GENERAL NOTES 1. ALL GRADING SHALL CONFORM WITH APPENDIX J - CALIFORNIA BUILDING CODE AND STANDARDS PERTAINING THEREOF AND PRELIMINARY SOILS REPORT BY KRAZAN & ASSOCIATES, INC. DATED DECEMBER 8, 2017 AND SIGNED BY RYAN K. PRIVETT, RCE 59372, KRAZAN PROJECT NO. 022-17100 2. THE DESIGN ENGINEER SHALL EXERCISE SUFFICIENT SUPERVISOR CONTROL DURING GRADING AND CONSTRUCTION TO INSURE COMPLIANCE WITH PLANS, SOILS REPORT, SPECIFICATIONS, AND CODE WITHIN HIS PURVIEW. 3. CIVIL ENGINEER, GEOTECHNICAL ENGINEER AND BUILDING OFFICIAL WILL BE NOTIFIED FORTY EIGHT (48) HOURS TO PLACING OF ANY FILL MATERIAL. 6. ALL FILL TO BE COMPACTED TO A MINIMUM OF NINETY (90%) PERCENT MAXIMUM DENSITY AS DETERMINED BY APPROVED METHOD PER APPENDIX J OF THE CURRENT CALIFORNIA BUILDING CODE AND CERTIFIED BY TESTS AND REPORT FROM SOILS ENGINEER. 7. FULL MATERIAL SHALL BE PLACED IN LAYERS NOT EXCEEDING SIX (6) INCHES IN COMPACTED THICKNESS AND COMPACTED AT OPTIMUM MOISTURE CONTENT BY AN APPROVED METHOD. 8. ALL FILL AREAS TO BE CLEARED OF ALL VEGETATION AND OTHER UNSUITABLE MATERIAL FOR A STRUCTURE FILL AND THE AREA SCARIFIED TO A DEPTH OF SIX(6) INCHES. 9. FACES OF ALL CUT AND FILL SLOPES TO BE SHALL BE PLANTED WITH A GROUND COVER INDIGENOUS TO THE AREA AND MAINTAINED AGAINST EROSION. 10, ALL CUT AND/OR FILL SLOPE SHALL NOT BE STEEPER THAN TWO (2) HORIZONTAL TO ONE (1) VERTICAL. 11. BERMS OR DRAINAGE DEVICES ARE REQUIRED AT TOP OF ALL FILL SLOPES. 12. DIVERTER TERRACES (SWALES) WITH THREE (3) FEET MINIMUM WIDTH AND ONE (1) FOOT MINIMUM DEPTH ARE REQUIRED AT TOP OF CUT AND FILL SLOPES WHEN EXISTING TERRAIN SLOPES TOWARD TOP OF CUT, 13, FILL AREAS SLOPING STEEPER THAN FIVE TO ONE (5:1) SHALL BE KEYED AND BENCHED TO SUPPORT FILL. 14. ALL FILL SLOPES SHALL NOT CUT WITHIN TWELVE (12) FEET HORIZONTALLY OF THE TOP OF EXISTING AND/OR PLANNED SLOPES. 15. ALL SLOPES IN EXCESS OF THREE (3) FEET MINIMUM WIDTH AND ONE (1) FOOT MINIMUM DEPTH ARE REQUIRED AT TOP OF CUT SLOPES WHEN EXISTING TERRAIN SLOPES TOWARD TOP OF CUT. 16. PRIOR TO THE START OF ANY PHASE OF CONSTRUCTION, THE CITY CONSTRUCTION INSPECTION SECTION SHALL BE GIVEN AT LEAST 24 HOUR NOTICE: (661) 326-3049. 17. CONTRACTOR SHALL OBTAIN ALL NECESSARY PERMITS REQUIRED BY THE CITY OF BAKERSFIELD. 18. THE ENGINEER HAS SHOWN EXISTING UNDERGROUND LINES ON THIS PLAN TO THE BEST OF THEIR KNOWLEDGE. CONTRACTOR AGREES THAT HE SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR JOB SITE CONDITIONS DURING THE COURSE OF CONSTRUCTION OF THIS PROJECT, INCLUDING SAFETY OF ALL PERSONS AND PROPERTY; THAT THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND NOT BE LIMITED TO NORMAL WORKING HOURS; AND THAT THE CONTRACTOR SHALL DEFEND, INDEMNIFY AND HOLD THE OWNER AND THE ENGINEER HARMLESS FROM ANY AND ALL LIABILITY, REAL OR ALLEGED, IN CONNECTION WITH THE PERFORMANCE OF WORK ON THIS PROJECT, EXCEPTING FOR LIABILITY ARISING FROM THE SOLE NEGLIGENCE OF THE OWNER OR THE ENGINEER. 20. THE CONTRACTOR SHALL REMOVE AND/OR RELOCATE ALL OBSTRUCTIONS WITHIN THE STREET RIGHT OF WAY AS DIRECTED BY THE CITY ENGINEER. 21. ALL EXISTING IMPROVEMENTS THAT ARE REMOVED, DAMAGED OR UNDERCUT SHALL BE REPAIRED OR REPLACED AS DIRECTED BY THE CITY ENGINEER AT THE CONTRACTORS EXPENSE. 22, THE CONTRACTOR SHALL NOTIFY THE ENGINEER AND CITY'S BUILDING OFFICIAL 48 HOURS PRIOR TO THE PLACING OF ANY FILL MATERIALS. 23. COMPACTION TESTS SHALL BE PROVIDED BY THE CONTRACTOR AT LOCATIONS TO BE DETERMINED BY THE CITY ENGINEER. 24, THE CONTRACTOR SHALL BE RESPONSIBLE FOR GRADING OF PAD AREA TO WITHIN ± 0.1'. IF GRADED ELEVATION IS FOUND TO BE MORE THAN ± 0.1' OFF OF DESIGN ELEVATION AFTER COMPLETION AND ACCEPTANCE OF GRADING, THE CONTRACTOR SHALL RETURN AND CORRECT THE GRADING AT NO COST TO THE OWNER. 25. ALL FILL SHALL CONFORM TO THE REQUIREMENTS FOR "ENGINEERED FILL" AS DESCRIBED IN THE PRELIMINARY SOILS REPORTS. 26. COMPACTION IN PROPOSED PAVEMENT AREAS SHOULD BE TO A MINIMUM OF 95% OF THE MAXIMUM DENSITY AS OBTAINED BY A.S.T.M. TEST METHOD D1557-78, METHOD A, AND SHOULD EXTEND TO A MINIMUM DISTANCE OF 2' BEYOND THE OUTSIDE EDGES OF PAVEMENTS. 27, UPON COMPLETION OF GRADING AND BEFORE THE START OF CONSTRUCTION, A FINAL SOILS REPORT COVERING THE SITE PREPARATION AND GRADING SHALL BE SUBMITTED BY THE SOILS ENGINEER. 28. ALL SLOPES IN EXCESS OF 1' IN VERTICAL HEIGHT SHALL BE PREPARED AND MAINTAINED TO CONTROL AGAINST EROSION, 29. ALL CUT AND PILL SLOPES GREATER THAN 3.0' HIGH SHALL BE HYDRAULICALLY PLANTED (HYDROSEED) IN A UNIFORM MANNER. TYPE OF SEED SHALL BE APPROVED BY THE CITY BUILDING DEPARTMENT. 30. PALMETTO ENGINEERING AND LAND SURVEYING, INC. SHALL NOT BE RESPONSIBLE OR LIABLE FOR UNAUTHORIZED CHANGES TO, OR USES OF, THESE PLANS. ALL CHANGES TO THESE PLANS MUST BE APPROVED IN WRITING BY PALMETTO ENGINEERING AND LAND SURVEYING, INC. 31. DUST CONTROL: IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO PREVENT A DUST NUISANCE FROM ORIGINATING FROM THE SITE OF WORK AS A RESULT OF HIS OPERATIONS DURING THE EFFECTIVE PERIOD OF THIS CONTRACT. PAVED SURFACES OVER WHICH VEHICULAR TRAFFIC IS PERMITTED TO TRAVEL BE KEPT FREE OF DIRT. 32. DURING GRADING, REASONABLE SEARCHING SHALL BE PERFORMED FOR CONCEALED SUBSURFACE OBSTRUCTIONS. ALL ABANDONED SUBSURFACE OBSTRUCTIONS SHALL BE REMOVED. IF THE TERMINUS OF ANY ABANDONED PIPING IS OUTSIDE THE PROJECTS LIMITS, THE PIPING SHOULD BE REMOVED WITHIN THE PROJECT LIMITS AND PROPERLY CAPPED AT THE PROJECT BOUNDARY. 33. THE CUT AND FILL QUANTITIES ARE CALCULATED USING A COMPACTION FACTOR OF 130%. THE ENGINEER MAKES NO WARRANTY EITHER DIRECT OR IMPLIED THAT THIS WILL BE THE ACTUAL COMPACTION FACTOR. IF A DEFICIENCY OR AN EXCESS OF SOIL OCCURS, THE CONTRACTOR SHALL IMMEDIATELY CONTACT THE ENGINEER, WHO SHALL DETERMINE IF ADJUSTMENTS CAN BE MADE TO IMPROVE THE BALANCE BETWEEN CUT AND FILL. 34. THE CUT AND FILL QUANTITIES SHOWN ON THIS PLAN ARE FOR PERMIT PURPOSES ONLY. THE CONTRACTOR SHALL, AFTER EXAMINING THE PLANS, SOILS REPORT AND THE SITE TERRAIN, SHALL PREPARE HIS BID PRICE FOR THE PROJECT BASED ON HIS OWN ANALYSIS OF THE WORK REQUIRED. 35. CONTOURS SHOWN ON THE PLANS HAVE AN ACCURACY OF PLUS OR MINUS ONE-HALF CONTOUR INTERVAL. 36. PAD ELEVATIONS SHOWN ARE FOR ROUGH GRADING. AFTER COMPLETION OF THE BUILDINGS, ALL LOTS SHALL BE FINE GRADED TO SLOPE TO THE STREETS OR DESIGNED DRAINAGE OUTLET WITH A MINIMUM GRADE OF 1% EXCEPT AS WAIVED BY BUILDING OFFICIAL. 37. THE SOILS ENGINEER MUST APPROVE ALL SOIL COMPACTION INCLUDING THE STABILITY OF ALL SLOPES, BOTH THOSE THAT ARE CREATED BY AND THOSE REMAINING AFTER GRADING OPERATIONS. 38, THE ENGINEER MAY FURNISH REFERENCE LINES AND GRADE STAKES AT THE BEGINNING OF THE WORK TO ESTABLISH ALIGNMENT AND GRADE. ANY GRADE STAKES OR REFERENCE POINTS WHICH MAY BE LOST OR DESTROYED BY THE CONTRACTOR DURING THE PROGRESS OF HIS WORK SHALL BE REPLACED AT THE CONTRACTORS EXPENSE. THE ENGINEER MAY REQUIRE FIELD CHECKS AT ANY STAGE OF THE WORK. THE COST OF THESE FIELD CHECKS SHALL BE BORNE BY THE OWNER. THE CONTRACTOR'S RESPONSIBILITY FOR THIS SECTION WILL NOT APPLY IN THE CASE OF MALICIOUS DAMAGE BY OTHERS. 39. IF THE CONTRACTOR IS IN DOUBT AS TO THE MEANING OF ANY PART OF THE PLAN AND SPECIFICATIONS OR FINDS DISCREPANCIES IN OR OMISSIONS FROM THE DRAWING OR SPECIFICATIONS, HE SHALL SUBMIT A WRITTEN REQUEST FOR AN INTERPRETATION OR A CORRECTION THEREOF, PRIOR TO FILING HIS BID FOR THE PROJECT. 40. EXISTING ABANDONED IRRIGATION FEATURES MAY BE ENCOUNTERED DURING GRADING OPERATIONS. IRRIGATION PIPE, VENT PIPES, STAND PIPES, ETC. SHALL BE REMOVED AND DISPOSED, AND BACKFILLED WITH ENGINEERED FILL AS DIRECTED BY THE SOILS ENGINEER. ADMINISTRATIVE SUMMARY IN BRIEF, THE SUBJECT SITE AND SOIL CONDITIONS, WITH THE EXCEPTION OF THE LOOSE SURFACE SOILS, EXPANSIVE NATURE OF THE CLAYEY SOILS, LOOSELY PLACED FILL, AND PREVIOUS DEVELOPMENT, APPEAR TO BE CONDUCIVE TO THE DEVELOPMENT OF THE PROJECT. THE SURFACE SOILS HAVE A LOOSE CONSISTENCY. THESE SOILS ARE DISTURBED, HAVE LOW STRENGTH CHARACTERISTICS AND ARE HIGHLY COMPRESSIBLE WHEN SATURATED. ACCORDINGLY, IT IS RECOMMENDED THAT THE SURFACE SOILS BE RECOMPACTED. THIS COMPACTION EFFORT SHOULD STABILIZE THE SURFACE SOILS AND LOCATE ANY UNSUITABLE OR PLIANT AREAS NOT FOUND DURING OUR FIELD INVESTIGATION. APPROXIMATELY 1-1/2 FEET OF FILL MATERIAL WAS ENCOUNTERED WITHIN THE NORTH -CENTRAL PORTION OF THE SITE. IN ADDITION, A CANAL HAS BEEN BACKFILLED WITHIN THE SITE. THE THICKNESS AND EXTENT OF FILL MATERIAL WAS DETERMINED BASED ON LIMITED TEST BORINGS AND VISUAL OBSERVATION. THICKER FILL MAY BE PRESENT AT THE SITE. VERIFICATION OF THE EXTENT OF FILL SHOULD BE DETERMINED DURING SITE GRADING. LIMITED TESTING WAS PERFORMED ON THE FILL SOILS DURING THE TIME OF OUR FIELD AND LABORATORY INVESTIGATIONS. THE LIMITED TESTING INDICATES THAT THE FILL SOILS HAD VARYING STRENGTH CHARACTERISTICS RANGING FROM LOOSELY PLACED TO COMPACTED. THEREFORE, IT IS RECOMMENDED THAT THESE FILL SOILS BE EXCAVATED AND RECOMPACTED. PRIOR TO BACKFILLING, THE BOTTOM OF THE EXCAVATION SHOULD BE OBSERVED BY KRAZAN & ASSOCIATES, INC. THE ESTIMATED SWELL PRESSURES OF THE CLAYEY SOILS MAY CAUSE MINOR MOVEMENT EFFECTING SLABS AND POSSIBLE STUCCO OR SIMILAR BRITTLE EXTERIOR FINISHES. TO REDUCE POTENTIAL SOIL MOVEMENT, IT IS RECOMMENDED THE UPPER 18 INCHES OF SOIL WITHIN SLAB -ON -GRADE AND EXTERIOR FLATWORK AREAS CONSIST OF NON -EXPANSIVE ENGINEERED FILL. THE ONSITE SILTY SAND AND SANDY SILT SOILS THAT DO NOT CONTAIN CLAY WILL BE SUITABLE FOR REUSE AS NON -EXPANSIVE ENGINEERED FILL, PROVIDED THEY ARE CLEANSED OF EXCESSIVE ORGANICS AND DEBRIS. HOWEVER, IT MAY BE DIFFICULT FOR THE GRADING CONTRACTOR TO SEPARATE THESE MATERIALS DURING GRADING OPERATIONS. DURING CONSTRUCTION, IT IS RECOMMENDED THAT ADDITIONAL TESTS BE PERFORMED ON THE ON-SITE SOILS TO VERIFY THEIR PHYSICAL AND INDEX PROPERTIES. AS AN ALTERNATIVE TO THE USE OF NON -EXPANSIVE SOILS, THE UPPER 18 INCHES OF SOIL SUPPORTING THE SLAB AREAS CAN CONSIST OF LIME -TREATED CLAYEY SOILS. THE LIME -TREATED SOILS SHOULD BE RECOMPACTED TO A MINIMUM OF 90 PERCENT OF MAXIMUM DENSITY. PRELIMINARY APPLICATION RATE OF LIME SHOULD BE 5 PERCENT BY DRY WEIGHT. ASSOCIATED WITH THESE DEVELOPMENTS ARE BURIED STRUCTURES, SUCH AS UTILITY LINES, IRRIGATION LINES, AND WATER WELLS THAT MAY STILL BE PRESENT AT THE SITE. DEMOLITION ACTIVITIES SHOULD INCLUDE PROPER REMOVAL ALL BURIED STRUCTURES. WATER WELLS SHOULD BE ABANDONED IN . THE TIONS SHOULD BE BACKFILLED WITH ACCORDANCE WITH COUNTY STANDARDS EEULTIN RESULTING EXAVAC ENGINEERED FILL. IT IS SUSPECTED THAT DEMOLITION ACTIVITIES OF THE EXISTING STRUCTURES WILL DISTURB THE UPPER SOILS. FOLLOWING DEMOLITION ACTIVITIES IT IS RECOMMENDED THAT THE DISTURBED SOILS BE REMOVED AND V D OR RECOMPACTED. ANY BURIED STRUCTURES OR LOOSELY BACKFILLED / EXCAVATIONS ENCOUNTERED DURING CONSTRUCTION SHOULD BE PROPERLY REMOVED AND THE RESULTING EXCAVATIONS BAC WITH ENGINEERED FILL. DISTURBED AREAS CAUSED BY DEMOLITION ACTIVITIES BACKFILLED SHOULD BE RECOMPACTED. SANDY SOIL CONDITIONS WERE ENCOUNTERED AT THE SITE. THESE COHESIONLESS SOILS HAVE A TENDENCY TO CAVE IN TRENCH WALL EXCAVATIONS. SHORING OR SLOPING BACK TRENCH SIDEWALLS MAY BE REQUIRED WITHIN THESE SANDY SOILS. IN ADDITION TO THE ABOVE, IT SHOULD BE NOTED THAT NO BOVINE REMAINS WERE ENCOUNTERED IN ANY OF THE SOIL BORINGS DRILLED AS PART OF THIS INVESTIGATION, OR DURING VISUAL RECONNAISSANCE OF THE SITE. AFTER COMPLETION OF THE RECOMMENDED SITE PREPARATION, THE SITE SHOULD BE SUITABLE FOR SHALLOW FOOTING SUPPORT. THE PROPOSED STRUCTURE FOOTINGS MAY BE DESIGNED UTILIZING AN ALLOWABLE BEARING PRESSURE OF 2,000 PSF FOR DEAD -PLUS -LIVE LOADS. FOOTINGS SHOULD HAVE A MINIMUM EMBEDMENT OF 12 INCHES. IN GENERAL, ANY SEPTIC TANKS, DEBRIS PITS, CESSPOOLS, OR SIMILAR STRUCTURES SHOULD BE ENTIRELY REMOVED. CONCRETE FOOTINGS SHOULD BE REMOVED TO AN EQUIVALENT DEPTH OF AT LEAST 3 FEET BELOW PROPOSED FOOTING ELEVATIONS OR AS RECOMMENDED BY THE SOILS ENGINEER. WATER WELLS SHOULD BE ABANDONED IN ACCORDANCE WITH COUNTY STANDARDS. ANY OTHER BURIED STRUCTURES SHOULD BE REMOVED IN ACCORDANCE WITH THE RECOMMENDATIONS OF THE SOILS ENGINEER. RESULTING EXCAVATIONS SHOULD BE BACKFILLED WITH ENGINEERED FILL. FOLLOWING STRIPPING, FILL REMOVAL, DEBRIS REMOVAL, AND DEMOLITION ACTIVITIES, THE EXPOSED SUBGRADE WITHIN PROPOSED BUILDING, EXTERIOR FLATWORK, AND PAVEMENT AREAS SHOULD BE EXCAVATED TO A DEPTH OF AT LEAST 12 INCHES, WORKED UNTIL UNIFORM AND FREE FROM LARGE CLODS, MOISTURE -CONDITIONED TO A MINIMUM OF 2 PERCENT ABOVE OPTIMUM MOISTURE -CONTENT, AND RECOMPACTED TO A MINIMUM OF 90 PERCENT OF MAXIMUM DENSITY BASED ON ASTM TEST METHOD D1557. THE NON -EXPANSIVE FILL MATERIAL SHOULD BE A WELL -GRADED SILTY SAND OR SANDY SILT SOIL. A CLEAN SAND OR VERY SANDY SOIL IS NOT ACCEPTABLE FOR THIS PURPOSE. A SANDY SOIL WILL ALLOW THE SURFACE WATER TO DRAIN INTO THE EXPANSIVE CLAYEY SOIL BELOW, WHICH MAY RESULT IN SOIL SWELLING. IMPORTED FILL SHOULD BE APPROVED BY THE SOILS ENGINEER PRIOR TO PLACEMENT. THE CONTRACTOR SHOULD NOTE THAT THESE SOILS LACK THE COHESION NECESSARY TO STAND VERTICALLY, EVEN IN SHALLOW EXCAVATIONS SUCH AS FOOTING TRENCHES. IF THESE CONDITIONS ARE ENCOUNTERED, IT WILL BE NECESSARY TO OVER -EXCAVATE THE AFFECTED AREA(S) TO A MINIMUM OF 3 FEET BELOW THE PROPOSED BEARING SURFACE. THE UPPER SOILS, DURING WET WINTER MONTHS, BECOME VERY MOIST DUE TO THE ABSORPTIVE CHARACTERISTICS OF THE SOIL. EARTHWORK OPERATIONS PERFORMED DURING WINTER MONTHS MAY ENCOUNTER VERY MOIST UNSTABLE SOILS, WHICH MAY REQUIRE REMOVAL TO GRADE A STABLE BUILDING FOUNDATION. PROJECT SITE WINTERIZATION CONSISTING OF PLACEMENT OF AGGREGATE BASE AND PROTECTING EXPOSED SOILS DURING THE CONSTRUCTION PHASE SHOULD BE PERFORMED. A REPRESENTATIVE OF OUR FIRM SHOULD BE PRESENT DURING ALL SITE CLEARING AND GRADING OPERATIONS TO TEST AND OBSERVE EARTHWORK CONSTRUCTION.
