SUBJECT: General Information
City Offices will be closed next Thursday and Friday, November 22nd and 23rd in observance
of Thanksgiving. Curbside Trash services will be delayed one day.
Notable Items
The Bakersfield Fire Department continues to provide assistance battling the Camp Fire in Butte County. As of this morning the fire is covering 142,000 acres and is 45% contained.
Bakersfield Fire crews arrived at the fire last Friday, November 9th.
Bids were opened this week for the Stockdale and Enos roundabout. This is the far Western end of the Centennial Corridor and Westside Parkway. The apparent low bidder
is Griffith at around $6.8 million. Bid award is anticipated to take place at the November 28th Council Meeting. Only one more contract award on the TRIP program after this which
is the Corridor Mainline. That award is to come in February of 2019.
Recently, the Federal Communications Commission (FCC) approved new regulations
pertaining to small cell wireless facilities that is creating significant concern for cities across
the country, including Bakersfield. The new regulations go into effect in January 2019.
Small cell wireless facilities generally refer to wireless network equipment commonly

installed on existing right-of-way infrastructure like telephone poles or streetlights. Mobile
operators use the small cell facilities to extend service coverage and increase network
capacity.
The new FCC regulations remove much of the City’s ability to determine appropriate size,
location and fees for small cell facilities installed by private telecom corporations within
the city’s right of way. These FCC regulations are similar in nature to those contained
within Senate Bill 649, which was passed by the state legislature last year, but was later
vetoed by the Governor after overwhelming opposition by almost every City in the state.
You may recall, the City Council previously adopted an ordinance pertaining to small cell
facilities within the City’s right-of-way. The ordinance established the guidelines on where
and how these facilities could be installed. To that end, staff was already in the process of
working with the telecom companies to develop design standards that balanced the
ability for telecom companies to locate in the right-of-way, while simultaneously ensuring
aesthetic and logistical impacts to the surrounding area were minimized.
However, due to the FCC ruling , the City must now accelerate this policy development
process and also amend the existing ordinance. These actions must occur before
January. Therefore, staff will be providing an update to the Council on these new FCC
rules during the November 28th council meeting. Then, on December 12th, staff anticipates
bringing an emergency ordinance and policy document to the Council for adoption.
The Bakersfield Marathon is taking place Sunday, November 18th. Over 2,000 runners are
expected to participate in the event. The start/finish lines, along with the post-race
celebration activities will be held on the campus of Cal State.
Please note there will be street closures throughout the City starting at 4:30 a.m. All roads
are expected to be open no later than 3:00 p.m. The actual time and duration of street
closures may vary depending on location. Stockdale Highway between Coffee Road
and Calloway Drive will be closed for most of the day. Please plan ahead for an alternate travel route to avoid street closures.
City staff from several departments have spent several months working with the event
organizers to coordinate road closures and other aspects of the event. Thanks to all staff who were involved in the process! The enclosed flyer from the event organizer provides
more information on road closures and other impacts.
The City’s Second Annual Christmas Tree Lighting Ceremony at Centennial Plaza will take place next Saturday, November 24th, from 5:00 to 5:45 p.m. City Councilmembers are
welcome to join Mayor Goh on stage to the countdown to the tree lighting. The Condors will also be hosting a Party on the Plaza with discounted food available and visits by
special guests prior to their annual Teddy Bear Toss game event.
You will find a memo attached announcing the promotion of Roy Campos to the position of Public Works Construction Superintendent. Roy has been with the City in the Public
Works Department for over 17 years. He most recently held the position of Construction Supervisor over the Capital Improvement Program Construction. Congratulations to Roy!

This week, the Military Liaison Unit within the police department held its 2nd annual
Veteran’s breakfast for City staff veterans. This annual breakfast is held to honor the
service of all veterans, and especially those who continue their work of service with the
City of Bakersfield.
On Thursday, several members of the Bakersfield Police Honor Guard attended the
funeral service for Ventura County Sheriff Sergeant Ron Helus. He was killed in the line of
duty in the recent active shooter incident in Thousand Oaks, CA. The honor guard was
present to honor the service and sacrifice made by Sergeant Helus.
Yesterday morning, New Advanced for Peoples with Disabilities (NAPD), in partnership with GET Bus and the City of Bakersfield, hosted a media event celebrating the successful
partnership between the organizations in creating accessible bus stops and paths of travel for NAPD clients and others with disabilities in the community. The event was held
outside of the new NAPD center on Sillect Avenue and highlighted the new bus shelter, benches, sidewalk, and curb ramps installed to allow clients to safely board buses nearby.
Funding for this project was made possible by the Public Transportation Modernization, Improvement, and Service Enhancement Account Program (PTMISEA).

Nick Fidler provides comments on the installation of accessible bus stops near the new NAPD Facility.
This past Thursday, the Downtown Business Association (DBA) hosted another Downtown
Empowerment Breakfast. Speakers included Chief Lyle Martin, John Enriquez for Keep
Bakersfield Beautiful, Rob Ball for Flood Ministry, and Rhonda Barnhard for Kern Behavioral
Health. Topics discussed included the importance of the work of the BPD Impact Team, a
Facebook-based Downtown community watch group, and a new Recovery Station from
Behavioral Health expected to open in June 2019. The DBA will begin hosting monthly
meetings regarding downtown issues.
Approximately 50 attendees gathered for the Downtown Business Association Empowerment breakfast
The Public Works department has released details on the 2018 Holiday Grease Collection
event. Residents are asked to collect their used cooking oil and grease in sealed
containers and drop it off at the event rather than dumping it down drains, which can
lead to clogs and backed up pipes. There is no charge to dispose of the oil and grease.
The event kicks off Monday, November 26th and ends Friday, January 11th, excluding
federal holidays. Drop-off times are from Monday through Friday, 8:00 a.m. – 3:30 p.m. at
either the City of Bakersfield Wastewater Treatment Plant or the North of the River
Sanitation District Main Office. For further details see the attached press release.

Traffic Advisory
23rd Street closed between C and D Streets
The City has permanently closed a short section of 23rd Street, between C Street and D Street,
in conjunction with the 24th Street Improvement Project.
This section of 23rd Street remains residential and previously connected with the main corridor
just east of “the curve.” Motorists now need to use alternate routes to access the main 23rd
Street corridor.
The closure is needed to accommodate project construction, which includes moderating
the curve to provide for safer traffic movements through this area where eastbound 24th
Street transitions into the one-way couplet.
Night closures scheduled for Truxtun Avenue over next two weeks
Truxtun Avenue is expected to be closed to all traffic, in the vicinity of the Westside Parkway
on- and off-ramps, for several nights during the next two weeks. The full street closures are scheduled to be in place between the hours of 9:00 p.m. and 5:00 a.m., Monday, November
19th through Tuesday, November 20th and Sunday, November 26th through Thursday, November 29th. The closures are needed so the contractor for the Kern River Bridge
Improvement Project can set falsework above the roadway for the new overcrossings.
These closures will affect both directions of travel in this area. The eastbound off-ramp from the Westside Parkway will also be closed while work is underway so eastbound traffic will
need to exit at Mohawk Street. The westbound on-ramp, which had previously been scheduled for night closures next week, will remain open.
Detour signs will be in place to direct traffic around the road closure via California Avenue.
Motorists can also use Rosedale Highway. All lanes on Truxtun Avenue, as well as the eastbound off-ramp, are expected to be open in time for the morning commute.
Weekend road work on 23rd Street and 24th Street
On Saturday, November 17, the contractor for the 24th Street Improvement Project plans to
re-stripe the roadway along eastbound 24th Street, from the Kern River Bridge through the
residential area to D Street.
The contractor also plans to place temporary asphalt paving on westbound 24th Street,
between F Street and Bay Street, on Saturday. A lane closure will be needed to conduct this
work so westbound traffic will be down to one lane in this area while paving is underway. No
other impacts are anticipated in the westbound direction at this time.
Saturday’s work will be conducted between the hours of 7 a.m. and 5 p.m.

On Sunday, November 18, crews will place temporary concrete barrier rail in the vicinity of
the 24th Street/Oak Street intersection between the hours of 6 p.m. and 11 p.m. The evening
work hours have been scheduled to avoid conflicts with the Bakersfield Marathon.
Two lanes are available to traffic in the eastbound direction of the corridor from the Kern
River Bridge to M Street. Motorists are encouraged to use alternate routes or allow sufficient
time to reach their destinations.

The Sister City Gardens festival will take place this Saturday, November 17th, from 10:00
a.m. to 3:00 p.m. 18th Street will be closed to vehicles from S Street to V Street before and
during the festival. A flyer with additional information is attached.
Next Monday, November 19th, the Citizen Volunteer Unit will be holding a graduation
ceremony for new volunteers who have completed the most recent academy. The
ceremony will take place in the City Council Chambers at 6:00 p.m. Contact Carina Ortiz

During the Thanksgiving week, residents and businesses in Bakersfield should note the
holiday trash collection schedule. There will be no trash pick up on Thanksgiving Day,
Thursday, November 22nd, 2018. All Thursday trash, recycling, and green-waste services
will be made the next day, Friday, November 23rd. Friday collections will be made on
Saturday, November 24th.
The Mt. Vernon Green Waste Facility will also be closed on Thanksgiving Day, Thursday,
November 22nd, reopening again Friday, November 23rd at 7am.

The third annual Bakersfield Marathon, Half Marathon and 5K is taking place
on November 18, 2018. We are extremely proud to welcome over 2,500
participants from across the U.S. and Canada to Bakersfield. Our event
showcases the best of Bakersfield while delivering much-needed funding
to the CSU Bakersfield Roadrunner Scholarship Fund.
For the safety of our runners, certain roads throughout Bakersfield will be
closed to vehicle traffic. You can find the exact roads and times of these
closures on the back of this card. If you have questions or concerns regarding

Public bus transportation may be affected in your area. If you are planning

City of Bakersfield would like to invite residents to take advantage of the 2018 Holiday Grease Collection event. Disposing of used cooking oil and grease down their drain
can clog pipes and cause backups, instead residents can stop by the City’s Holiday
Grease Collection and dispose of used oil and grease in a safe and environmentally
friendly way. Residents are asked to collect their used cooking oil and grease in sealed containers and drop it off at the event. There is no charge to dispose of the oil and grease.
New this year, the City is partnering with North of the River to offer residents a second
drop-off location. The 2018 Holiday Grease Collection event kicks off Monday, November 26th and ends Friday, January 11th.

• Jefferson Park Basketball Courts Rehab and ADA Improvements (CA State Parks Grant) - Construction began on October 15th with the demo
of easterly basketball courts. Work will continue to complete all courts.
• Stiern Park Safety Surfacing and ADA Improvements (CDBG) – Planning
will consult with Meyer Engineering to rebid as three separate projects (Concrete & Striping, Shade Structure, & Playground Resurfacing).
• Lowell Park Picnic Rehab and ADA Improvements (CDBG) - Planning will consult with Meyer Engineering to rebid as three separate projects
(Concrete & Striping, Shade Structure, & Playground Resurfacing).
• Sister Cities Fountain/ Planter Project – Conversion from fountain to
planter completed in time for November 17th Celebration. Reservations:
• 140 park reservations and an estimated 12,912 guests in attendance for

reservations in addition to the initial seven (7) that were in the pilot
program:

Kern River. This project took staff 3 days to complete.
• Staff has been lowering the level of the East Lake at TPRW to repair inlet grates
and service fountain pumps. Staff anticipates another 2 weeks to have new
grates made and pumps pulled and serviced.
• Mass trimmed multiple locations during the month of October:

• Palm between Allen and Jenkins

Total monthly attendance for all programs, reservations and volunteers combined for the month of October totaled 88,996 as compared to last year’s total of 77,960.
Aquatics/Attendance: 3,563 3,563 compared to 2,611 in 2017, which is a 35% increase. The increase is
attributed to the return of the Elementary Swim Program and weekly Bakersfield Christian High School water polo practices.

McMurtrey Aquatic Center:
• Monthly attendance at McMurtrey Aquatic Center was 2,709 compared to last year’s 2,611. This was a 3.8% increase which can be
attributed to the Bakersfield Christian High School water polo team
rental.
• Fall and winter evening lap swim was eliminated as of November 5th
due to budget reductions and staffing.
• The Bakersfield Christian High School Water Polo rental has been a
wonderful addition to fall activities at McMurtrey. The team practiced
weekly in the month of October and hosted two home meets at the
facility.
• 100 Mile Club - is currently made up of 400 active members that swam 14,442.81 miles through the month of October. The club has swum a
combined total of 186,622 miles. Silver Creek Pool:
• Elementary/Jr. High Swim Program- Elementary/Junior High Swim
program was reinstated after taking a break for the 2017 season. The
twenty-eight participants were introduced to the four competitive
strokes and concluded the program with a meet at Bakersfield
College on October 20th. Aquatic Grant Activities:
• First 5 Kern Make A Splash- Aquatics conducted a Pediatric CPR with
AED, First Aid, and Water Safety Training on October 7th. Fourteen participants received American Red Cross certifications and water
safety resources at no cost. The center successfully served 525 eligible swim lesson participants through the First 5 Kern grant and are on
target to complete all other components of the grant.
• Kaiser Permanente Operation Splash- Aquatic staff attended the
Good Neighbor Festival at the Dr. Martin Luther King Jr. Park on October 13th. Staff provided valuable “Rethink Your Drink” healthy

beverage and water safety education to hundreds of attendees. We celebrated another successful year of accomplishments including: 325
lessons were provided to income eligible youth, 10 Junior Lifeguarding scholarships, 75 Operation Splash pool passes and over 2,000
community members were reached with healthy beverage and water safety education.
• Donations: $40
Athletics/Attendance: 64,177
• Total attendance for August was 64,177 compared to 41,641 last October. This 54% increase is due to an increase in almost all sports
programming, Adult Softball, Tournament Rentals, Adaptive Softball
and Kidz Love Soccer.
Athletic Programming
• Adult Softball – 150 teams in the Fall League playing a total of 443
games this month.
• Softball Tournaments – Mesa Marin Sports Complex hosted two
employee appreciation softball tournaments for the California
Correctional Institution for Tehachapi Prison and North Kern Prison.
• League of Dreams – Continued the basketball league this month with 167 athletes participating. The program’s 225 “Angel Volunteers”
donated approximately 900 hours of their time this month.
• Adult Adaptive Co-Rec Softball League – Nine (9) teams participated
in this League held at Beach Park.
• Kidz Love Soccer - An instructional soccer class for children ages 2 – 10
years

Dr. Martin Luther King, Jr. Community Center/Attendance: 7,268
• Attendance was up 5% over October 2017 due to higher attendance
at the Good Neighbor Festival.
• Halloween Town at MLK Center – On October 26th with approximately 200 people in attendance. Several rooms were decorated with
various themes and activities for participants. Stay Focused Ministries held several contests.
• Good Neighbor Festival – On October 13th with approximately 3,000 people in attendance. The event included over 50 vendor booths and
several fun activities for participants in petting zoo, face painting,
obstacle course and free food. Many organizations helped make this
event possible including Kern First 5, Stop the Violence, Stay Focused
Ministries and Kern Family Heath Care.
• Build-A-Bike – This program received an $8,000 grant from the
Transportation Development Act. This grant will help children learn to
repair their bikes and ride safely!
• Donations: $16,837.10

Resurfacing/Reconstructing streets in the following areas:
Maintenance Grind & Pave on Fairview between South H and Hughes
Maintenance Grind & Pave on Fairview between H Street and Monitor
Maintenance Grind & Pave on Berkshire between Wible and Santa Ana (SB1)
Maintenance Grind & Pave on H Street between Brundage and 4th Street (SB1)
Reconstructing Streets South Pacheco West of Hughes
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Working with Railroad to improve tracks on District Blvd West of Stine Rd
Concrete work on Streets that are funded with SB1 money
Working on Bus Stop on Ming in front of Valley Plaza
Leaf pick-up throughout the City starting going through January 2019. (Been delayed due to
equipment failure)
Concrete work in the Old Town Kern, Oleander and El Toro HUD areas installing and repairing
curb & gutter, sidewalks, and handicap ramps as needed.
THIS SPACE INTENTIONALLY LEFT BLANK NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged
drains and part circle culverts. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have
been missed during this time will be swept at the end of the month only when possible.
