BAKERSFIELD SUPPORTING SENATE BILL 742, AS CURRENTLY
PROPOSED
RECITALS
WHEREAS, Existing law authorizes the Department of Transportation to
contract with Amtrak to provide commuter and intercity rail passenger services;
and
WHEREAS, Amtrak Thruway Bus Network is one of the largest intercity bus
networks in the United States connecting over 250 communities throughout
California and major cities in Nevada; and
WHEREAS, Existing law also authorizes the department to provide funding to
Amtrak to contract for rail feeder bus services operated in conjunction with the
intercity trains; and
WHEREAS, Existing law is subject to the restriction that the bus service be
used only by passengers who are connecting to or from a train; and
WHEREAS, Commuter access to and from the City Of Bakersfield to the
greater southern California area is currently limited to few public and personal
transportation options; and
WHEREAS, Senate Bill 742 would authorize the department to provide
funding to Amtrak for the purpose of entering into a contract with a motor carrier
for the intercity transportation of passengers over regular routes, including
passengers who are not connecting to a passenger rail service; and
WHEREAS, SB 742 would authorize a public or private transit operator to
enter into a ticket -selling agreement with Amtrak, a joint powers authority or any
other public or private transit operator that provides intercity transportation of
passengers by motor carrier over regular routes; and
WHEREAS, SB 742 provisions would increase state revenues, provide
improved access to priority and underserved communities, reduce greenhouse
gases and air pollution emissions by diverting trips that would have been
otherwise taken by an automobile, and provide better utilization of current
infrastructure and reduce congestion on state freeways.
