a. Proclamation to Dustin Contreras, Sandy Woo, and Jane Tucker of
Kern Coalition Against Human Trafficking, declaring Human
Trafficking Awareness Month in Bakersfield during January 2019.
Mr. Contreras accepted the proclamation and made comments.
b. Proclamation to the Ford Dream Builders - Project Escape
the Vape, declaring Voping Awareness Week in Bakersfield
during the week of February 11, 2019.
Ms. Naomi -Grace Jennings, from Stockdale High School, accepted
the proclamation and made comments.
PUBLIC STATEMENTS
a. Curtis Bingham, Sr. expressed appreciation and gave blessings to
Mayor Goh, Councilmembers, and the Police Department
for the work they do for the City.

6. WORKSHOPS
a. Bakersfield Public safety and Vital Services Measure Citizens
Oversight Committee Appointment Voting Method.
(Staff recommends Council determination.)
City Manager Tandy made staff comments.
City Attorney Gennaro made additional staff comments
The following individuals made comments regarding the
appointment method for the Bakersfield Public Safety Vital City
Services Measure Citizens Oversight Committee,
Marilyn Droppers, Co-founder of Community Trustt; Koelyn Peterson,
Greater Bakersfield Chamber of Commerce; Michael Turnipseed,
Kern County Taxpayers Association; Terry Maxwell; and Chad
Garcia.
Motion by Councilmember Smith that all applicants appear on the
ballot with those endorsed by community groups separated from
other applicants; each Councilmember votes for nine
appointments on first ballot; all applicants receiving four or more
votes shall be deemed appointed unless more than nine receive
four plus votes; N more than nine receive four plus votes, the
Council will vote again with only the names of those Individuals that
received four plus votes. This process continues until the positions
are filled.
Vice -Mayor Parlier asked Councilmember Smith to consider an
amendment to his motion, to allow the Mayor to vote to break a tie
If there is a 4-4 vote.
Councilmember Smith amended his motion to the following: all
applicants will appear on the ballot; each Councilmember will vote
for nine appointments on the first ballot; all applicants receiving
over four votes shall be deemed appointed unless more than nine
receive four plus votes; H more than nine receive four plus votes,
the Council will vote again with only the names of those individuals
that received four plus votes; this process continues until the
positions are filled; and Mayor Goh will only vote to break a tie in
the event of a 4-4 vote. Motion passed with Councilmember
Freeman absent.
APPOINTMENTS
a. Appointment of one Regular Committee Member (Ward 7) and
two Alternate Committee Members (Wards I & 3) to the Keep
Bakersfield Beautiful Committee, due to the expiration of terms of
members. (Staff recommends Council determination.)
City Clerk Drimakis announced applications were received from
Paul Yonez, Anna Smith, and Jenifer Pitcher.

LVice -Mayor Fortier nominated Paul Yonez, as the Regular Member,
representing Ward 7.
Councilmember Rivera nominated Anna Smith, as the Alternate
Member, representing Ward 1.
Councilmember Weir nominated Jenifer Pitcher, as the Alternate
Member, representing Ward 3.
Motion made by Vice -Mayor Parlier to approve the Regular and
Alternate Member nominations to the Keep Bakersfield Beautiful
Committee. Motion passed with Councilmember Freeman absent.

1. Appropriate $1,247,753.53 in State of California HEAP Funds
to the Development Services Operating Budget within the
General Fund.
2. Agreement Granting The Mission At Kern County
$1,122,978.53 of HEAP Funding to expand current shelter
capacity by adding 40 additional beds at 816 E. 21 st Street;
and to construct a Community Resource/Day Center at 800
Bakers Street to assist homeless individuals.

Change No. 16-0455. Rich Development, LLC, representing Martin
Boone-Orbis Financial, LLC (property owner), is proposing a
General Plan Amendment on 6.66 acres located on the southwest
corner of the Hosking Avenue/South H Street intersection. The
request includes: (1) an amendment of the Land Use Element of
the Metropolitan Bakersfield General Plan land use designation
from LR (Low Density Residential) to GC (General Commercial) on

City Manager Tandy made staff comments and provided a
PowerPoint presentation.
Vice -Mayor Parlier requested a staff member from the City
Manager's office be assigned as the point of contact regarding this
matter.
Motion by Vice -Mayor Parlier to receive and rile the report. Motion
passed with Councilmember Freeman absent.

14. COUNCIL AND MAYOR STATEMENTS
Vice -Mayor Padier requested staff schedule a workshop the end of this
month to discuss Council goals.
Vice -Mayor Padier requested staff update the City Council's page on the
website.
Vice -Mayor Parlier requested staff provide an update on the recycling
center inspections.
Councilmember Smith expressed appreciation to staff and made
comments regarding Measure N.
Councilmember Sullivan made comments regarding the Community
Awards Breakfast she attended at the MLK Community Center.
