Game 2 will also be hosted at home tomorrow night at 7:00 p.m. See below for a photo from last Saturday’s round 1 series-clinching game against the Colorado Eagles, played in front of a packed crowd of 8,000+! Notable Items  A few weeks ago I noted the need and desire to reestablish a public information officer role within the City Manager’s Office. This position will greatly assist the organization by more effectively communicating important information to the community and external stakeholders. Staff has been working on developing an updated job specification and is planning to bring this item to the City Council on May 22nd for consideration. If approved, my office will begin the recruitment process immediately, with the intent to fill the positions as soon as possible.  Two large events will be underway this weekend, according to Visit Bakersfield. The Sweet Adelines Sequoia Pacific Regional Convention returns to Rabobank Arena May 2-5. Since 2014, this event has brought choruses from Central and Southern   General Information May 3, 2019 Page 2   California, and Nevada to Bakersfield each year, and is committed to be in Bakersfield each year through 2020. Also from May 3-5 the USA BMX Golden State Nationals returns at Metro BMX, 3805 Chester Avenue. Bakersfield also hosted this event in 2018. The population estimate for Bakersfield as of 1/1/2019 is 389,211. This represents a 1.1 percent growth or an increase of 4,290 people compared to revised estimates from January 2018. Bakersfield remains the 9th largest city within the state, ahead of Anaheim (359,339) and below Oakland (432,897). Bakersfield had the 7th highest numeric change of population state wide and had the 2nd highest percentage increase in population among the top 10 largest cities within the state (Sacramento was #1 at 1.5 percent). Statewide, the population growth rate was 0.47 percent, which represents the slowest growth rate in the State’s history. This rate is driven by a significant decline in births, down by more than 18,000 over the previous year, as well and data reflecting lower student enrollment. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  This past Saturday, the Bakersfield Police Department, in collaboration with the Bakersfield City School District and Westchester Kiwanis, hosted a “Kids and Cops” day at Fremont Elementary. This event hosted 30 fourth grade students to participate in a variety of games with staff from the Bakersfield Police Department. This was the first event for Fremont Elementary and the second year this event has been held with BCSD and Westchester Kiwanis.   General Information May 3, 2019 Page 3    This past Monday, the Bakersfield Police Department hosted the monthly training Principled Policing. There were seven community members in attendance who were able to assist and convey some of questions community may have about law enforcement. Members are the community are welcome and encouraged to attend this important training. Please reach out to the Bakersfield Police Department if you are interested in attending.  Yesterday, the Bakersfield Explorer Post 521 held a graduation ceremony for 19 new explorers at Centennial High School. At the graduation ceremony, Explorer Ortiz was awarded the David Nelson Scholarship. Congratulations to all!   General Information May 3, 2019 Page 4   Traffic Advisories  Weekend closure re-scheduled for Truxtun Avenue The around-the-clock closure on Truxtun Avenue has been rescheduled to Friday, May 3rd at 9:00 p.m. continuing through Monday, May 6th at 5:00 a.m. The closure will affect both directions of travel between the westbound Westside Parkway on-ramp and Commercial Way. The westbound on-ramp will remain open to traffic, but the eastbound off-ramp will be closed throughout the weekend. Through traffic will need to detour around the closure by using California Avenue and Mohawk Street. Directional signage will be in place. Alternatively, motorists can use Rosedale Highway. The closure is needed to safely remove falsework from the newly constructed bridges crossing over Truxtun Avenue. Reports  Streets Division work schedule for the week of May 6th Event Notifications  Event Calendar for the Rabobank Arena, Theater & Convention Center  The Greater Bakersfield Chamber of Commerce’s Leadership Bakersfield Class of 2019, in partnership with the City of Bakersfield Police Department, invites you to attend the Innocent Victims of Gang Violence Awareness Event and Memorial on Saturday, May 11th, 2019 at Lowell Park, located at 800 4th Street. The event will run from 10:00 a.m. to 1:00 p.m. There will be a resource fair during that time, and a memorial ceremony at 11:00 a.m. with a bench dedication and guest speakers.  The Bakersfield Fire Department will be hosting the First Annual Bakersfield Public Safety Day on Saturday, May 11 from 10:00 a.m. – 2:00 p.m. at Fire Station 1 located at 2102 H Street. There will be live equipment demonstrations, antique and modern engines on display, and activities for families.  As a reminder, the City of Bakersfield Bike and Pedestrian Safety Plan study online interactive survey map is available for input up to July 15th. This important survey will help staff get resident feedback in addition to data collected over the year. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  The construction contract for the final phase of the Centennial Corridor project—the Mainline —was rescheduled to the May 8 City Council meeting for consideration of approval. Construction is expected to begin in summer 2019 with completion anticipated in 2022. Security Paving Company submitted the low bid of $147 million. This phase constructs the mainline between the Westside Parkway and State Route 58, as well as the State Route 99 connector ramps. PROJECT STATUS 24th Street Improvement Project Contractor: Griffith Company 24% complete; anticipated completion: spring 2020 Drainage work continued last month in various areas along 23rd Street and 24th Street. This work addresses the recurrent flooding issues along the corridor. The contractor completed the drainage work on the north side of 24th Street between C Street and D Street and repaved this section of the roadway in April. The contractor also completed the drainage work along the north side of 23rd Street and repaved the exposed lanes between D Street and M Street, allowing eastbound traffic to shift onto the new pavement. The contractor will now work on the drainage along the south side of 23rd Street. Traffic was shifted to the south between Oak Street and Beech Street last month to allow for construction of new lanes on the north side of 24th Street within the residential section of the corridor. This work also includes curb, gutter, sidewalks and adjacent driveway modifications. Access to and from the north side of 24th Street will remain closed at Spruce Street, Pine Street, Cedar Street, and Alder Street until this work is completed, which is anticipated in mid-May. The contractor will then begin working on the new raised median in this area. Centennial Corridor The multi-phased Centennial Corridor project includes four large contracts and one smaller contract. The first three phases are under construction. A smaller contract for a roundabout at the State Route 43/Stockdale Highway intersection and the final phase of Centennial Corridor are expected to begin in summer 2019. Completion of all phases is anticipated in 2022. May 2019 TRIP Status Report TRIP Status Report May 2019 Page 2 Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 75% complete; anticipated completion: summer 2019 This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline. The contractor placed concrete for the deck on the second bridge crossing Truxtun Avenue last month. This bridge will be part of the westbound off-ramp to Mohawk Street. Falsework from both of the new structures at Truxtun Avenue will be removed during a weekend road closure in May. Concrete barrier rail is under construction on the new Mohawk Street exit bridge over the Kern River. This work continues into May. All of the falsework has been installed for the mainline Kern River Bridge widening. The contractor is currently forming and placing reinforcing steel for the stems and soffit (girders and bridge bottom). This work will continue through May. There will be several concrete pours scheduled for the widened river bridge as this structure requires more than 7,000 cubic yards of concrete—more than the combined total concrete in the three other bridges constructed during this phase. This bridge will carry eastbound and westbound Centennial Corridor mainline traffic. Additional work scheduled in May includes: paving, backfill, and various electrical and fiber optic work items. Embankment construction between the Kern River and Truxtun Avenue is also ongoing. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 21% complete; anticipated completion: spring 2020 Construction of the new Belle Terrace Bridge is underway. The contractor is excavating for the abutment on the west side of State Route 99. Structure excavation and concrete placement was completed at the column footings for the Belle Terrace Bridge within the freeway median in April. Work on the new northbound State Route 99-to-eastbound State Route 58 Connector Bridge continued last month. The foundations, bridge abutments, columns and falsework are all complete. Reinforcing steel and formwork is being installed above the falsework for the bridge superstructure. The first major concrete pour for the superstructure (stems and soffit) is scheduled for mid-May. Formwork construction and reinforcing steel installation for the top deck of this bridge will follow shortly thereafter. Construction of the retaining wall along the outside shoulder of northbound State Route 99 is ongoing. This wall allows for the widening of northbound State Route 99 between the northbound Ming Avenue to State Route 99 on-ramp and the northbound State Route 99-to-eastbound State Route 58 connector ramp. Soil improvements behind the wall are nearly complete and construction of permanent wall improvements is ready to begin. Storm drain improvements have been completed along Alamo Street. A temporary road has been constructed along the new Alamo alignment to maintain access to area residences while the Belle Terrace Bridge is under construction. TRIP Status Report May 2019 Page 3 Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company 2% complete; anticipated completion: summer 2021 This phase of the project reconstructs the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and the westbound bridge crossing over State Route 99 will be widened. The eastbound and westbound State Route 58 connectors will be combined into one branch connecting to southbound State Route 99. The project will shift the southbound State Route 99 entrance to the Ming Avenue off-ramp northward and construct a barrier-separated connector to Ming Avenue. Sound walls will also be constructed with this phase of the project. The contractor permanently closed the westbound State Route 58 off-ramp at Real Road last month. Motorists can enter and exit State Route 58 at the H Street/Chester Avenue interchange. To access southbound State Route 99, motorists can use either California Avenue or Ming Avenue. Freeway-to- freeway access will continue during construction. A temporary ramp will be built to maintain access from westbound State Route 58 to southbound State Route 99 during the reconstruction of the westbound- to-southbound loop connector ramp. Southbound State Route 99 between State Route 58 and Ming Avenue was restriped in April to allow excavation to begin on the Ming Avenue off-ramp structure and the Belle Terrace Pump Plant. Excavation work will be underway throughout the month of May. The contractor also plans to begin the partial demolition of the westbound State Route 58 bridge over State Route 99 in advance of widening this structure. Phase 4 – Mainline 0% complete; anticipated completion: summer 2022 This phase will construct the freeway mainline and connector ramps between State Route 58/State Route 99 and the Westside Parkway. The construction contract was re-scheduled to the May 8 City Council meeting for consideration of approval. Construction is expected to begin in summer 2019 with completion anticipated in 2022. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company 0% complete; anticipated completion: 2020 This project will improve traffic circulation by replacing the existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection. Utility relocations are currently underway. Construction is scheduled to begin in summer 2019.
