Iq�r 9-04 A RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE TO LIMITED TIME TO COMPLETE THE REMODEL AND RECEIVE POLICE OFFICER STANDARDS TRAINING (POST) APPROVAL OF THE POLICE ACADEMY FACILITY, AND AUTHORIZING RYMAC GENERAL CONTRACTING & CONSTRUCTION SERVICES, INC. TO PROVIDE DESIGN, SELECTIVE DEMOLITION AND CONSTRUCTION MANAGEMENT SERVICES FOR THE REMODEL OF THE POLICE ACADEMY FACILITY NOT TO EXCEED ONE MILLION DOLLARS ($1,000,000). WHEREAS, On November 6, 2018, Measure N was passed by the voters, increasing the sales and use fax within the City of Bakersfield from 7.25 to 8.25 percent; and WHEREAS, the funding from Measure N will go directly to the City to address top community priorities, including enhancing public safety, reducing homelessness and bolstering economic development activities; and WHEREAS, as part of Measure N, it is the intent of the City to add 100 sworn police personnel over the next three years to improve response times, reduce crime, and increase neighborhood police patrols; and WHEREAS, on March 11, 2019, the Citizens Oversight Committee voted to validate the spending proposal to remodel the building located at 4646 California Avenue in Bakersfield, California to repurpose the structure into a Police Academy and Advanced Training Facility (Facility) as part of the City's proposed plan to hire 100 additional sworn police officers; and WHEREAS, the remodel of the Facility will require approval from the Commission on Police Officer Standards and Training (POST), which has indicated in the past that the police department needs its own training facility due to its size and training requirements; and WHEREAS, the first Police Academy to begin to hire the 100 officers is scheduled to begin on August 1, 2019; and WHEREAS, on March 13, 2019, the City received a proposal from RYMAC General Contracting & Construction Services (RYMAC) to provide design, selective demolition, and construction management services; and WHEREAS, due to the time constraints to complete the remodel of the o40AKeq m Page'( of 3 Pages ORIGINAL Facility and receive POST approval, such work can only be reasonably obtained from one vendor because of the restricted availability of such work that can be done on an accelerated time schedule; and WHEREAS, RYMAC is willing to provide the necessary design, selective demolition, and construction management services for the remodel of the Facility; and WHEREAS, once demolition and designs are complete, RYMAC will provide a new proposal for the remodel of selected areas within the Facility to meet POST standards for the training Facility; and WHEREAS, the Public Works Director recommends the Council dispense with bidding requirements, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The City Council finds and declares that the foregoing recitals are true and correct and are hereby incorporated fully as a material part of this Resolution and based upon such matters, the City Council makes the additional findings set forth herein below. 2. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 3. The expenditure of funds for RYMAC to provide the necessary design, selective demolition, and construction management services for the remodel of the Facility shall not exceed One Million Dollars ($1,000,000(. 4.
