Notable Items
With all votes now counted, Bakersfield residents have adopted Measure N, Bakersfield’s
Public Safety and Vital Services Measure. The measure will enhance locally-controlled funding for essential services including police and fire protection, attracting and retaining
jobs, and homelessness programs. The decision made by the voters is a transformative moment in the history of the City that will have lasting, positive impacts for years to come.
City staff is hard at work developing results-oriented, innovative plans to directly address
these priorities. There are several steps that need to occur to prior to the measure becoming effective and the new revenues becoming available. As a reminder, staff
anticipates the measure will become effective April 2019 for the purposes of collection. Staff then expects to receive three months of the new revenue within the current fiscal
year. In between now and April, there are several agreements and other documents that must be filed with the state. Staff plans to bring these items to the Council in January.
Additionally, staff plans to bring documents to Council next month to form the citizen’s
oversight committee as required by the measure. The recruitment of members for the
committee can begin once the committee is established. There is substantial work that
lies ahead and staff looks forward to bringing forth proposals to enhance service levels
and directly address the priorities established by the community!
Yesterday, Congressman McCarthy announced that the Kern Council of Governments
will receive $17.5 million in grant funding from the U.S. Department of Transportation’s
Better Utilizing Investments to Leverage Development (BUILD) transportation grant
program, for improvements to State Route 46. These funds will be used to convert a 5.3-
mile segment of 2-lane highway to 4 lanes, which will improve the safety of this
corridor. This project will benefit the Bakersfield region by improving a stretch of State
Highway that is heavily utilized by our residents. We would like to applaud Congressman
McCarthy for his ongoing efforts to secure much needed transportation funding for our
region.

Doubtless you have seen or heard by now that the dockless scooter company, Bird, has
deployed approximately 200 scooters across the City in a “pop-up” demonstration over
the next couple of days. While these new forms of transportation-share have good
intentions to reduce congestion and emissions, a dialogue is always necessary to ensure
the service is appropriate for our City. Safety is our #1 concern. City staff have already
been having these conversations with bicycle-sharing companies, but like many of these
start-up companies, this scooter company’s approach has been to ask forgiveness rather
than permission. I have directed staff to respond to the representative from Bird regarding
next steps and discussing operations moving forward.
A friendly reminder from our Recreation and Parks Departments to check their Facebook
page for updates on dog park closures and re-openings during weather events. These
postings change regularly based on the conditions of dog parks located in sumps. It is a
helpful tool for residents to keep their pets safe and allow staff to maintain the parks as
needed.
Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status
Report for the month of December. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of
projects are also included.
Congratulations are in order for the new winners of the City’s “Giving Trophy” for
collecting the most cans per employee in this year’s food drive. Well done, Wastewater
Department!
Traffic Advisory
Nighttime lane closure scheduled for 23rd Street paving
The contractor for the 24th Street Improvement Project plans to grind existing pavement and
repave the outside (right) lane on 23rd Street on Friday night, December 7. The outside lane,
between D Street and M Street, will be closed between the hours of 7 p.m. and 5 a.m.

Since part of the roadway is already closed for construction, only one lane will be available
to traffic during these hours. Eastbound motorists are encouraged to use alternate routes,
such as Truxtun Avenue, and avoid the corridor during construction. Motorists who must travel
on 23rd Street while work is underway should allow sufficient time to accommodate delays.
Road construction work may be cancelled and rescheduled without notice due to
inclement weather or other unforeseen circumstances. Please slow down and watch for
construction workers and equipment while driving through the work zone. The Thomas Roads
Improvement Program apologizes for any inconvenience this work may cause the traveling
public.
State Route 58/99 Connector Closure This Saturday In Bakersfield
The Department of Transportation (Caltrans) announces a closure of the Westbound State Route 58
connector ramp to Northbound State Route 99 this Saturday in Bakersfield for maintenance
operations.
• The Westbound State Route 58 connector ramp to Northbound State Route 99 will be
closed on Saturday, December 8, from 5:00 a.m. to 12:30 p.m.
Closures may continue for longer periods of time if necessary, due to delays caused by weather or
uncontrollable events that may occur during operations. Motorists are encouraged to use alternate routes if possible.
State Route 204 Lane Closure This Saturday In Bakersfield
The Department of Transportation (Caltrans) announces a full closure of Northbound State Route 204 (Golden State Avenue) this Saturday in Bakersfield for guardrail repair and maintenance operations.
• Northbound State Route 204 (Golden State Avenue) will be closed between the Airport Drive off-ramp and State Route 99 on Saturday, December 8, from 5:30 a.m. to 12:00 p.m.
This closure will also have Northbound State Route 204 reduced to one lane between F Street and
the Airport Drive off-ramp.

The Tree Foundation of Kern, in partnership with the Recreation and Parks Department, will
be planting ten trees at Grissom Park, this Saturday, December 8th starting at 9:00 a.m.
Volunteers of all ages are welcome to assist. Please bring shovels and gloves and wear
closed toe shoes.
The 35th Annual Bakersfield Toy Run and Canned Food Drive will take place this Sunday,

makes and models will begin to gather at Beach Park beginning at 7:00 a.m. The parade
to the Kern County Fairground leaves Beach Park at 10:00 a.m. sharp. Admission is 1 new
unwrapped toy for ages 0-13 and 2 non-perishable food items with a combined value of
at least $20 or $20 cash at the fairground. Live music, food, refreshments and vendors will
be at the fairground along with door prizes, auctions and prizes for best decorated bikes
and cars.
The Adventist Health Mobile Clinic will be parked at the Park at River Walk next Tuesday,
December 11th, from 8:30 a.m. to 3:00 p.m. offering free immunizations. For more

development. This report is to provide a periodic up-to-date snapshot of each project’s recent major

MILESTONES
Mark your calendar and join us for the Centennial Corridor Phase 3 groundbreaking event on
December 20, 2018 at 2 p.m. This phase of the project will reconstruct the westbound-to-
southbound loop ramp at the State Route 58/State Route 99 interchange, widen the bridge crossing
State Route 99, and construct a barrier-separated connector for the southbound Ming Avenue exit.
The groundbreaking event will be held at Real Road and State Route 58 (on the site of the old Wild
West Shopping Center). Construction on this phase of the project will begin in early 2019.
Congratulations to everyone who worked on the Truxtun Avenue Operational Improvements Project!
The Central California Chapter of the American Public Works Association (APWA) presented the City
with the Project of the Year Award for transportation at its annual meeting last month. Bakersfield
Public Works Director Nick Fidler and TRIP Co-manager Kristina Budak were on hand to accept the
award. The project added a lane in each direction and made other improvements between Empire
Drive and Elm Street. The APWA awards were established to recognize excellence in management
and administration of public works projects between the managing agency, the consultant/
architect/engineer, and the contractor.
City Council approved a $6.8 million contract with Griffith Company at the November 28 meeting for
construction of a roundabout at Stockdale Highway and Enos Lane. The project is part of the
Centennial Corridor improvements and construction is expected to begin in early 2019.
PROJECT STATUS
Beltway Operational Improvements
Contractor: Security Paving Company
99% complete; anticipated completion: fall 2018
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood
Road, and on State Route 99, from north of Ming Avenue to Wilson Road.
Last month, the contractor placed rubberized asphalt on ramps along State Route 99 and eastbound
State Route 58. The contractor also worked on concrete barrier, slope grading, erosion control and
electrical last month.

In December, the contractor plans to complete the final striping on State Route 99 and the grading,
drainage, and paving for the future H Street eastbound off-ramp from Centennial Corridor and electrical
work on State Route 58.
24th Street Improvement Project
Contractor: Griffith Company
2% complete; anticipated completion: spring 2020
The contractor has restriped and added temporary concrete barrier rail where necessary in the
eastbound direction along the corridor between the Kern River Bridge and M Street. C Street has been
closed at 23rd Street and a short section of 23rd Street, between C and D streets, has been closed. This
section of 23rd Street is residential and previously connected with the main corridor just east of the curve.
These closures are permanent and motorists need to use alternate routes to access 23rd Street through
the commercial district.
The alleyways on the south side of 24th Street have been closed to thru traffic. The alleys remain open
to residential and service use only. Signage has been installed and will be enforced.
The contractor is currently working at the Carrier Canal, expanding the culvert to accommodate the
widened roadway. Work is also underway on 23rd Street within the commercial section of the corridor.
The existing roadway has been removed from the north side of 23rd Street, leaving two lanes open for
eastbound traffic. The contractor will be installing a 48-inch pipe to address drainage issues along the
corridor.
The contractor will work during daytime hours within the residential section and primarily during
nighttime hours within the commercial district. Two lanes will remain open in each direction throughout
the project area during daytime hours, but the contractor may need to close all but one lane during
nighttime hours. Motorists are advised to anticipate potential shifts in traffic and to use alternate routes,
such as Truxtun Avenue, whenever possible.
Centennial Corridor
The multi-phased Centennial Corridor project includes four large contracts and one smaller contract. The
first two phases are under construction. Construction on the third phase and on a smaller contract for a
roundabout at the State Route 43/Stockdale Highway intersection will begin in early 2019. The final
phase of the Centennial Corridor project is expected to be advertised for construction bids in January.
Completion of all phases is anticipated in 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
63% complete; anticipated completion: summer 2019
This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound
exit from Centennial Corridor (future State Route 58) to Mohawk Street and widens the existing
eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline.
In November, construction crews finished forming and placed concrete for the stems and soffit on the
second frame of the new bridge crossing the Kern River. Crews are now installing reinforcing steel on
this section for the bridge deck.

Truxtun Avenue was restriped and temporary concrete barrier rail was placed in the areas of the future
bridge crossings. The contractor began setting falsework above the roadway last month. This work is
performed during nighttime hours and Truxtun Avenue is closed to all traffic in this area while work is
underway. The contractor will also be setting falsework for the widening of the existing eastbound bridge
crossing the Kern River. The placement of falsework will continue in December.
Also in December, the contractor plans to construct a permanent concrete barrier rail on the
eastbound loop off-ramp to Truxtun Avenue and embankment construction will continue between the
Kern River and Truxtun Avenue.
Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction
4% complete; anticipated completion: spring 2020
Traffic is currently shifted to the west side of Wible Road, between Ming Avenue and State Route 58
East, with one lane open to traffic in each direction. Reconstruction of the roadway, sidewalk, driveways
and storm drain improvements along the east side of Wible Road is underway. The contractor plans to
complete this work and shift both directions of traffic onto the new pavement in December, which will
provide a work zone for the construction of a retaining wall along State Route 99. This configuration is
expected to be in place on Wible Road for the next year.
Along State Route 99, lanes have been restriped and temporary concrete barriers have been installed
to create new work zones on the outside shoulders and inside the median. The outside shoulders of the
northbound State Route 99/State Route 58 connector were removed and replaced with a thicker
pavement section last month to allow for future traffic shifts.
The Wible Road/Stockdale Highway exit from northbound State Route 99 was permanently closed on
November 14. The Belle Terrace Bridge is closed to both pedestrian and vehicular traffic and will be
demolished in early 2019. The contractor will need to reconstruct Alamo Street on a new alignment to
the west of the existing alignment prior to bridge demolition.
Construction of the new northbound State Route 99-to-eastbound State Route 58 connector structure
will be underway in December; the existing bridge will remain in place while the new structure is built.
Phase 3 – Bakersfield Freeway Connector
Security Paving Company
0% complete; anticipated completion: summer 2021
City Council approved a construction contract with Security Paving Company on November 7.
Construction will begin in early 2019.
This phase of the project will reconstruct the westbound-to-southbound loop ramp at the State Route
58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and
the bridge crossing over State Route 99 will be widened.
The project addresses bottleneck congestion on southbound State Route 99 by separating freeway on-
and off-ramps between the closely spaced State Route 58 on-ramps and the Ming Avenue off-ramp. The
project will combine the eastbound and westbound State Route 58 connectors into one branch
connecting to southbound State Route 99. The entrance to the Ming Avenue off-ramp will be shifted to
the north and motorists will travel on a barrier-separated connector to Ming Avenue. Sound walls will

also be constructed with the project. This phase of construction will require permanently closing the
freeway on- and off-ramps at Real Road.
Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors
Designer: Parsons; Design: 100% complete
Received approval of Plans, Specifications, and Estimate from Caltrans in October
The design consultant is in the process of assembling the bid package
The right of way certification was obtained on November 20th
Environmental certification was obtained November 30th
Work continues on local street improvements and sound walls in preparation of Centennial Corridor
mainline construction. In November, the contractor finished the removal of existing asphalt on Charter
Oaks Avenue, the slope grading on Del Rey Court, and installation of street light foundations throughout
the project. Next month, the contractor plans to complete the street improvements at the intersection
of Charter Oaks Avenue and Easton Drive. Remaining street work includes striping, signing, and the
installation of street lights.
The contractor completed the sound walls on the west side of the corridor between La Mirada Drive
and Montclair Street last month. In December, the contractor plans to complete the sound wall on the
east side of the corridor between Montclair Street and Marella Way, which is the last section of wall
remaining to be completed prior to Centennial Corridor Mainline construction.
State Route 43/Stockdale Highway Roundabout
Contractor: Griffith Company
0% complete; anticipated completion: early 2020
This contract will improve traffic circulation by replacing the existing 4-way stop with a roundabout at
the State Route 43 (Enos Lane) and Stockdale Highway intersection. Bakersfield City Council approved a
construction contract with Griffith Company on November 28. Construction will begin after the New
Year.
California winters may be mild, but rain and other inclement weather conditions can impact construction
activities and project schedules. Many activities cannot be performed in the rain, when the ground is wet,
or when temperatures are too low. In addition, Caltrans does not allow lane and ramp closures during
rain or foggy conditions. Construction activities may be canceled and rescheduled without prior notice.
TRIP staff appreciates the public’s patience as our contractors make the necessary scheduling
adjustments to work around changing weather conditions.

If you can’t afford your child’s vaccinations, let us help. Our mobile unit brings the
immunization clinic to you, and there’s no charge for children who qualify.
What is the Adventist Health Children’s MobileImmunizations Program?
Since 1996, we’ve been providing free immunizations to Kern County children as part of
our commitment to community health. Today, we’re the only health care system in the
area that offers a mobile immunization clinic. Each year we provide about 16,500
vaccinations to local children under age 18.

No appointment or registration necessary: Accessing our mobile clinic is
easy. Just show up! Immunizations are given on a first-come, first-served
basis.
Look for us at convenient locations: We normally park our mobile unit in a
high-visibility area, such as a shopping center or park. And we try to set up
close to bus stops for anyone who uses public transportation.
Flu shots for Mom and Dad: In addition to free immunizations for kids, we
also offer complimentary flu shots for parents during flu season.
Referrals to AHPN providers: If your child needs care beyond an
immunization, we will be happy to help you find an Adventist Health
Physicians Network provider to serve you. Our diverse group of multilingual
doctors, nurse practitioners and physician assistants offers compassionate,
expert care at three convenient locations.
