MERRY CHRISTMAS AND HAPPY HOLIDAYS!
City offices will be closed Monday, December 24th and Tuesday, December 25th in
observance of the Christmas holiday, and on Monday, December 31st and Tuesday, January
1st for the New Year. There will be no pick up on Christmas Day or New Year’s Day and
curbside trash service will be delayed by one day for both holidays.
Good news!
Great news! TRIP has received both State and Federal approval to move forward with the
construction of Centennial Corridor Phase 4, which will build the mainline between the
Westside Parkway and State Route 58 and the State Route 99 connector ramps. The City
will advertise the project in January with a bid opening date in March. Construction is
scheduled to begin in mid-2019 and completion of all phases of the Centennial Corridor is
anticipated in mid-2022.
The City of Bakersfield has been selected for three awards from the Kern Council of
governments. The first, the Ken Volpe Regional Award of Merit for Environmental
Resources and Conservation will be awarded for the City’s LED retrofit project. The other,
the Chairman’s Award of Merit for Regional Cooperation, will be awarded for the Truxtun
Operational Improvements project for the collaborative effort put forth to connect
transportation throughout the community. The third award goes to the Bakersfield Police
Department’s Shot Spotter program for the Richard A. Maxwell Regional Award of Merit
for Public Safety. The Annual Regional Awards Ceremony will be held March 7, 2019.

Notable Items
Attached you will see a memo from Water Resources Manager Art Chianello on the
promotion of Kristina Budak to the position of Water Resources Director. Kris, as we know
her, has been employed with the City for over 11 years and has played a vital role for the
past four years as a Civil Engineer IV and Thomas Roads Improvement Program (TRIP)
Manager, managing consultants, contractors, and community relations in complex 24th
Street improvements projects and others. Luckily, she is not going far, as her contributions
have been tremendous and her knowledge will continue to be invaluable to the success
of the TRIP program. Congratulations, Kris!
It is my pleasure to announce Julie Drimakis has been appointed to the position of City
Clerk. Julie has been the Assistant City Clerk for the past 5.5 years and most recently took
on the role of Acting City Clerk. For the past year, Julie has taken on an expanded
leadership role with the Clerk’s Office, overseeing the day-to-day operations and
managing the City Council meetings. Julie has a wealth of experience in a field that is
very specialized and has been the catalyst for several recent operational enhancements
within the Clerk’s Office. My office is fully committed to ensuring a successful transition
and supporting Julie in her new role!
This past Wednesday, the City of Bakersfield Public Works Department held a completion
ceremony to celebrate the installation of backup generators at the storm water pump
stations at Beach Park and the Police Pistol Range.
These generators are a critical element for flood protection needed to ensure the
reliability of two storm water pump stations that protect portions of the Westchester and
downtown areas. During rain events, storm runoff drains to these two stations where the
water is pumped over levees into the river channel at Beach Park and into the Carrier
Canal from the pistol range.
Thanks goes to City staff, Day's Generator Service, Inc., the Office of Emergency Services
under Kern County Fire, and the California Office of Emergency Services who granted the
funding from FEMA's Hazard Mitigation Grant Program (HMGP). 75% of the cost of this
project was covered by the HMGP grant with the remaining 25% coming from local funds.

TRIP held a groundbreaking yesterday for the third phase of the Centennial Corridor
Project—the Bakersfield Freeway Connector. This phase of Centennial Corridor will
reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route
99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and
the bridge crossing over State Route 99 will be widened, and the eastbound and
westbound State Route 58 connectors will be combined into one branch connecting to
southbound State Route 99. The project will shift the entrance to the Ming Avenue off-
ramp to the north and construct a barrier-separated connector to Ming Avenue. Sound
walls will also be constructed with the project. This phase of construction will begin in early
2019 and completion is anticipated in mid-2021.
Also on Thursday, December 20th, the Bakersfield Police Department participated in the
34th annual Family to Family Christmas Basket program. The collaborative effort with W.A.
Thompson and the Kern County Sheriff’s Office allowed 500 Christmas baskets to be
prepared shared throughout the county. All recipients are referred by staff from each
agency.

The Kern County Homeless Collaborative is gearing up for the annual countywide
homeless “Point in Time” (PIT) Count, which is to take place on January 30, 2019 from
4:00AM to 8:00AM. The information gathered from this annual survey assists homeless
service providers in evaluating the size and characteristics of our local homeless
population. Recently, the PIT count information has been utilized as the basis for
distributing substantial amounts of emerging funding aimed at reducing
homelessness. Given the above, I have recently notified all department heads that I
would like to encourage and facilitate employee participation in this year’s count. My
hope is that by making it easier for employees to participate, we will increase the number
of volunteers available to assist with this project.
Last Saturday, December 15th, the Bakersfield Police Department participated in the Big
Give held at Centennial Plaza. Several children who are currently diagnosed with cancer
were treated to a day of fun and adventure. The children were transported to the
Centennial Plaza in exotic cars and became superheroes for the day. Several officers
from various units attended with Chief to bestow the honor of being a hero to these
children.
Bakersfield Police Department’s Fuzz for Funds winners for best and worst beard were
announced today. Lieutenant Brent Stratton won best beard and Detective Craig Trefz
won worst beard. A total of $6,500 dollars was raised to help support first responders who
had lost their homes while responding the fires in Paradise, CA.

Traffic Advisory
Three Day Closure for E Street at 23rd Street
The contractor for the 24th Street Improvement Project will need an around-the-clock closure
for E Street at 23rd Street from December 26 through December 28. The closure affects access
to E Street on both the north and south sides of the 23rd Street intersection, but 23rd Street will
remain open to traffic. The closures are needed for drainage work.
The contractor will close E Street off from 23rd Street at 7 a.m. on Wednesday, December 26,
and anticipates re-opening E Street by 5 p.m. on Friday, December 28. Motorists can use F
Street to detour around the closures.
This work is not expected to impact westbound traffic on 24th Street.
Night closures Truxtun Avenue continue into the New Year
The contractor for the Kern River Bridge Improvements project continues to work on the
bridge falsework over Truxtun Avenue. Due to the holidays, the full nighttime closures on
Truxtun Avenue are only expected to be in place Wednesday and Thursday nights during the
next two weeks. The roadway is expected to be closed to all traffic, in the vicinity of the
Westside Parkway on- and off-ramps, December 26 and 27 and January 2 and 3, between
the hours of 9 p.m. and 5 a.m.
In addition to closing both directions of Truxtun Avenue, the eastbound off-ramp from the
Westside Parkway will be closed while work is underway. The westbound on-ramp will remain
open.
Detour signs will be in place to direct traffic around the road closure via California Avenue.
Motorists can also use Rosedale Highway. All lanes on Truxtun Avenue, as well as the
eastbound off-ramp, are expected to be open in time for the morning commute.
Construction work may be postponed and rescheduled without notice due to inclement
weather or other unforeseen circumstances.

The Dr. Martin Luther King Jr. Community Center, located at 1000 S. Owens St., will be
hosting a Kwanzaa celebration on Friday, December 28 from 1:00-5:00 p.m. This free
event will feature the Harambee African Heritage Art Gallery, Oblinyanko Drum & Dance

During the weeks of Christmas and New Year holidays, all trash and recycling
services in Bakersfield will be delayed by one day following the holiday. There will
be no pick up on Christmas Day, Tuesday, December 25th, 2018 or New Year’s Day,
Tuesday, January 1st 2019. Services on Monday, December 24th & Monday
December 31st will be performed as usual.
Tuesday collections will be one day later on Wednesday, with Wednesday collections
on Thursday and so on, with Friday collections on Saturday.
The Mt Vernon Green Waste Facility will be closed on Christmas Day, Tuesday,
December 25th 2018, reopening again Wednesday, December 26th at 7am. They will
also be closed on Tuesday January 1st, 2019, reopening again on Wednesday,
January 2nd 2019. Please recycle your Christmas tree at the Mt. Vernon Green Waste
Facility. Remove all ornaments, bulbs, lights, and plastic and metal stands. The
Green Waste Facility is located 2 miles south of Hwy. 58 on So. Mt Vernon Ave.
Christmas trees can also be recycled at Bakersfield College (south parking lot at the
corner of Haley and University), Cal State Bakersfield (southwest parking lot
alongside Camino Media), or at the Fairgrounds parking lot (corner of Belle Terrace
and P St.) between December 26th and January 12th.
Christmas trees may also be placed in your green waste container by cutting the tree
down to fit inside the container. The tree must allow the lid to close completely. All
ornaments, bulbs, lights, plastic and metal stands must be removed from the tree.
Those items may be placed in the tan trash container.

The Bakersfield Fire Department would like to share the following Holiday safety facts:
Christmas trees
Between 2012-2016, U.S. fire departments responded to an average 170 home fires that started with Christmas trees per
year. These fires caused an average of 4 deaths, 15 injuries, and $12 million in direct property damage annually.
On average, one of every 45 reported home fires that began with a Christmas tree resulted in a death, compared to an
average of one death per 139 total reported home fires.
Electrical distribution or lighting equipment was involved in 43% of home Christmas tree fires.
In one-quarter (27%) of the Christmas tree fires and in 80% of the deaths, some type of heat source, such as a candle or
equipment, was too close to the tree.
More than one-fifth (22%) of Christmas tree fires were intentional.
Forty-two percent of reported home Christmas tree fires occurred in December and 33% were reported in January.
Two of every five (40%) home Christmas tree fires started in the living room, family room, or den.

Holiday decorations
U.S. fire departments responded to an estimated average of 800 home structure fires per year that began with
decorations, excluding Christmas trees, in 2012-2016. These fires caused an annual average of two civilian fire deaths,
34 civilian fire injuries and $11 million in direct property damage.
Ten percent of decoration fires were intentional.
The decoration was too close to a heat source such as a candle or equipment in two of every five (42%) fires.
More than one-fifth (21%) of the decoration fires started in the kitchen. Fifteen percent started in the living room, family
room or den.
One-fifth (19%) of the home decoration fires occurred in December.

Candles
On average, 23 home candle fires were reported each day between 2012-2016.
More than half (56%) of the December home decoration fires were started by candles, compared to one-third (31%) in
January to November.
The top three days for home candle fires were Christmas, New Year’s Day, and New Year's Eve.

Holiday cooking
Thanksgiving is the peak day for home cooking fires, followed by Christmas Day and Christmas Eve.
Cooking equipment was involved in 20% of home decoration fires. This can happen when a decoration is left on or too
close to a stove or other cooking equipment.

Fireworks
Ten percent of fireworks fires occur during the period from December 30 through January 3, with the peak on New Year's
Day.

This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month only when possible.
