RESOLUTION OF THE BAKERSFIELD CITY COUNCIL SUPPORTING
CONTINUED FEDERAL FUNDING Of THE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) AND HOME INVESTMENT
PARTNERSHIPS (HOME) PROGRAMS.
WHEREAS, the City of Bakersfield has received Community Development Block
Grant (CDBG) and Home Investment Partnerships (HOME) program funds for more than
40 years and 25 years, respectively; and
WHEREAS, CDBG and HOME are highly successful, locally driven programs that
provide flexible resources to communities to address their most pressing community
development and affordable housing needs; and
WHEREAS, these programs invest in low and moderate income people and
neighborhoods by providing safe, decent, affordable housing; infrastructure
improvements; and job, education, health and family support; and
WHEREAS, any elimination of CDBG and HOME programs will remove $5.1 million
from the City budget annually and four times that amount in leveraged funds to the
City's economy; and
WHEREAS, any loss of CDBG and HOME funding will have a negative impact on
over 179,427 citizens of Bakersfield, including senior citizens, children, homeless veterans,
and business owners; and
WHEREAS, the Mayor and City Council desire to retain these funding sources to
continue delivering vital services to the low and moderate income citizens of
Bakersfield.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and are incorporated herein by
reference.
2. The Bakersfield City Council finds that the federal CDBG and HOME Programs
provide critical support to municipal service activities that benefit low and
moderate income people and neighborhoods throughout Bakersfield.
3. The Bakersfield City Council supports continued federal funding of the CDBG and
HOME Programs.
4. The Bakersfield City Council hereby calls on Congress to support the continued
funding of the CDBG and HOME Programs to protect the vital programs of the
U.S. Department of Housing and Urban Development.

BE IT FURTHER RESOLVED, by the City Council of the City of Bakersfield that official
copies of this Resolution will be sent to the Congressional members that represent the
residents of Bakersfield.
