AMENDMENT NO.4 TO RESOLUTION NO. 064-18
SETTING SALARIES AND RELATED BENEFITS FOR
OFFICERS AND EMPLOYEES OF THE GENERAL
SUPERVISORY, POLICE SUPERVISORY, AND
MANAGEMENT UNITS
WHEREAS, Resolution No. 064-18 sets salaries and related benefits for
employees of the General Supervisory, Police Supervisory, and Management Units,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 064-18 is hereby amended as follows:
1. Resolution No. 064-18 is hereby amended by revising the salaries of
the following class titles in the General Supervisory, Police Supervisory, and
Management Units:

CLASS TITLE: PUBLIC INFORMATION OFFICER
As a member of the City Manager's senior leadership team, this position will serve as the City's
dedicated professional providing accurate, timely information to the public in an effort to better
highlight the City's goals, policies, programs, services and projects.
The followina typical tasks and responsibilities are representative of this class. They are descriptive,
not limitina.
Essential Duties:
• Works with other City divisions in the preparation and dissemination of news
• Works closely with the Mayor, City Council, and City Manager, Division / Department heads
and other Managers in the dissemination of public information.
• Creates content for the weekly completion of General Information memo
• Produces press releases, advisories, videos and other materials in order to generate positive
new coverage about the City of Bakersfield and its programs and policies.
• Represents the City at various events and presents information to community groups about
major city initiatives and priorities
• Serves as a community liaison between community groups and individuals in relations with City
departments to resolve issues or concerns such as homelessness, emergency communications,
and other services
• Works with journalist from all media sources to coordinate media responses from City
employees and take corrective actions when media information is inaccurate or adversely
affects the reputation of the City and its leadership and personnel
• Participates in meetings of the City Manager's Executive Leadership Team
• Assumes responsibility for ensuring the duties of the position are performed in a safe and
efficient manner
• Performs other duties as assigned that may include analysis, budget -related activities, or
presentations
DISTINGUISHING CHARACTERISTICS:
The Public Information Officer will report to the City Manager's Office and acts as the City's
spokesperson. The incumbent will have regular contact with elected and appointed official, various
media, staff, citizens, and a variety of other customers. The Public Information Officer creates and
directs information to the public via official City social media, web site platforms, and other various
media, along with handling any complaints. The incumbent may also coordinate with existing PIO's
in the Fire Department and Police Department, as well as PIO's in other local, regional and statewide
agencies in which the City is engaged.
MINIMUM QUALIFICATIONS:
Knowledge of:
• Principles and practices of journalism and public relations, including understanding of
requirements of various media.
• Social Media marketing (Facebook, Twitter, Instagram, etc.)
• Techniques and methods used in development and evaluation of communications FgAKF9
• Organization, services and functions of municipal government.

• Requirements of the Freedom of Information Act and the Brown Act

• Principles and practices of public speaking
• English grammar
Ability to:
• Provide professional leadership and direction in matters involving public relations
• Update and maintain various websites and / or social media
• Respond to day-to-day media inquiries
• Coordinate various City news platforms and manage the City's overall messaging
• Create a cohesive and comprehensive approach to public information dissemination and
media relations
• Plan, organize, develop and implement communication strategies aimed at facilitating
communication between various internal and external stakeholders, such as the City staff, City
Council, citizens, and media outlets
Trainina and Experience:
• Graduation from an accredited college or university with a Bachelor's degree in Public
Relations, Journalism, Communications, Political Science, or a related field.
• Three (3) years of professional experience in public relations, communications, public
information, and print media. Prior governmental experience preferred
• Additional qualifying experience may be substituted for the required education on a year for
year basis
• Must successfully pass a background investigation
Licenses and Certificates:
• Possession of a valid California Class "C" driver's license
Physical Conditions or Special Working Conditions:
• May be required to work additional hours, as needed, including evenings, weekends, or
holidays.
