As of Monday evening, Measure N trailed by 14 votes. Based on media reports, it appears there are approximately 3,000 ballots countywide left to be tallied – of which we estimate a subset of 40 percent belong to City voters. We expect updated figures early next week.  The state agency responsible for collecting and distributing sales tax to cities had a very large backlog of returns for the 1st and 2nd quarters of 2018. This backlog is likely the reason the City saw a -5.14 percent for the 2nd quarter. This is also the reason staff believe the recently received 3rd quarter figures show a larger than normal increase. With a majority of the backlog now addressed, it appears the annualized figure of 5.86 percent provides the most accurate sales tax trend information. The good news is that this trend is slightly ahead of budget projections of two percent for the current fiscal year. A memo from Finance Director Nelson Smith is enclosed with more information.  Staff is continuing to work on the updates to the council chambers. The project will modernize several separate systems currently used during council meetings and condense these systems into one module. These improvements will make it much more efficient for staff to record votes and produce minutes. Additionally, the new system will allow the public to more easily access video from council meetings and improve the City’s meeting video streaming. We are scheduled to use the new voting system for the December 12th Council meeting. In advance of the next meeting, staff will be reaching out to you individually to provide an overview on how the new system will work.  The Camp Fire, which started on November 8 in Butte County in northern California is now 100 percent contained. All Bakersfield Fire Department (BFD) members who were assigned to the incident have returned to Bakersfield. The BFD deployed three Type 3 Engines, one OES Type 1 Engine, and two single resource members to the fire over a two- week period. General Information November 30, 2018 Page 2  The City’s dog parks located in sumps within city parks are temporarily closed due to the rain. These include Centennial, Wilson, University, Kroll and Patriots Parks. Dog parks remain open at Tarina Homes Sports Complex at Mesa Marin, Coffee Road and Seasons Parks. The public is asked to not enter the closed areas for the safety of pets and owners. Staff will provide updates on the status of the closed parks on the Recreation and Parks Department Facebook page.  Looking for information on 2018 Bakersfield holiday events? This is just another way to say “More to Explore” from your friends at Visit Bakersfield.  A new elevator door wrap featuring Valley Children’s Ice Center was installed this week on the pedestrian overcrossing behind Rabobank Arena. This graphic features Valley Children’s mascot George the Giraffe on ice skates, and replaces the previous design for Adventist Health Ice Center. Like the other three elevator doors on the pedestrian overcrossing, this one also contains “VisitBakersfield.com” in large letters. Traffic Advisory  As of Wednesday, November 28, the alleyways on the south side of 24th Street will be signed as “closed to thru traffic.” These alleys, extending from 24th Street to 22nd Street, will only be available for local use (residents and services), and this will be enforced. Construction of the 24th Street Improvement Project is now under construction and there are currently only two lanes available for traffic on eastbound 24th and 23rd Streets, between Oak Street and M Street. Traffic unavoidably slows through this area, but the alleys cannot be used to avoid construction delays as they were not designed for heavy traffic use. Work in the commercial area is primarily performed at night, from 7 p.m. to 5 a.m. However, night work may require additional lane closures, leaving only one lane open to traffic during these hours. Motorists are encouraged to use alternate routes, such as Truxtun Avenue, to avoid the 24th Street corridor during construction. Motorists who must travel on 24th and 23rd Streets should allow sufficient time to accommodate delays. General Information November 30, 2018 Page 3  Truxtun Avenue is expected to be closed to all traffic, in the vicinity of the Westside Parkway on- and off-ramps, Sunday through Thursday nights for the next two weeks. In addition to closing both directions of Truxtun Avenue, the eastbound off-ramp from the Westside Parkway will also be closed. The westbound on-ramp will remain open. The closures are scheduled to be in place between the hours of 9 p.m. and 5 a.m., each work night. The closures are needed so the contractor for the Kern River Bridge Improvement Project can set falsework above the roadway for the bridge crossing. Detour signs will be in place to direct traffic around the road closure via California Avenue. Motorists can also use Rosedale Highway. All lanes on Truxtun Avenue, as well as the eastbound off-ramp, are expected to be open in time for the morning commute. Construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen circumstances.
