The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  Yesterday evening, the Housing Authority of the County of Kern (HACK) hosted a community meeting on their application to the State’s Affordable Housing Sustainable Communities (AHSC) grant. Through this grant, HACK would build 20 one-bedroom units of zero net energy affordable housing at 811 22nd Street and provide for transit improvements and service expansion for GET and Kern Regional Transit. The AHSC program gives preference to projects that can incorporate sustainable transit infrastructure in the project area. Thus, there is an agreement on the February 6th City Council agenda between the City of Bakersfield and HACK for the City to perform infrastructure and landscaping improvements. Any improvements will be funded through this grant and there is no local match required of the City. General Information February 1, 2019 Page 2  SoCal Gas has requested assistance with spreading the word on their process to request extended payment due dates for federal employees impacted by the federal shutdown. Attached you will find a flyer with information for those employees.  This past Tuesday, officers from the Bomb Squad and Community Relations Units participated in a robotic demonstration for the students who participate in STEM classes from the Heritage Academy.  This past Wednesday, staff from several City of Bakersfield departments assisted with the 2019 “Point-in-Time” count of the homeless population. This effort is crucial to understanding the scale of the homelessness issue in our community. We appreciate these employees’ initiative and look forward to continuing the partnership with the Kern County Homeless Collaborative. General Information February 1, 2019 Page 3  For some nostalgia, and in recognition of the 20th anniversary of Bakersfield’s great snowfall, Fire Chief Anthony Galazaga shared the photo below of Captain Jeff Heinle and himself as firefighters, along with an unknown citizen, that was taken outside of Station 2 during the event. Traffic Advisory State Route 58 lane and ramp closures for next week Electricians will be working along State Route 58 and at various on-and off-ramps during nighttime hours from Monday, February 4 through Thursday, February 7. Closures may be in effect at the following locations between the hours of 9 p.m. and 5 a.m. • Outside westbound lane on State Route 58 between Cottonwood Road and H Street • Westbound State Route 58/Union Avenue on-ramp • Westbound State Route 58/Chester Avenue off-ramp • The two outside eastbound lanes on State Route 58 between Hughes Lane and Cottonwood Road • Eastbound State Route 58/Union Avenue off-ramp • Eastbound State Route 58/Cottonwood Road off-ramp Construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen circumstances.  Construction starts on Centennial Corridor Phase 3 Freeway ramps at Real Road to permanently close Construction starts on Centennial Corridor Phase 3 – Bakersfield Freeway Connector – the week of February 4, 2019. This phase of the project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 Interchange, build an auxiliary lane on westbound State Route 58, widen the bridge across State Route 99, and construct a General Information February 1, 2019 Page 4 barrier-separated off-ramp connector from southbound State Route 99 to Ming Avenue. The project will permanently close the Real Road access to and from State Route 58 and to southbound State Route 99. This closure is expected to be set in place during nighttime hours on February 7, 2019. Eastbound motorists will then need to access State Route 58 by taking Stockdale Highway/Brundage Lane to the H Street interchange. Westbound motorists will need to exit State Route 58 at Chester Avenue. Southbound motorists can access State Route 99 at either California Avenue or Ming Avenue. Real Road will remain open to both northbound and southbound traffic.  UPDATE: Weekend closure rescheduled for Westside Parkway/Truxtun Avenue on-ramp The around-the-clock closure previously scheduled for this weekend for the westbound Westside Parkway on-ramp from Truxtun Avenue has been postponed due to weather. The closure has been rescheduled to begin Friday, February 8 at 9 p.m. and continue through Monday, February 11 at 5 a.m. The closure is needed to allow for the safe removal of falsework above the on-ramp. Westbound motorists will need to use the on-ramp at Mohawk Street to access the freeway while this work is underway. The closure is not expected to impact the eastbound Westside Parkway off-ramp to Truxtun Avenue or traffic in either direction on Truxtun Avenue. Construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen circumstances.  UPDATE: Myrtle Street closure at 24th Street rescheduled The Myrtle Street closure on the north side of 24th Street has been rescheduled to Tuesday, February 5 at 8:30 a.m., following the re-opening of Beech Street. The Beech Street closure has been extended until Monday, February 4, at 5 p.m. The Myrtle Street closure is expected to remain in place (around-the-clock) until Monday, February 11. An around-the-clock closure for G Street, between 23rd Street and 24th Street, is expected to be in effect tomorrow, January 30. The closure is expected to remain in place for about a week and affects northbound and southbound traffic on G Street. The closure does not affect 23rd Street and 24th Street traffic. Motorists can use F Street or H Street to detour around the closure. All closures are needed for drainage work in conjunction with the 24th Street Improvement Project. General Information February 1, 2019 Page 5 Reports  Streets Division work schedule for the week of February 4th Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  CPR and First Aid Training – provided by grant through the Recreation and Parks Department for parents, grandparents, expectant parents, and childcare providers of children under the age of 10. Page 1 TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  The final phase of the Centennial Corridor Project has been advertised for construction bids. The $155 million construction project will construct the mainline between the Westside Parkway and State Route 58, as well as the State Route 99 connector ramps. The City anticipates opening bids from pre-qualified contractors on March 7, 2019. Construction is scheduled to begin in spring 2019, with completion anticipated in 2022. PROJECT STATUS Beltway Operational Improvements Contractor: Security Paving Company 99% complete; anticipated completion: early 2019 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. The contractor has been working on erosion control along northbound and southbound State Route 99. On State Route 58, concrete barrier work was underway as well as slope grading and erosion control. Electrical work has been ongoing throughout the work zone. The contractor is working to complete final striping on State Route 58 and at various on- and off-ramps throughout the job. 24th Street Improvement Project Contractor: Griffith Company 7% complete; anticipated completion: spring 2020 The contractor is working on new drainage systems in various areas of 23rd Street and 24th Street. This work will continue to require lane and street closures throughout the month of February. The City is replacing an outdated drainage system with new 48-inch pipe to address drainage issues along the corridor. The contractor has started construction of a sound wall on the south side of 24th Street that will extend from the canal to just east of Beech Street. Last month, the contractor excavated and began installing the cast-in-drilled-hole (CIDH) piles for the wall footing. The wall will be 12 feet high and match the sound walls constructed last year on the north side of 24th Street. February 2019 TRIP Status Report TRIP Status Report February 2019 Page 2 The alleyways on the south side of 24th Street are open to residential and service use only. Signage has been installed and will be enforced. The contractor is working during daytime hours within the residential section and primarily during nighttime and weekend hours within the commercial district. Motorists should anticipate potential shifts in traffic and use alternate routes, such as Truxtun Avenue, whenever possible. Centennial Corridor The multi-phased Centennial Corridor project includes four large contracts and one smaller contract. The first two phases are under construction. Construction begins on the third phase in February. A smaller contract for a roundabout at the State Route 43/Stockdale Highway intersection is expected to begin this spring. The final phase of the Centennial Corridor project has been advertised for construction bids, with bid opening anticipated on March 7. Completion of all phases is expected in 2022. Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 68% complete; anticipated completion: summer 2019 This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline. The contractor began stripping falsework from the new Kern River Bridge that will carry westbound freeway traffic to Mohawk Street last month. This work will continue in February. The contractor is now setting falsework for the widening of the existing eastbound Kern River Bridge. A concrete pour was held in January for the stems and soffit (girders and bottom of the bridge) for the widening of the eastbound Truxtun Avenue bridge. Crews will begin forming the bridge deck during the month of February. A new adjacent bridge is under construction on Truxtun Avenue for the future westbound Mohawk Street exit. Crews will be forming the stems and soffit for this bridge in February in preparation of a concrete pour. Embankment construction continues between the Kern River and Truxtun Avenue. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 15% complete; anticipated completion: spring 2020 Construction of the new storm drain system, roadway and sidewalk along the east side of Wible Road, between Ming Avenue and Brundage Lane, was completed in January. Traffic has been shifted to the east side of Wible Road and work is underway along the west side of Wible Road and northbound State Route 99. A temporary signal was installed at the intersection of Belle Terrace and Wible Road. Roadway and sound walls have been removed from both sides of the freeway. Construction of the new northbound State Route 99 to eastbound State Route 58 connector bridge is underway. The new structure is located just north of the existing connector bridge. In February, construction of a new retaining wall will be underway along the east side of northbound State Route 99. Work will begin near Ming Avenue and move north towards Belle Terrace. TRIP Status Report February 2019 Page 3 Construction of the new connector structure will continue. All of the abutments and columns are expected to be completed this month. The contractor will then begin setting falsework. Demolition of the Belle Terrace Bridge is expected to occur in mid-to-late February. Demolition work will be performed between 11 p.m. and 5 a.m. over a two-week period. The freeway will be closed during demolition work and traffic will be detoured around the work zone while demolition is underway. Phase 3 – Bakersfield Freeway Connector Security Paving Company 0% complete; anticipated completion: summer 2021 This phase of the project will reconstruct the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and the bridge crossing over State Route 99 will be widened. The eastbound and westbound State Route 58 connectors will be combined into one branch connecting to southbound State Route 99. The project will shift the entrance of the Ming Avenue off-ramp to the north and construct a barrier-separated connector to Ming Avenue. Sound walls will also be constructed with the project. Construction work is expected to begin the week of February 4. The freeway on- and off-ramps at Real Road are scheduled to permanently close the night of February 7. Motorists will need to enter and exit State Route 58 at the H Street/Chester Avenue interchange. Motorists can use either California Avenue or Ming Avenue to access southbound State Route 99. Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors Advertised for construction bids; anticipated completion: summer 2022 This phase has been advertised for construction bids. Bids will be opened in March and construction is expected to begin in late spring. Street improvements in the Westpark neighborhood are nearly complete. In January, the contractor completed the installation of new curb, gutter and sidewalks at Easton Drive and Charter Oaks Avenue. Final work includes installing new street lights, signs, and pavement markers. All sound walls that could be built prior to mainline construction are complete. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company 0% complete; anticipated completion: 2020 This contract will improve traffic circulation by replacing the existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection. Construction is scheduled to begin in spring. California winters may be mild, but rain and other inclement weather conditions can impact construction activities and project schedules. Many activities cannot be performed in the rain, when the ground is wet, or when temperatures are too low. In addition, Caltrans does not allow lane and ramp closures during rain or foggy conditions. Construction activities may be canceled and rescheduled without prior notice. TRIP staff appreciates the public’s patience as our contractors make the necessary scheduling adjustments to work around changing weather conditions.
