A RESOLUTION DISPENSING WITH BIDDING
PROCEDURES DUE TO FIRE DAMAGE CAUSED TO A
TROMMEL SCREEN AT THE CITY OF BAKERSFIELD'S
GREENWASTE COMPOSTING & RECYCLING
FACILITY, AND AUTHORIZING SCREEN 2 CRUSH,
INC. TO RENT THIS TROMMEL SCREEN, NOT TO
EXCEED ONE HUNDRED FORTY-FIVE THOUSAND,
EIGHT HUNDRED & SIXTY DOLLARS ($145,860).
WHEREAS, a recent fire destroyed the City's diesel -powered Trammel
screen at the greenwaste and composting facility; and
WHEREAS, the use of a diesel powered screen requires a special air district
permit; and
WHEREAS, an air permit was obtained for this particular diesel powered
machine at considerable cost requiring months of lead time; and
WHEREAS, state regulations require certain quality control with regard to
physical contaminants in compost to be sold; and
WHEREAS, prior to the fire, the Trammel screen sold by Screen 2 Crush, Inc.
performed adequately for said requirements while machines offered by other
vendors have not performed adequately; and
WHEREAS, the Trammel screen can only be obtained by Screen 2 Crush,
Inc.; and
WHEREAS, the Public Works Director recommends the Council dispense
with bidding requirements, in accordance with subsection D.2 of Section
3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The City Council finds and declares that the foregoing recitals are
true and correct and are hereby incorporated fully as a material
part of this Resolution and based upon such matters, the City
Council makes the additional findings set forth herein below.
2. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal

3. The expenditure of funds for rental of this piece of equipment from
Screen 2 Crush, Inc. shall not exceed One Hundred Forty -Five
Thousand, Eight Hundred and Sixty Dollars ($145,860).
4. The City Clerk shall attest and certify to the passage and adoption
of this Resolution and it shall become effective immediately upon its
approval.
