HomeMy WebLinkAboutRES NO 030-19RESOLUTION NO. 0 3 0- 19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD OPPOSING OF SENATE BILL 246 (WIECKOWSKI), AS CURRENTLY PROPOSED RECITALS WHEREAS, Existing law imposes various taxes, including taxes on the privilege of engaging in certain activities; and WHEREAS, SB 246 would impose an oil and gas severance tax of ten percent of the average price per barrel of California oil or ten percent of the average price per unit of gas upon any operator for the privilege of severing oil or gas from the earth or water in the State of California; and WHEREAS, The California Department of Tax and Fee Administration would be required to collect the tax and would require all amounts collected, less refunds and administrative costs, to be deposited into the State's General Fund; and WHEREAS, The oil industry is a significant economic driver within the Kern County region, which generates approximately 70 percent of the state's annual oil production; and WHEREAS, The oil industry employs several thousand individuals and generates significant direct and indirect revenues that fund local government services within the region; and WHEREAS, If approved, SB 246 will have a significant effect on oil sector employment and the long term viability of the industry within California; and WHEREAS, Residents in the City Of Bakersfield currently employed in the local petroleum industry would be negatively impacted by the loss and/or reduction of high -wage employment opportunities; and WHEREAS, Additional taxes at the gas pump would result in undue hardship to residents within the City Of Bakersfield who along with the rest of the State of California presently pay the highest percentage of gas taxes in the country. o`` gAHF9N r r m u ORIGINAL NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield as follows: 1. The above recitals are true and correct 2. The City Council hereby confirms its opposition to Senate Bill 246 W ieckowski) 3. The Mayor is hereby authorized to send a letter of opposition and a copy of this resolution to the following: a. Honorable State Senator, 10th District, Bob Wieckowski; b. Honorable State Senator, 14th District, Melissa Hurtado; c. Honorable State Senator, 16th District, Shannon Grove; d. Honorable State Assembly Member, 32nd District, Rudy Salas; and e.
