Notable Items
Earlier this week, a study by the non-profit group Smart Growth America indicated
Bakersfield ranked the 7th most dangerous metropolitan area for pedestrians. This ranking, in part, was derived from reviewing fatal pedestrian accidents for the Bakersfield
Metropolitan Statistical Area (MSA). The Bakersfield MSA is a federally-defined boundary that includes all of Kern County. For reference, the City of Bakersfield is approximately 151
square miles, however the Bakersfield MSA covers over 8,000 square miles – from Ridgecrest to Taft, Delano to Pine Mountain Club and all points in between. So for
example purposes only, a pedestrian death on Interstate 5 near Tejon Ranch or in any one of the other 10 incorporated cities is being attributed to “Bakersfield” for the purposes
of this study. Meaning that although the City has no control over planning, infrastructure or enforcement in many of these areas, those deaths are being attributed to
“Bakersfield”. This is a common misunderstanding that arises when these types of studies
utilize MSA-level data.
Within the City of Bakersfield boundaries, recent data provided by the Bakersfield Police
Department shows the trend of fatal pedestrian collisions is decreasing. Between 2017
and 2018, there was a 62% decrease in pedestrian related collisions, which can be
attributed to the city’s all-encompassing efforts on infrastructure improvements,
education and enforcement. Within the City, there were 21 fatal pedestrian collisions in
2017 compared to just 8 in 2018.
The City is continuously investing in programs and infrastructure to improve the safety of
all users of the right of way. Recent examples include:
• Adoption of the complete streets policy;
• Converted 13,000 street lights to LED technology, which provide a cleaner, crisper
light, which in turn improves safety of the right-of-way;

• Received grant funding to complete a Bicyclist and Pedestrian Safety Study, which will
review the City’s roadways and intersection network, conduct a data analysis and
identify safety hot spots, design recommendations for improvements and facilitate
extensive outreach in disadvantaged communities;
• Working toward the completion of the Downtown Pedestrian Connectivity Project,
which closes sidewalk gaps, provides connections, and encourages pedestrians to
use active modes of transportation within the downtown area by adding
approximately 128 access ramps and constructing 3,615 linear feet of sidewalks. The $1.2 million project area is bounded by 22nd Street, Truxtun Avenue, F. Street and
Union Avenue. The project is expected to be completed by March 2019;
• Since 2014, the City has invested over $9 million in sidewalk projects and pedestrian improvements through the use of Community Development Block Grant funding;
• In addition, the City has partnered with Golden Empire Transit (GET) utilizing
Transportation Development Act funds to construct sidewalks and access ramps near and adjacent to bus stops throughout Bakersfield. Over $1 million of improvements
have been completed since 2015;
• Continued installation of pedestrian countdown timers throughout the City;
• Continued operations of the red-light camera program, which provides 24/7
enforcement at some of the City’s busiest intersections;
• Reintroduction of the motorcycle patrols, which can more effectively enforce
traffic/moving violations;
• Continuing the planning of projects such as the Friant Canal Multi-Use path, which will
provide a designated corridor for pedestrians and cyclists within Northwest Bakersfield;
The California Public Utilities Commission (CPUC) is holding a series of hearings statewide
regarding a request by the CA Water Service Company (CalWater) seeking a General
Rate Case decision by the CPUC. These Public Participation Hearings (PPH) provides an
opportunity for customers of CalWater to communicate directly with the CPUC regarding CalWater’s rate increase request. The Bakersfield hearing details are listed below:

State Route 99 Long Term Lane Closures Starting Next Week in The City Of Bakersfield
The Department of Transportation (Caltrans) announces long-term lane closures on State
Route 99 starting this Monday in the city of Bakersfield marking the start of construction on
the Bakersfield 99 Rehab project.
The following closures will be in effect, weather permitting:
• The #1 (left) lane of Northbound State Route 99 will be closed between the State
Route 58 overcrossing and the State Route 204 overcrossing starting Tuesday, January 29.
o Additionally, nightly closures will reduce Northbound State Route 99 to 2
lanes Monday through Thursday between 9:00 p.m. and 5:00 a.m. each
night.
• The #1 (left) lane of Southbound State Route 99 will be closed between Olive
Avenue and State Route 58 starting Thursday, January 31.
o Additionally, nightly closures will reduce Southbound State Route 99 to 2
lanes Monday through Thursday between 9:00 p.m. and 5:00 a.m. each night.
• This set of closures is expected to continue through end of April 2019. Additional project-related closures will be added as the project progresses. The project is
expected to be fully completed Spring 2021.
Weekend freeway ramp closures scheduled for striping
The northbound and southbound State Route 99 to eastbound State Route 58 connector ramps will be closed this weekend for final striping. The eastbound State Route 58 on-ramp
from Real Road will also be closed so the contractor can stripe the eastbound freeway lanes between State Route 99 and H Street. These around-the-clock closures are expected to
begin Friday, January 25th at 9:00 p.m. and to remain in place through Sunday, January 27th
at 5:00 a.m.
During the closures, motorists will still be able to access southbound State Route 99 from Real
Road. The closure does NOT affect westbound State Route 58 access to northbound and
southbound State Route 99 or to Real Road.
Motorists wanting to access eastbound State Route 58 should follow the posted detour route.
Motorists should also anticipate additional intermittent ramp closures on Saturday. The
following ramps are expected to close for short durations between the hours of 8:00 a.m. and
5:00 p.m. on Saturday:
• Eastbound State Route 58 Union Avenue off-ramp
• Eastbound State Route 58 Cottonwood Road off-ramp
• Westbound Chester Avenue off-ramp
• Northbound Ming Avenue on- and off-ramps
• Southbound Ming Avenue on-ramp

Beech Street and G Street closures begin Friday, January 25th
An around-the-clock closure for G Street, between 23rd Street and 24th Street, will be set in
place today, January 25th, following the re-opening of F Street. The G Street closure is
expected to remain in place through Friday, February 1st.
The closure will affect northbound and southbound traffic on G Street. Motorists can use F
Street or H Street to detour around the closure. Both 23rd Street and 24th Street will be open to traffic while the work on G Street is underway.
The contractor will also need to close Beech Street on the north side of 24th Street tomorrow
morning at 8:30 a.m. This will be an around-the-clock closure, ending on Tuesday, January 29 at 5 p.m.
The intersection of Drake Street at 24th Street is currently closed and is expected to remain
closed through Wednesday, January 30.
All closures are needed for drainage work in conjunction with the 24th Street Improvement Project.
