A RESOLUTION DISPENSING WITH BIDDING
PROCEDURES DUE TO EXTENSIVE REPAIRS ON
A FRONT LOADING REFUSE TRUCK, AND
AUTHORIZING BRIDGEPORT MANUFACTURING
TO PERFORM NECESSARY REPAIRS, NOT TO
EXCEED $120,000.
WHEREAS, on Friday October 19, 2018, a 2016 Peterbilt Front Loading Refuse
Truck, equipment number 3682, caught on fire at the City of Bakersfield
Corporation Yard and destroyed the refuse body of the truck; and
WHEREAS, the truck was sent to the original body manufacturer, Bridgeport
Manufacturing, for evaluation and repair estimates due to the extensive and
complicated fire damage; and
WHEREAS, based on Bridgeport's inspection of the damaged refuse body, a
repair quote was submitted detailing the standard equipment and materials
needed to bring the truck back into operation (Exhibit A); and
WHEREAS, the funds for this repair will be appropriated from the Risk
Management Self -Insurance fund; and
WHEREAS, only the manufacturer of the refuse body, Bridgeport
Manufacturing, can provide the necessary equipment and materials to properly
integrate the refuse body into the truck chassis to ensure that the truck chassis and
the refuse body function together as originally designed because the original
manufacturer, as the designer of the refuse body, has the special knowledge and
experience to ensure that the various systems of the truck, as a whole, function
properly.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:

2. Based on the facts included in the above recitals, the work, supplies,
equipment, and materials and the necessity to successfully integrate the refuse
body into the truck chassis to ensure that the various systems of the truck, as a
whole, function properly can only be supplied by the original body manufacturer,
Bridgeport Manufacturing.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for repairs described herein for the work,
supplies, equipment and materials shall not exceed $120,000.
I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting thereof held
on DEC 12 2018 , by the following vote:
