The assessment was performed on March 4, 2019. FACS’s assessment was conducted in general compliance with the Above Storage Tank (AST) Bakersfield’s permit guidelines and with the oversight of Shane Gardner the Hazardous Materials Specialist for the Bakersfield Fire Department. Prior to implementing any intrusive activities at the Site, on February 28, 2019, FACS contacted the Bakersfield Fire Department. Mr. Shane Gardner, the Hazardous Materials Specialist for the Bakersfield Fire Department had overseen the removal of the AST that was completed by MD Concrete Cutting and Demolition on February 28, 2019 (Permit No. 19-10000105). As part of the AST removal activities, soil sampling in the vicinity of the former AST was required. On March 4, 2019, FACS advanced one soil boring using a hand auger to a depth of two feet below surface grade (bgs). The soil sample did not exhibit VOCs and TPH gasoline concentrations above the laboratory method reporting limits. TPH diesel, and motor oil reported concentrations at 24 milligrams per kilograms (mg/Kg) and 41 mg/Kg, respectively. Metals detected were barium (125 mg/Kg), cadmium (0.64 mg/Kg), chromium (12.0 mg/Kg) cobalt (8.32 mg/Kg), copper (10.6 mg/Kg), lead (10.3 mg/Kg), nickel (7.18 mg/Kg), vanadium (37.0 mg/Kg), and zinc (48.4 mg/Kg). A summary of the analysis results for TPH and detected metals are represented in Tables 1 and 2, respectively. FACS compared the reported concentrations to the Regional Screening Levels, Resident Soil (RSL). The reported concentrations were below the applicable RSL. The objective of the investigation was to evaluate the presence of TPH, VOCs, and metals, above relevant laboratory reporting limits in association with the former operations of the AST. Additional site investigation activities associated with the AST removal are not recommended at this time. If concrete, soils, or groundwater located on the site are to be disturbed during future excavations or construction activities, affected soil or groundwater encountered should be properly characterized, treated, and/or disposed in accordance with applicable local, state or federal regulations. www.forensicanalytical.com Forensic Analytical Consulting Services 2 of 4 Limited Soil Assessment Introduction Forensic Analytical Consulting Services (FACS), on behalf of Hal Hays Construction Inc., (Client) conducted a Limited Site Investigation at Cal Water station 49-02 located at 3333 Stockdale Hwy., Bakersfield, CA 93309 (Site). The Site location map is included as Figure 1. The assessment was performed on March 4, 2019. This report contains the findings and recommendations from our investigation. FACS’s assessment was conducted in general compliance with the Above Storage Tank (AST) Bakersfield’s permit guidelines and with the oversight of Shane Gardner the Hazardous Materials Specialist for the Bakersfield Fire Department. Scope of Work The objective of the investigation was to evaluate the presence of total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), and metals, above relevant laboratory reporting limits in association with the former operations of the AST. Field Activities Pre-Field Activities Prior to implementing any intrusive activities at the Site, on February 28, 2019, FACS contacted the Bakersfield Fire Department. Mr. Shane Gardner, the Hazardous Materials Specialist for the Bakersfield Fire Department had overseen the removal of the AST that was completed by MD Concrete Cutting and Demolition on February 28, 2019 (Permit No. 19-10000105). As part of the AST removal activities, soil sampling in the vicinity of the former AST was required. Soil Borings On March 4, 2019, FACS advanced one soil boring using a hand auger to a depth of two feet below surface grade (bgs). The sample location was selected downgradient to the former AST. The sample location is presented as Figure 2. In addition, the soil samples were field screened using sensory methods and a calibrated photoionization detector (PID) to detect the presence of total VOCs. No odors were detected in the soil samples. Soil PID readings did not exceed ambient air readings, observed at 0.0 parts per million by volume (ppmv). Soil Sampling FACS’s soil sampling program involved collecting one soil sample from the bottom of the boring at two feet bgs. The soil sample was collected and placed in laboratory prepared glass jar and placed on ice in a cooler. The sample cooler and completed chain-of-custody form was relinquished to Enthalpy Analytical Laboratory, in Orange, California for standard turnaround time using a courier service. Laboratory Analytical Methods The soil sample was analyzed for VOCs by United States Environmental Protection Agency (EPA) Method 8260B, California Administrative Metals (CAM) 17 metals by EPA Method 6010B, and TPH by EPA Method 8015M. Laboratory results are summarized in Tables 1 and 2. The executed chain-of-custody form and laboratory data sheets are provided in Appendix A. www.forensicanalytical.com Forensic Analytical Consulting Services 3 of 4 Limited Soil Assessment Data Evaluation Soil Samples The soil sample did not exhibit VOCs and TPH gasoline concentrations above the laboratory method reporting limits. TPH diesel, and motor oil reported concentrations at 24 milligrams per kilograms (mg/Kg) and 41 mg/Kg, respectively.
