1.0 INTRODUCTION
This report presents the results of a tank removal conducted by D n J Construction at 3221 Taft Highway,
Bakersfield, California on March 4 -5, 2013. The objective was to assess the soil beneath the four 12,000 -
gallon diesel and gasoline underground storage tanks (USTs) following excavation and removal. The two
eastern 12,000- gallons USTs were removed, and the two western 12,000 - gallon USTs were abandoned in-
place due to the installation of these two tanks beneath a canopy footing (Figure 1).
Tank removal procedures were performed under the supervision of the City of Bakersfield Fire Department
Mr. Ernie Garcia) and a permit was obtained from the Cityfor the removal. D n J Construction conducted the
UST removal and abandonment in place; Adams Services cleaned the tank interiors and transported the
rinseate and two USTs for offsite disposal; Mr. Jonathan Buck and Mr. Peter Anderson, Professional
Geologists, of Advanced Environmental Concepts, Inc. (AEC), collected the required soil samples.
This report includes background information regarding existing site characteristics, local geology and
hydrology, tank removal procedures, sample collection procedures, analytical results, and related conclusions
and recommendations. Report appendices contain Figures (Appendix A), Uniform Hazardous Waste
Manifest (Appendix B), Tank Destruction Certification (Appendix C), Dry Ice Receipt (Appendix D), City of
Bakersfield Building Permit (Appendix E), San Joaquin Valley Air Pollution Control District Permit (Appendix
F), City of Bakersfield Fire Department Permit (Appendix G), and Laboratory Reports /Chain -of- Custody
Documents (Appendix H).
2.0 PROCEDURES
The USTs were located at 3221 Taft Highway and constructed of single -wall steel that had been lined at a
prior date. The following UST removal services were conducted during the course of this project on behalf of
Happy Mart:
Excavated the backfill surrounding the USTs;
Decontaminated the interiors of the four 12,000 - gallon USTs with a high - pressure washer and
collect, transport, and dispose of the rinseate generated during the tank cleaning process;
Inert the tanks prior to removal using solid Carbon Dioxide (dry ice);
Measure LEL and Oxygen using a recently calibrated meter;
Remove the tanks from the excavation using the backhoe and transport to a metals recycling
facility;
Inert the two USTs to be abandoned in -place using a 2 -sack sand slurry
Collect soil samples from beneath tank inverts and former dispenser locations;
Backfill the excavation;
Summarize these procedures in the form of a "Tank Closure Report".

3.0 PHYSICAL CHARACTERISTICS
3.1 Site Description
Advanced Environmental Concepts, Inc.
The property is located at 3221 Taft Highway in Bakersfield, California. The four 12,000 - gallon USTs
were located beneath a concrete pad and partially beneath a corrugated metal roofed canopy that
provided protection over the dispenser locations.
3.2 Site Hydrogeology
The subject property is located in the southeastern end of the San Joaquin Valley where the Sierra
Nevada, Great Valley, and Coastal Range physiographic provinces meet. The southern end of the
Sierra Nevada province is composed of a massive block of igneous and metamorphic rock of
Mesozoic age and older. This Sierran block, 40 to 100 miles wide and 400 miles long, slopes five to
seven degrees beneath the San Joaquin Valley. The Coastal Range province on the west consists of
tectonically deformed and fractured marine and non - marine sedimentary rocks of Jurassic,
Cretaceous, and Tertiary age which dip eastward beneath the San Joaquin Valley. The Great Valley
province is a broad asymmetrical synclinal trough, which is known as the Sacramento Valley in the
north and the San Joaquin Valley in the south. Beneath the southern San Joaquin Valley floor, the
Sierran plutonic and metamorphic rock is overlain by consolidated marine rocks of Jurassic and
Cretaceous age. These rocks are overlain by continental marine and non - marine sedimentary rocks
of Tertiary age. These continental deposits are consolidated to semi - consolidated, fossilferous
sandstone, siltstone, and shale which thicken toward the south and west. The Tertiary rocks are
overlain by unconsolidated continental deposits consisting of Pliocene to Holocene river and lake
sediments of gravel, sand, silt, and clay. Surface features of the floor of the San Joaquin Valley
consist of dissected uplands, alluvial fans, overflow areas, and lake bottoms. Dissected uplands lie
between the mountains and the nearly flat Valley floor and are manifest in low lying hills through which
perennial and intermittent streams flow. These features consist of reworked older alluvium. The
alluvial fans are the sites of active stream deposition of sand and silts derived from the Sierra Nevada
and the dissected uplands. The overflow lands and lake bottoms lie in the central part of the Valley
where silt and clay accumulate in quiet lake and marsh environments.
The Central Valley of California is underlain by a broad and deep hydrogeologic unit consisting of soil
and rock of varying porosity and permeability. Physical dimensions are approximately 50 miles wide
at the widest point in the Valley, 400 miles long, and as much as 2,000 feet deep. Recharge to
regional aquifers consists of infiltration of seasonal precipitation and percolation of surface waters.
The Valley aquifer of greatest storage, highest quality, and greatest accessibility for domestic and
agricultural use consists of the alluvial and lacuslrine continental deposits extending to depths of
1,500 to 2,000 feet beneath the San Joaquin Valley floor. Lithology and hydraulic properties of these
sediments are largely the product of the sediment source and the depositional environment. These
sediments range in size from clays to boulders and include all mixtures between the extremes. Those
of the west side of the Valley are derived largely from the Coastal Ranges, which tend to consist of
shales and fine sandstones with limited permeability. The east side sediments are derived mainly
from granitic materials of the Sierra Nevada which are generally coarser and much more permeable.
The majority of groundwater pumped from beneath the Valley floor occurs within unconsolidated
continental deposits. The groundwater flow direction (gradient) beneath the site is estimated to be
toward the west. Using data published by the Kern County Water Agency, depth to first unconfined
groundwater is estimated range between 100 and 150 -feet below ground surface (bgs) beneath the
site area.
3.3 Soil Profile
Native soil within the excavation consisted of well graded, moist, sand from below grade level to

approximately 17 -feet bgs.
4.0 TANK REMOVAL PROCEDURES

AEC witnessed the excavation and removal of the two USTs and abandonment in -place of the two USTs
during March 4 -5, 2013. The four 12,000 - gallon USTs were oriented north -to- south. The concrete surface
was saw -cut, the concrete removed, then the top and sides of the USTs were uncovered. The tanks were
triple- rinsed by Adams Services and the rinseate generated during the cleaning was pumped into the vacuum
truck for offsite removal. No visually stained soil nor hydrocarbon odor were detected during the removal of
the soil surrounding the USTs. After cleaning the tank interiors, the USTs were inerted with 20- pounds of dry
ice per 1,000 - gallons of capacity.
The AEC Professional Geologist supervised the monitoring of the oxygen concentration and lower explosive
limit (LEL) within the tank interiors using an RKI Eagle LEL/Oxygen meter and approved the removal of the
underground storage tanks. The two eastern tanks were removed from the excavation using a crane and
loaded onto flatbed trailers for disposal at a metal recycler. The liquid waste and rinseate removed from the
USTs was transported for disposal to DeMenno Kerdoon, located in Compton, California, under Uniform
Hazardous Waste Manifest #010396291JJK.
4.1 Soil Sample Location and Collection Procedures
A total of 33 individual soil samples were collected at the subject site as part of the UST removal
procedures from beneath each 12,000 - gallon tank and dispenser location (2' and 6' beneath the
bottom of the tanks and dispensers). No visual indications of hydrocarbon contamination were
observed during the UST removal procedures and subsequent soil sample collection procedures.
All sample collection locations and procedures were conducted in accordance with UST removal
permit requirements of the BCFD. The following protocol was observed during sampling procedures:
A hand auger was used to excavate a representative sample of native soil from beneath the ends
and middle of each UST and beneath the former dispenser locations;
An AEC geologist pushed a clean sampling container into an undisturbed portion of the soil within
the auger bucket, leaving no head space within the container;
The sampling containers were labeled, placed in a sealable plastic bag, and stored in a cooler
chilled to approximately 4- degrees Centigrade;
The soil samples were recorded on a Chain -of- Custody document to ensure sample integrity and
traceability;
Analytical tests were performed by Associated Laboratories, a California - certified Laboratory
located in Orange, California.
5.0 LABORATORY ANALYSIS and RESULTS
The analyses specified and performed on the soil samples were in accordance with accepted State of
California Department of Health Services (DHS) laboratory procedures for total petroleum hydrocarbons as
gasoline (TPH -g and diesel), and EPA Method 8021 B for volatile aromatic compounds (MTBE, benzene,
toluene, ethylbenzene, and total xylenes). The analytical results are summarized in the following table and the
laboratory reports and chain of custody documents are presented in Appendix D of this report.
Units of measurement presented in Table 1 are reported in milligrams per kilogram (mg /kg), equivalent to
parts per million (ppm) for total gasoline and diesel -range hydrocarbons (TPH -d, g) and volatile organic
compounds (benzene, toluene, ethylbenzene, total xylenes, and MTBE).

6.0 CONCLUSIONS
Advanced Environmental Concepts, Inc.
Non - detectable to trace concentrations of volatile organic compounds, TPH- diesel, and TPH- gasoline were
indicated in the soil samples collected from beneath the four USTs and dispensers.
7.0 RECOMMENDATIONS
Based on the "non - actionable" hydrocarbon and VOC concentrations beneath the former USTs and
dispensers, AEC recommends no further investigation appears warranted for this site.
8.0 LIMITATIONS
This work has been performed in accordance with generally accepted tank removal and environmental
science and engineering practices. Conclusions and recommendations are based upon information collected
and compiled during the tank removal and data supplied by the Client. No other warranty, expressed or
implied, is given.
The soil samples for this project were obtained on a finite grid; hence, the laboratory results are indicative of
discrete samples and are not meant to be misconstrued as representative of unsampled areas.

4, No operator ofa retail gasoline outlet shall operate or allow the operation of an ARB certified Phase 11 vapor recovery
system unless operating instructions for the system 1) are posted, noticeable, and readable from any place from which
gasoline may be dispensed from the operation; 2) describe clearly how to fuel vehicles correctly using the station's
dispensing nozzles; 3) include a warning that topping, off may result in spillage or recirculation of gasoline and is
prohibited; and 4) display prominently the District's or the ARB's toll -free telephone number, or both, and the
Information that such number or numbers can be used to register complaints regarding the operation of the vapor
recovery system. [District Rule 4622]
5. The Phase I and Phase II vapor recovery systems and gasoline dispensing equipment shall be maintained without leaks
as determined in accordance with the test method specified in this permit. [District Rules 4621 and 4622]
6. A leak is defined as the dripping ofVOC- containing; liquid at a rate of more than three (3) drops per minute, or the
detection of any gasoous or vapor emissions with a concentration of total organic compound greater than 10,000 ppmv,
as methane, above background when measured in accordance with EPA Test Method 21. [District Rules 4621 and
4622]
a7. No gasoline delivery vessel shall be operated or be allowed to operate unless valid State of California decals are
displayed on the cargo container, which attest to the vapor Integrity of the container. [District Rule 4621]
8. No person shall operate any ARB certified Phase H vapor recovery system or any portion thereof that has a major
defect or an equipment defect that is identified in any applicable ARB Executive Order until the following conditions
have been met; 1) the dufoot has been repaired, replaced, or adjusted as necessary to correct the defect; 2) the District
Q
has been notified, and the District has reinspected the system or authorized the system for use (such authorization shall
not include the authority to operate the equipment prior to the correction ofthe defective components); and 3) all major
defects, after repair, are duly entered into the Operations and Maintenance (O &M) manual. [District Rule 4622]
9. Upon identification of any major defects, the permittee shall tag "Out -of -Order" all dispensing equipment for which
vapor recovery has been impaired. Tagged equipment shall be rendered Inoperable and the tag(s) shall not be removed
until the defective equipment has been repaired, replaced, or adjusted, as necessary. In the case of defects identified by
the District, tagged equipment shall be rendered inoperable, and the tag shall not be removed until the District has been
notified of the repairs, and the District has either reinspected the system or authorized the tagged equipment for use.

10. The permittee shall implement a periodic maintenance inspection program for the certified Phase 11 vapor recovery
system consistent with the requirements ofthis permit. The program shall be documented in an operation and
maintenance (0 &M) manual and shall at a minfinum contain the following information: 1) copies ofall vapor recovery
performance tests; 2) all applicable ARB Executive Orders, Approval Letters, and District Permits; 3) the
manufacturer's specifications and instructions for installation, operation, repair, and maintenance required pursuant to
ARB Certification Procedure CP -201, and any additional instruction provided by the manufacturer, 4) system and/or
component testing requirements, including test schedules and passing criteria for each ofthe standard tests required by
this permit (the owner /operator may Include any non -ARB required diagnostic and other tests as part of the testing
requirements), and 5) additional O &M instructions, ifany, that are designed to ensure compliance with the applicable
rules, regulations, ARB Executive Orders, and District permit conditions, including replacement schedules for failure
or wear prone components. [District Rule 4622]
11. The permittee shall conduct periodic maintenance inspections based on the greatest monthly throughput of gasoline
dispensed by the facility in the previous year as follows: A) less than 25,000 gallons - one day per week; B) 25,000
gallons or greater - five days per week. All inspections shall be documented within the O &M manual. [District Rules
4621 and 4622]
12. Periodic maintenance inspections of the Phase I vapor recovery system shall include, at a minimum, verification that 1)
the fill caps and vapor caps are not missing, damaged, or loose; 2) the fit) cap gasket and vapor cap gaskets are not
missing or damaged; 3) the fill adapter and vapor adapter are securely attached to the risers; 4) where applicable, the
spring- loaded submerged fill tube seals properly against the coaxial tubing; 5) the dry break (poppet- valve) Is not
missing or damaged; and 6) the submerged fill tube is not missing or damaged. [District Rule 4621]

13. IfFranklin Fueling Systems (FFS) PV -'Zero pressure/vacuum vent valve is installed, the permittee shall conduct the
Mowing maintenance for the pressure vacuum vent valve, at least once every 12 months: 1) visually inspect the
housing, pipe fittings, and rain cap for obvious signs ofdamage, missing parts, or fluid leaks, 2) visually inspect the
rain cap, from ground level, for signs of bird nets or inscot activity, and 3) drain and inspect the fill fluid per the
Fluid Inspection Procedure" described in the Executive Order specified in this permit. [District Rule 46211
14, Periodic maintenance inspections of the Phase II vapor recovery system shall include, at a minimum, verification that

number and toxic warning signs; 2) the following nozzle components are in place and In good condition as specified in
ARB Executive Order as applicable: faceplatelfaeecone, bellows, latching device spring, vapor check valvo, spout
proper diameter /vapor collection holes), insertion interlock mechanism, automatic shut -off mechanism, and hold open
latch (unless prohibited by law or the local fire control authority); 3) the hoses are not torn, flattened or crimped; 4) the
vapor path ofthe coaxial hoses associated with bellows equipped no2?Jes does not contain more than 100 ml of liquid
ifapplicable; and 5) the vapor processing unit is functioning properly, for operations that are required to have or
jj possess such a unit. [District Rule 4622]
j 15. In the event of a separation due to a drive off, the pertittee shall, unless otherwise specified in the applicable ARB
Executive Order, conduct a visual inspection of the affected equipment and replace the affected nozzles, coaxial hoses,
breakaway couplings, and any other damaged components with now or certified rebuilt components that are ARB
certified. The activities shall be documented in accordance with the requirements ofthis permit before placing; the
affected equipment back in service. [District Rule 4622]
a16. The gasoline throughput at this facility shall not exceed 600,000 gallons per year. [District Rule 4622]
17. The permittee shall conduct all periodic vapor recovery system performance tests specified in this permit, no more than
30 days before or after the required compliance testing date, unless otherwise required under the applicable ARB
Executive Order. [District Rules 4621 and 46221
18, The permittee shall perform and pass a Static Torque of Rotatable Phase I Adaptors test using ARB procedure TP-
201,1B within 60 days after initial start -up and at least once every 36 months thereafter. [District Rule 462 1]
19. The permittee shall perform and pass a Pressure Integrity of Drop Tube Drain Valve Assumbly Test using ARB TP-
201.1C or it Pressure Integrity of Drop Tube Overfill Protection Devices Test using ARB TP- 201.1D ifan overfill

20. The permittee shall perform and pass a Static Leak Test for Underground Tanks using AR13 TP -201 .3 in accordance

Test using the test procedure defined in the Executive Order specified In this permit for the Phase 11 Vapor Recovery

26. Ifa Liquid Condensate Trap is installed it shall be (1) maintained without leaks; (2) accessible for inspection upon
request; (3) capable ofautomatic evacuation of liquid; and (4) equipped with an alarm system in case of failure ofthe

n 27. A person conducting testing of, or repairs to, a certified vapor recovery system shall be in eomplianco with District
Rule 1177 (Gasoline Dispensing Facility Tester Certification). [District Rules 4621 and 4622]
28. A person performing installation of, or maintenance on, a certified Phase 1 or Phase H vapor recovery system shall be
certified by the ICC for Vapor Recovery System Installation and Repair, or work under the direct and personal
supervision of an individual physically present at the work site who is certified. The ICC certification shall be
renewed every 24 months. [District Rules 4621 and 4622]
0 29. Proof of the ICC certification and all other certifications required by the Executive Order and installation and operation
manual shall be made available onsite. (District Rules 4621 and 4622)
30. The permittee shall notify the District at least 7 days prior to each performance test, The test results shall be submitted
to the District no later than 30 days after the completion ofeach test. [District Rules 4621 ]
31. The permittee shall maintain a copy of all test results. The test results shall be dated and shall contain the name,
address, and telephone number ofthe company responsible for system installation and testing. [District'Rule 4622)
32. The permittee shall maintain on tho premises a log of any repairs made to the certified Phase I or Phase fT vapor
recovery system. The repair lop; shall include the following: 1) date and time ofeach repair, 2) the name and
applicable certification numbers of the person(s) who performed the repair, and ifapplicable, the name, address and
phone number of the person's employer; 3) description of service performed; 4) each component that was repaired,
serviced, or removed; 5) each component that was installed as replacement; if applicable; and 6) receipts or other
documents for parts used in the repair and, if applicable, work orders which shall include the name and signature of the
person responsible for performing the repairs. [District Rule 4622]
U 33. The O &M manual shall be kept at the dispensing operation and made available to any person who operates, inspects,
maintains, repairs, or tests the equipment at the operation as well as to District personnel upon request. [District Rule
4622]
34. The permittee shall maintain monthly and annual gasoline throughput records. [District Rules 4621 and 4622]
35. All records required by this permit shall be retained on -site for a period ofat least five years and shall be made
available for District inspection upon request. [District Rules 4621 and 4622)
