionally, a select few students attended that evening’s City Council meeting where they were able to interact with Councilmembers and senior staff, introduce themselves to the audience, and listen in on public statements during the meeting. Many thanks go to the Clerk’s Office for coordinating this event with the Kern High School District. See below for some photos from General Information November 9, 2018 Page 3 the day.  There are some changes occurring within the City Manager’s Office. Chris Gerry, who filled the position of Assistant to the City Manager and Acting City Clerk, will be moving on in a new role with the City of Palm Desert. His last official day with us is today. Chris has been an essential part of our team over the past four years. He has authored multiple grant applications that resulted in several million dollars of projects being awarded to the City. In addition, he took on the role of acting city clerk for the past year or so. He did not just take on the added role in title; he implemented several changes within the Clerk’s Office to enhance services provided to the public and improve internal operations. We wish Chris all the best in his new position! As mentioned, Chris was filling two full time positions simultaneously – one in the Clerk’s Office and one in the City Manager’s Office. Current circumstances necessitate the filling General Information November 9, 2018 Page 4 of positions in both offices. With that said, our office recently completed recruitment for the Administrative Analyst position that is currently budgeted, but vacant. We extend our congratulations to current Management Assistant Brianna Carrier, who will begin in this role next week. Brianna has been a quick study and a great addition to our team over the past year. She has continued to take on assignments that are more complex and we foresee her continued success in her new position. These changes mean the recruitment for the city clerk and management assistant positions are on the horizon. Although we are technically down staff in these two positions, we have excellent employees in both offices who will ensure it is business as usual until the positions are filled!  Please find attached a memo from Development Services Director, Jacqui Kitchen, regarding item 13b from the November 7th, 2018 City Council Agenda on the source of Homeless Housing Funds. Traffic Advisory  Road construction starting on 23rd Street and 24th Street Construction is underway for the 24th Street Improvement Project. The contractor has been working on the installation of a box culvert in the Carrier Canal, and plans to restripe the roadway and set delineators and temporary concrete barrier rail next week in advance of roadway construction. On Thursday night, November 15th, the contractor will work along eastbound 23rd Street within the commercial area between 7:00 p.m. and 5:00 a.m. On Saturday, November 17th and Sunday, November 18th (if needed), the contractor will be working along eastbound 24th Street, from the Kern River Bridge through the residential area to D Street. This work will permanently close C Street at 23rd Street and 23rd Street between C Street and D Street to through traffic. Additional weekend work includes temporary asphalt paving on westbound 24th Street, between F Street and Bay Street. A lane closure will be needed to conduct this work so westbound traffic will be down to one lane in this area while paving is underway. No other impacts are anticipated in the westbound direction at this time. Weekend work will be conducted between the hours of 7:00 a.m. and 5:00 p.m.  Northbound State Route 99-Wible Road/Stockdale Highway Off-ramp Permanently Closing The northbound State Route 99 exit to Wible Road/Stockdale Highway will permanently close on Wednesday, November 14th, 2018. General Information November 9, 2018 Page 5 The contractor will begin working on northbound State Route 99 and preparing for the ramp closure during nighttime hours on Tuesday, November 13th. The work includes milling the outside shoulder and will require the closure of the two outside lanes on northbound State Route 99 in this area between 7:00 p.m. and 5:00 a.m. The contractor plans to permanently close the ramp on Wednesday night. Following the closure, northbound motorists will need to exit the freeway at Ming Avenue or California Avenue. The northbound State Route 99 on-ramp from Wible Road remains open on a temporary basis; it will permanently close during a future phase of construction for the Centennial Corridor. The Wible Road/Stockdale Highway off-ramp closure allows for reconstruction of the northbound State Route 99-to-eastbound State Route 58 connector structure over Wible Road, and is part of the Centennial Corridor Phase 2 project. This structure will be widened to two lanes, improving northbound-to-eastbound traffic flow.  Night closures scheduled for westbound Truxtun Avenue/Westside Parkway on-ramp The contractor for the Kern River Bridge Improvement Project will need to close the westbound Truxtun Avenue/Westside Parkway on-ramp during nighttime hours on Tuesday, November 13 through Thursday, November 15. The ramp will be closed between the hours of 9 p.m. and 5 a.m., each night, to allow for work on the falsework located above the on- ramp. During this ramp closure, westbound motorists will need to enter the Westside Parkway from Mohawk Street. The ramp will re-open in time for the morning commute.  Nighttime Closures on State Route 99/Ming Avenue-On ramps and State Route 58 Roadway paving, striping, and electrical work will require nighttime lane and ramp closures next week. These nighttime closures will be in effect Tuesday, November 13 through Thursday, November 15, between the hours of 9 p.m. and 5 a.m. while work is underway. All closures will NOT be in effect concurrently. Motorists driving through these areas should stay alert to potential closures in the following locations: • Northbound State Route 99/Ming Avenue on-ramp and the southbound State Route 99/Ming Avenue on-ramp for rubberized asphalt placement. • Northbound and southbound State Route 99 to eastbound State Route 58 connector ramps and the eastbound State Route 58 on-ramp from Real Road for roadway striping. • Eastbound State Route 58 H Street off-ramp for rubberized asphalt placement. • Eastbound State Route 58 Cottonwood Road off-ramp for electrical work. • Westbound State Route 58 Union Avenue on-ramp and westbound State Route 58 Chester Avenue off-ramp for electrical work. • The two outside lanes on westbound State Route 58, between Chester Avenue and Union Avenue for electrical work. Kitchen, Development Services Director MEMORANDUM TO: DATE: November 8, 2018 FROM: SUBJECT: Alan Tandy, City Manager Jacqui Kitchen, Development Services Director Item 13b – Source of Homeless Housing Funds Councilmember Rivera requested additional details related to available funds for a 40-person shelter facility at the Bakersfield Homeless Center Item 13b at the November 7, 2018 City Council included a presentation related to a variety of funding sources and potential projects to address homelessness. One source included approximately $1.1 million in available funds for a 40-person shelter facility at the Bakersfield Homeless Center. The sources of those funds are as follows: Fund Amount Available Funding Source Notes 1 $562,000 CDBG FY 14/15 CDBG Allocation (Unspent), plus project savings. These funds do not have an expiration date, but will accumulate to City’s entitlement maximum. 2 $325,887 NSP NSP Program has ended but generates occasional income. These funds will be receipted into CDBG and required to comply with the CDBG program rules. 3 $250,000 Sales Sale Proceeds from the Creekview Villas Condominiums. As detailed in the attached exhibits, the CDBG funds are generally the result of incremental savings from past projects and have accumulated due to a recent change in the federal accounting system. In the past, the savings were applied to the next year’s projects and carried forward. However, in 2015 HUD switched from this First-In-First-Out (FIFO) accounting practice to Grant-Based Accounting. The transition between accounting methods in the federal system (IDIS) and the City’s internal system created an accumulation of the funds noted above. These funds are available to commit to an allowable HUD project. Background The Integrated Disbursement and Information System (IDIS) has historically operated on a first-in-first-out basis (FIFO). Under FIFO, funds were disbursed against the oldest grants with funds available. This system left prior year uncommitted funds, project savings and program income available to fund current year projects. This amount built significantly over many years. In 2015 HUD made a switch to Grant Based Accounting. Under grant based accounting, funding/commitments and disbursements are made against specific user-defined grant years. This accounting practice was implemented to strengthen the linkage between an annual grant allocation and the actual expenditures of those funds, streamlining year end reconciliation between IDIS and local financial systems. Beginning in FY 2015 IDIS started to specifically tie activity funding/commitments to activity draws and to a specific grant or grants. “Pre-2015” amount available for funding aggregates the FY 2014 grant and prior year grants. Pre-2015 source will continue to fund and draw on a FIFO basis. The switch between accounting methods in IDIS and how the department’s internal account tracking was done has created a surplus of funds that haven’t been committed to projects or drawn over the past three years. The funds are treated as CDBG Funds under Title I. They were considered a “Special Allocation” of 2008 CDBG Funds. The City received $8,982,836 (effective 2009) from the federal Neighborhood Stabilization Program. The City had 18 months to legally obligate the funds and all funds were supposed to be expended within five years (2014). HUD is making the CDBG transfer option available to NSP grantees an option to utilize funds. However use of the transfer feature is solely at the discretion of the grantee. Once NSP funds are transferred into a CDBG program, they will always be CDBG funds and subject to all CDBG requirements but no NSP requirements. In this case, staff is recommending a transfer of the NSP generated program income to the Community Development Block Grant Program (CDBG) to allow those funds to be used in the rehabilitation of the Bakersfield Homeless Center Shelter. Staff will take the following steps to complete this transfer: -Receipt program income on-hand into DRGR. Program income which has not been receipted into DRGR will need to receipted into the system in order to reconcile the program income with information reported in our quarterly performance reports (QPR’s). Additionally, staff will use this time to reconcile the program income receipted into DRGR to ensure that our internal tracking system is consistent with DRGR. -Request transfer form from the HUD Field Office. Staff will submit a request to our HUD Field Office detailing the information in the transfer request. HUD must approve all program income transfers from NSP to CDBG prior to their occurrence.
