USTremovalactivitieswereperformedbyMPEnvironmental(MPe).
SITEINFORMATION
TheSitewasformerlyanoperatingdieseltruckfuelingstationwithone12,000-gallondouble-walled
fiberglassUSTandonefueldispenser.TheSiteislocatedeastoftheintersectionofUnionAvenue
andGroveStreetintheCityofBakersfield,KernCounty,California(Figure1).TheSitesitsatan
elevationofapproximately400feetabovemeansealevel(msl)andthetopographyisgenerallyflat
withaslightgradienttowardsthesouthernendoftheSite(UnitedStatesGeologicalSurvey
(USGS)Oildale,California(USGS,1954)andLamont,California(USGS,1992)7.5-minute
QuadrangleTopographicMaps).Aconcretedrainageswalewasinstalledinthesouthparkingarea
in1998todirectstormwaterrunofffromtheSitetowardsGroveStreet.
PREVIOUSSITEINVESTIGATIONS
AccordingtotheSitePlans,USTupgradeswereperformedattheSiteinSeptember1998including
thereplacementofone12,000-gallondouble-walledfiberglassUSTandGasboyFuelManagement
Systemdispenser(LindmarkEngineering,1998).CopiesofthedetailedSiteplansareincludedin
AppendixA.
AccordingtoGeotracker®aleakwasdiscoveredonJune29,1989(LeakReportdated
October5,1989).TheSiteremainedanactivecleanupsitewiththeCaliforniaRegionalWater
QualityControlDistrict–CentralValleyRegion(RWQCB;Case#5T15000228)andtheKern
CountyFireDepartment(Case#150039)untilMarchof1992.TheSitewasgranted“Case
Closure”onMarch11,1992.
REGIONALGEOLOGY/HYDROGEOLOGY
AccordingtotheGeologicBakersfieldCaliforniaGeologicMapSiteBakersfieldSheet(Smith,1964)
theSiteisunderlainbyPleistocenenonmarinesedimentsfurtherunderlainbyPliocene-Pleistocene
nonmarinesediments.
TheSitelieswithinthesouthernextentoftheGreatValleygeomorphicprovincewhichisalong,
flat-bottomedhollow,smoothedoutbetweentheruggedmountainsoftheCoastRangesandthe
SierraNevada.TheGreatValley,alsoknownastheCentralValley,isabout650kilometerslong
andaveragesabout80kilometersinwidth.MostofthesurfaceoftheGreatValleyiscoveredby
recentandPleistocenealluvium.SedimentserodedfromtheSierraNevada,andtoalesserextent
theCoastRanges,aredepositedonthefloodplainsandbottomlandsasthemountainstreams
greatlydecreasetheirvelocityintheflat-bottomedvalley.

AIRMONITORING
AStantecfieldgeologistconductedairmonitoringinaccordancewithguidelinesestablishedbythe
SJVAPCD.AirmonitoringwasconductedthroughoutexcavationandUSTremovalactivitiesusing
ausingaMiniRAE3000photoionizationdetector(PID)calibratedtohexane.PIDreadingswere
takenfromstockpiledpeagravelandsoilatintervalsofapproximately20minutesthroughout
excavationactivities.ThehighestrecordedreadingonthePIDwas8.7partspermillionbyvolume
(ppmV)hexanefromsoilcollectedapproximately6feetbeneaththefueldispenser.PIDreadings
measuredduringexcavationactivitiesareprovidedonAirMonitoringLogsin AppendixB.

HighestPIDReading8.7ppmVfromsoilapproximately6feetbeneaththedispenser
EXCAVATEDSOIL
ExcavationactivitieswereperformedbyMPebetweenApril8andApril12,2013.Theexcavated
materialconsistedpredominantlyofpeagravelbackfillexcavatedfromaroundtheUSTand
beneaththefueldispenserisland.TheexcavatedpeagravelwasmonitoredforVOCSusingaPID
calibratedtohexanegas.Allexcavatedpeagravelwasstockpiledtemporarilyandre-usedonSite
asbackfillmaterialuponconfirmationfromlaboratorythatexcavationsoilsampleswereclean.
Approximately78tonsofpeagravelandsoilsexcavatedduringremovaloftheformerdispenser
andtheUSTwerere-usedasbackfill.NostainedsoilwasobservedorelevatedPIDreadingswere
recordedintheremovedsoil,thereforenosoilwasremovedfromtheSite.Inaddition,six
truckloadsofcleansoilwhereimportedbyMPetobeusedasbackfillfortheexcavation.
TANKANDPRODUCTPIPINGREMOVAL
MPewascontractedtoobtainallnecessarytankremovalpermits,makeallrequiredpreliminary
notifications,andcleaned,removed,transported,anddisposedoftheremovedUST,fueldispenser
andproductconveyancepiping.PriortoremovingtheUST,MPeobtainednecessarypermitsfrom
theCityofBakersfieldFireDepartmentlocatedon2101“H”StreetinBakersfield,CA
(PermitNo.13-10000175).PriortoUSTremoval,MPewasresponsibleforcleaningtheinsideof
thetankandtherinsatewascollectedandtransportedunderhazardouswastemanifestto

TotalPetroleumHydrocarbonsasdiesel(TPH-DRO)byUSEPAMethod8015B;and
Benzene,toluene,ethylbenzene,andtotalxylenes(BTEX)byUSEPAMethod8260B.
Atotalofeight(8)soilsampleswerecollectedfrombeneaththeUST,fueldispenser,and
associatedproductpiping.TPH-DROandBTEXcompoundswerenotreportedabovethe
laboratoryreportinglimits(LRLs)inanyofthesamplescollectedfrombeneaththeUSTand
productpiping.AtraceconcentrationofTPH-DROwasreportedbelowthedispenserinsample
UDC-S-2.0’at7.9milligramsperkilogram(mg/kg).Additionally,alaboratoryqualifierwasissued
statingthattheresultingchromatogramwasnottypicalofdieselandwasanestimatedvalue.The
soilsamplecollectedfromapproximately6feetbelowthedispenserisland(UDC-S-6.0’)didnot

excavatedfromtheUSTpitandsix(6)trucksofimportedcleansoil.
SUMMARY/CONCLUSIONS
OnApril08,2013,one(1)fueldispenserwasremovedfromtheSite.
OnApril12,2013,one(1)12,000-gallon,double-walledfiberglassdieselUST,and
associatedproductpipingwasremovedfromtheSite.TheUSTwasdeliveredtotheKern
CountyWasteManagementDepartmentBenaLandfillonMondayApril14,2013.Product
pipingconsistedofsteelanddouble-containedfiberglasslinesthatwereingoodcondition.
OnApril122013,rinsatefromcleaningtheinsideoftheUSTwasdeliveredviaUniform
HazardousWasteManifesttoDKlocatedinCompton,California.
OnMonday,April15,2013theexcavationwasbackfilledandsoilswerecompactedto
approximately6inchesbelowgrade.
OnWednesdayApril17,2013theconcreteswalewasreplacedtoallowdrainageofsurface
waterofftheSitetothesouth.

OnFriday,April19andMonday,April22,2013theexcavationareawasre-pavedwith
asphaltconcrete.
Atotalofeight(8)soilsampleswerecollectedfrombeneaththeUSTs,productpiping,and
dispensers.NoneofthereportedconcentrationsexceededCaliforniaRWQCB
environmentalscreeninglevels.
TheUSTs,dispensers,andproductlineswerenotreplacedatthetimetheworkwas
conducted.TheUSTcavitywasbackfilledandthesurfacewascompactedpriortore-
pavingthedisturbedarewithasphaltconcrete.
Basedontheresultsofthesoilverificationsamples,noimpactedsoilwasreportedabovethe
RWQCBESLs.TherewasnoindicationofholesorleaksintheUSTpriortoremovalalthoughthe
USTwasremovedfromtheexcavationinapproximatelythreepieces.Stantec,onbehalfofPepsi,
respectfullyrequeststhattheCityofBakersfieldFireDepartmentandtheRWQCBreviewtheSite
fileandgrantaNofurtherAction(NFA)letterfortheremovalofthe12,000-gallondouble-walled
fiberglassdieselUST.
