RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAKERSFIELD SUPPORTING ASSEMBLY BILL 213 (REYES), AS
CURRENTLY PROPOSED
RECITALS
WHEREAS, Since 2011, revenues allocated to the City of Bakersfield through
the Vehicle License Fee for the purpose of providing expanded services to
annexed areas have been significantly reduced under SB 89; and
WHEREAS, The level of vital amenities provided to annexed areas including
police, fire, street maintenance, parks and recreation and development services
are below those provided to incorporated City areas prior to 2011; and
WHEREAS, The fiscal climate within the State of California has improved to
levels which would allow the cities to receive lost tax revenues previously
allocated under the Vehicle License Fee; and
WHEREAS, California Assembly Member Reyes introduced AB 213 to restore
funds for city annexations and incentives for future annexations to inhabited cities
that had previously annexed in reliance of previous financial incentives; and
WHEREAS, the City Council desire to support AB 213 in order to provide
increased services to previously annexed areas within the City Of Bakersfield and
allow for the consideration of future annexations.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of
Bakersfield as follows:
1. The above recitals are true and correct
2. The City Council hereby confirms its support for AB 213 (Reyes)
3. The Mayor is hereby authorized to send a letter of support and a copy
of this resolution to the following:
a. Honorable State Assembly Member, 47th District, Eloise Reyes;

Manager, League of California Cities; and
g. Meg Desmond, Legislative Policy Development Specialist, League
of California Cities
