There were no public statements.
3. ADOPT AUGUST 7, 2017 AGENDA SUMMARY REPORT
The Commission adopted the August 7, 2017 report. Commissioner Honaker
motioned, Commissioner Carter second. Motion passed 5-0.
4. NEW BUSINESS
A. Staff Presentation – Teen Government Day
Ms. Carrier presented on the annual Teen Government Day that took
place the week prior. The ordinance that created the City Youth
Commission says the commission should have a role in Teen Government
Day.
Commissioner Carter recommends the quotes page, which can include accomplishments during their tenure as a commissioner. This project will
be included for the November 2018 Teen Government Day.
B. Staff Presentation – Commission Recruitment Outreach
Ms. Carrier presented on recruitment efforts for the two vacant regular
commissioner positions and five vacant alternate positions.
Commissioner Carter asked to confirm that outreach will be done to High School Counselors through direct phone calls. Commissioner Honaker inquired as to commissioner involvement in recruitment and Chair Garcia
suggested presence at a promotional table during school lunches.
Staff can inquire about tabling with high schools.
C. Roundtable
Commissioner Paterno recommended an alternate form of
communication for commissioners than e-mail. Suggestions included google classroom or text messaging, as students may not check their e-
mails often, but always have their phones.
Commissioner Honaker would like the commission to reschedule their
retreat.
Commissioner Garcia asked if there was an application deadline.
Applications are accepted on a rolling basis.
Commissioner Honaker suggested coming up with a date while present.
Ms. Carrier suggested a retreat before a future scheduled meeting.
Commissioner Honaker asked if potential applicants can come to the
retreat. They can, as commission meetings are open.
Commissioner Carter pointed out that with school schedules, it may be
difficult to have a retreat before a regularly scheduled meeting.
Chair Garcia suggested voting on the January 6th, 5pm date at Firehouse
during the December meeting.
5. COMMISSION COMMENTS
Commissioner Paterno requested that electing a Vice Chair be on the
December meeting agenda.
Ms. Carrier reminded of past speakers that were not able to present from
Keep Bakersfield Beautiful and from Improvement District 4 and that they are
open to future presentations and engagement.
Chair Garcia asked for an update on the Youth Conference. Ms. Carrier confirmed there is no further update on the Youth Conference. 6. ADJOURNMENT

•Originally installed in 1977.•Public playground design,
manufacture, installation and repair are highly regulated by ASTM ( American Society for Testing and
Materials) and CPSC (Consumer Product Safety Commission)•Five of six sections have been
replaced over time. •Most common vandalism is caused by burning a hole in the plastic or
striking it with a hammer.•This appears to have been stomped on by one or more adults until it
failed.

•Replacement sections for current
(old) slide no longer available.•New slide is custom design,
manufacture and installation.•Cost for new slide $5,800.•Other Labor, Equipment and
Material cost +- $3000•Cost may increase due to new slide
footings being placed in existing ADA surfacing.

Timeline
•Slide reported damaged in early September 2017.•The manufacturer was sent photos of the damage the day after it
was reported.•Within a week the manufacturer contacted the city with information that a replacement part was not available.•Design and fitment of a new custom slide was completed in early October 2017.•Manufacturing of the new slide was completed in Late
November 2017.•The slide is due for delivery to city in early December 2017.•Installation of new slide is scheduled to be complete by end of
December 2017.Unfortunately, during the replacement process of the “Tube Slide” another slide at Quailwood Park called a “Twist and Shout” received similar damage.

Beale Park Restroom
•Recent damage caused by vandals using a baseball bat. •Plumbing in wall was damaged.•Restroom was closed for one day. •Porcelain urinal cost $500 each.
•Stainless steel partition damaged by baseball bat.•Partitions cost $500 each •Plumbing, fixture and partition replacement cost $2,200 for materials . •Restroom was closed for a day. Labor, equipment and materials cost $2,900.

Polo Grounds Rail Fence
•Fence is located in the Polo Grounds Community of northwest Bakersfield.•Posts and Rails are made of concrete.•The design is patented and currently only available from a single source.•The installation is unique with no mechanical connection between posts and rails. •Posts and Rails cost about $100 each but they are so heavy, shipping costs double the price. •Most damage occurs near schools or bus stops.
Polo Grounds Rail Fence
•Because posts are set in the sidewalk an area around the damaged post must be saw cut out, large enough to remove the footing when replaced. •If the posts were not precisely placed when originally installed rails easily fall out.
The replacement process is labor intensive: 1 Requires saw cutting around the damaged post. 2. Post and footing are so heavy they require removal with a backhoe.
3. New post must be precisely set, backfilled with a concrete footing and must dry overnight. 4. Next day 4-5 lengths of rail must be “backed off” so one new can be
installed. 5. Finally, the saw cut area of sidewalk is replaced and finished. An experienced two person crew can only complete three sections in an
eight hour shift.
We need your help in educating other students that vandalism to public property hurts everyone in the community. EVERYONE!!
Littering, graffiti and theft are related issues effecting parks.
Some ideas that you can do to help:
create a video to be posted on city’s webpage
use social media to educate your peers
present your campaign at a City Council meeting in May, 2018
