Notable Items
Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status
Report for the month of January. The report gives a summary of each TRIP project in
construction, in design, and under review. Completion percentages and pictures of
projects are also included.
The City offers several convenient ways to properly recycle Christmas trees. Recycling helps
keep trees out of landfills and provides quality material for composting and wood chips.
First, remove all ornaments, bulbs and lights, as well as plastic and metal stands.
Trees can be dropped off at one of several convenient locations around the City:
Mt. Vernon Green Waste Facility: 2601 S Mount Vernon Ave
Bakersfield College south parking lot (corner of Haley Street and University Avenues)
between December 26th and January 12th only.
Cal State Bakersfield southwest parking lot (Camino Media and Southwest Drive)
between December 26th and January 12th only.
Kern County Fairgrounds parking lot (Belle Terrace and P Street) between December
26th and January 12th only.
Christmas trees may also be placed in your residential green waste container by cutting
the tree to fit inside the container. The lid must close completely and put out for regular
pick-up on collection day. Flock or artificial trees cannot be recycled - place them in the
tan container for disposal.
I am scheduled for Jury Duty next week, therefore my availability will be day to day.
Assistant City Managers Chris Huot and Steven Teglia will both be available should I not be.

Traffic Advisory
C Street Closure at 24th Street
The contractor for the 24th Street Improvement Project will need an around-the-clock
closure for C Street on the north side of 24th Street intersection. The closure is expected
to last through Tuesday, January 8. The closure affects northbound and southbound
traffic to and from C Street; 23rd Street and 24th Street are open to traffic. A signed
detour route is in place.
The closure is needed for drainage work, which will be performed during daytime hours.
Road construction may be cancelled and rescheduled without notice due to inclement
weather or other unforeseen circumstances. Please slow down and watch for
construction workers and equipment while driving through the work zone.
Nighttime closures continue on Truxtun Avenue
Truxtun Avenue is expected to be closed to all traffic during nighttime hours in the
vicinity of the Westside Parkway on- and off-ramps, Monday through Thursday nights,
for the next two weeks. The eastbound off-ramp from the Westside Parkway will also be
closed while work is underway, but the westbound on-ramp will remain open. The
closures are expected to be in place each night between the hours of 9 p.m. and 5
a.m.
The nighttime closures will allow the contractor for the Kern River Bridge Improvement
Project to set falsework for a second bridge at Truxtun Avenue. This new bridge will carry
exiting westbound traffic from the future Centennial Corridor freeway to Mohawk Street.
Detour signs will be in place to direct traffic around the road closure via California
Avenue. Motorists can also use Rosedale Highway. All lanes on Truxtun Avenue, as well
as the eastbound off-ramp, are expected to be open in time for the morning commute.

inclement weather or other unforeseen circumstances. Please stay alert and watch for
construction workers and equipment while driving through the construction zone.
Nighttime lane and ramp closures scheduled on State Route 58 and State Route 99
Fiber optic and electrical work will require nighttime lane and ramp closures next week.
Motorists should anticipate that closures may be in effect at the following locations,
Sunday through Thursday nights, between the hours of 9 p.m. and 5 a.m.

event tomorrow, Saturday, January 5th at Valley Plaza from 10:00 am to 12:00 p.m. Spanish
speaking staff will be available in an attempt to reach the Spanish speaking community.

The City of Bakersfield Holiday Grease Collection event is ongoing! Residents can drop off
cooking oil at the following locations from 8:00 a.m.-3:30 p.m.:

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please contact Janet

MILESTONES
TRIP has received both State and Federal approval to move forward with the construction of
Centennial Corridor Phase 4, which will build the mainline between the Westside Parkway and State
Route 58 and the State Route 99 connector ramps. The City is currently accepting Responsibility
Statements and Questionnaires (RSQ) from contractors that would like to bid on the project; the City
will advertise for construction bids from pre-qualified contractors in January with a bid opening date
in March. Construction is scheduled to begin in mid-2019. Completion of all phases of the Centennial
Corridor is anticipated in 2022.
Congratulations again to everyone who worked on the Truxtun Avenue Operational Improvements
Project! The Kern Council of Governments has selected the project to receive the Chairman’s Award
of Merit for Regional Cooperation. The award will be presented at the annual awards ceremony in
March. The project also received an award from the Central California Chapter of the American
Public Works Association in November.
TRIP bids a fond farewell to Kristina Budak, who joined the team in 2007 and has served as co-
manager for the past four years. Kristina oversaw the development and construction of the State
Route 178/Morning Drive Interchange, State Route 178 Widening, and the Truxtun Avenue
Operational Improvements projects. She also served as the City’s lead on the 24th Street
Improvement Project and the Hageman Flyover, moving them through the environmental and design
processes, as well as moving the 24th Street project into construction. Kristina will be missed at TRIP,
but will continue serving our community as the Water Resources Director at the City of Bakersfield
Water Resources Department.
The TRIP team also bids a fond farewell to Don Anderson, who recently retired from his position as
the Real Property Manager for the City of Bakersfield. In addition to his work on many other City
projects, Don was responsible for the acquisition of properties and right-of-way clearance at TRIP,
including the Westside Parkway, Rosedale Highway, Hosking Avenue, 24th Street, Truxtun Avenue,
Beltway, and the three State Route 178 projects. Don recently completed the right-of-way
certification for all phases of the Centennial Corridor, which involved the full or partial acquisition of
more than 400 properties, including all necessary demolition. His successful efforts have cleared the
path for the future of transportation in Bakersfield. We wish him well in all of his new adventures.

PROJECT STATUS
Beltway Operational Improvements
Contractor: Security Paving Company
99% complete; anticipated completion: early 2019
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood
Road, and on State Route 99, from north of Ming Avenue to Wilson Road.
Last month, the contractor worked on erosion control along northbound and southbound State Route
99. On State Route 58, concrete barrier work was underway as well as slope grading, erosion control and
electrical work.
The contractor plans to complete the final striping on the southbound State Route 99 on-ramp from
Ming Avenue in January. The contractor will continue working in the area of the future eastbound H
Street off-ramp from Centennial Corridor this month, and electrical work will continue throughout the
job site during January.
24th Street Improvement Project
Contractor: Griffith Company
4% complete; anticipated completion: spring 2020
The contractor has completed work in the Carrier Canal, which expanded the culvert to accommodate
the widening of the roadway. Drainage system work is currently underway near the basin at 24th and
Oak Streets and along 23rd Street, where a 48-inch pipe is being installed to address drainage issues along
the corridor. Drainage work will continue through the month of January.
The contractor also plans to begin working on the sound wall on the south side of 24th Street near the
canal and Elm Street in January.
As a reminder, the alleyways on the south side of 24th Street are closed to thru traffic. The alleys remain
open to residential and service use only. Signage has been installed and will be enforced.
The contractor is working during daytime hours within the residential section and primarily during
nighttime and weekend hours within the commercial district. Motorists should anticipate potential shifts
in traffic and use alternate routes, such as Truxtun Avenue, whenever possible.
Centennial Corridor
The multi-phased Centennial Corridor project includes four large contracts and one smaller contract. The
first two phases are under construction. Construction is about to begin on the third phase and on a
smaller contract for a roundabout at the State Route 43/Stockdale Highway intersection. The final phase
of the Centennial Corridor project will be advertised for construction in January. Completion of all phases
is anticipated in 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
65% complete; anticipated completion: summer 2019
This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound
exit from Centennial Corridor (future State Route 58) to Mohawk Street and widens the existing
eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline.

In December, construction crews finished forming and placed concrete for the bridge deck on the
second frame of the new bridge crossing the Kern River. Crews are stripping the falsework from frame
#1 of this bridge. The contractor plans to stress frame #2 and begin stripping falsework from this section
of the new bridge in January.
Construction of the abutment walls for the future westbound State Route 58/Mohawk Street exit
bridge crossing Truxtun Avenue have been completed and the contractor will soon begin erecting
falsework for this bridge.
Falsework was underway in December to widen both the existing Kern River and Truxtun Avenue
bridges. Falsework continues for the river bridge, but crews are currently forming the stems and soffit
for the bridge at Truxtun Avenue. The placement of reinforcing steel is expected to begin in the coming
weeks.
The installation of a permanent concrete barrier on the Truxtun Loop off-ramp is also planned for
January.
Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction
8% complete; anticipated completion: spring 2020
The contractor has been working on the reconstruction of the roadway, sidewalk, driveways and storm
drain improvements along the east side of Wible Road. In January, traffic will be shifted onto the newly
paved roadway, which will allow for larger scale construction activities to occur on the east side of Wible
Road along northbound State Route 99. This traffic configuration will remain in place for most of 2019.
Work will include construction of a retaining wall along the outside shoulder between Ming Avenue
and the State Route 58 East Connector as well as the demolition and reconstruction of the Belle Terrace
Bridge. To accommodate this work, State Route 99 lanes have been restriped and concrete barriers have
been installed to create work zones on the outside shoulders and within the freeway median.
Between northbound State Route 99 and the State Route 58 Connector ramp, roughly 15,000 cubic
yards of soil were removed in December to make way for the new connector bridge. Construction of the
connector bridge abutments is underway. Footings and abutments are expected to be formed and
poured on both sides of Wible Road in January.
Installation of new storm drain improvements, curb, gutter, and sidewalk are expected to begin along
Alamo Street later in the month.
Phase 3 – Bakersfield Freeway Connector
Security Paving Company
0% complete; anticipated completion: summer 2021
A groundbreaking ceremony was held on December 20, and the contractor plans to begin moving dirt
in early 2019.
This phase of the project will reconstruct the westbound-to-southbound loop ramp at the State Route
58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and
the bridge crossing over State Route 99 will be widened. The eastbound and westbound State Route 58
connectors will be combined into one branch connecting to southbound State Route 99. The project will
shift the entrance to the Ming Avenue off-ramp to the north and construct a barrier-separated connector

to Ming Avenue. Sound walls will also be constructed with the project. This phase of construction will
permanently close the freeway on- and off-ramps at Real Road.
Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors
Designer: Parsons; Design: 100% complete
Received funding authorization to advertise package for construction
The design consultant is assembling the bid package to be advertised for construction in
January 2019
Street improvements in the Westpark neighborhood are nearly complete. In December, the contractor
finished raising manholes and completed grading around the new street improvements. In January, the
contractor plans to complete the street improvements at the Charter Oaks and Easton Drive intersection,
install signage and street lights, and stripe the roadways.
Sound walls are also nearing completion. The last section of wall to be completed prior to mainline
construction is expected to be completed in January.
State Route 43/Stockdale Highway Roundabout
Contractor: Griffith Company
0% complete; anticipated completion: early 2020
This contract will improve traffic circulation by replacing the existing 4-way stop with a roundabout at
the State Route 43 (Enos Lane) and Stockdale Highway intersection. Construction is scheduled to begin
in February.
California winters may be mild, but rain and other inclement weather conditions can impact construction
activities and project schedules. Many activities cannot be performed in the rain, when the ground is wet,
or when temperatures are too low. In addition, Caltrans does not allow lane and ramp closures during
rain or foggy conditions. Construction activities may be canceled and rescheduled without prior notice.
TRIP staff appreciates the public’s patience as our contractors make the necessary scheduling
adjustments to work around changing weather conditions.

Resurfacing/Reconstructing streets in the following areas:
Maintenance Grind & Pave on Fairview between South H and Hughes
Maintenance Grind & Pave on Fairview between H Street and Monitor
Maintenance Grind & Pave on H Street between Brundage and 4th Street (SB1)
Reconstructing various streets between Brundage and Bank from Oak to A street (SB1)
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Concrete work on Streets that are funded with SB1 money
Concrete work on California Median Island between Oak and H Street
Constructing a sump on 1st Street and V Street
Working on Bus Stop on Ming in front of Valley Plaza (After Christmas)
Leaf pick-up throughout the City starting going through January 2019.
Concrete work in the Old Town Kern areas installing and repairing curb & gutter, sidewalks, and
handicap ramps as needed.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged
drains and part circle culverts. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have
been missed during this time will be swept at the end of the month only when possible.
