The tanks will be accessed via existing sumps and manways, no excavation or hot work is expected. The interior of the tanks will be cleaned and visually inspected prior to the lining being electrically tested. Remaining product —water or sediment —will be pumped out by Sessions using an explosion -proof pneumatic pump and stored in appropriate DOT drums. Hazardous waste drums will be properly labeled and disposed of by the client. No smoking will be allowed on site. The work area will be barricaded from traffic. The store will remain open during the inspection process. The product and vapor lines will be disconnected and blanketed off. Before any work begins in the tank, it will be degassed (ventilated) to remove any fuel vapors. Ventilation: Preliminary Safety Considerations: The concentration of flammable vapors in a tank may go through the flammable range before a safe atmosphere is obtained. It is necessary that precautions be taken to eliminate the possibility of discharge of static electricity during the degassing procedures. Special considerations must be given to ensure that the vapors are not vented into an area where they could produce a hazardous condition. The air compressor must be located where the intake will not induct hazardous vapors. It is best if the air compressor and other equipment that is capable of producing a source of ignition is placed upwind from the location of ventilation. Vapors should never be dispersed under a covered area such as the station canopy or trailer. The tank must contain NO MORE than ONE INCH of liquid before the tank is ventilated. Sessions' Site Specific Health, Safety and Work Plan 3300 Plant Rd., Bakersfield, CA 93309 Ventilation Procedure: Ventilation of the tank can be accomplished by an air driven air mover. The eductor is placed on the fill tube and essentially draws a vacuum on the tank and sucks air from the tank through the fill. The eductor must be properly bonded and grounded to prevent the possibility of static electricity generation and discharge. The intake opening, the vent, must be unblocked to prevent a vacuum that could collapse the tank. When using this method, the fill (drop) tube must remain in place to assure that the vapors will be drawn from the bottom of the tank. Gasoline vapors are heavier than air and the drop tube assures that the ventilation is occurring at the bottom of the tank where gasoline vapors are expected to accumulate. An extension must also be used to discharge vapors above the ground a minimum of twelve feet above grade. This extension helps insure that vapors do not build up at ground level. A safe working environment will be established if the following safety procedures are followed: the eductor needs to be properly grounded; vapors must be dispersed in a manner that they are not accumulating in one area or are exposed to a source of ignition. Sessions' Site Specific Health, Safety and Work Plan 3300 Planz Rd., Bakersfield, CA 93309 Tank Air Monitoring: Gasoline is a flammable liquid with a lower explosive limit (LEL) of 1.4 %. Required confined space air monitoring will be conducted by the on -site supervisor using a combination oxygen meter /flammability meter (sniffer). The oxygen concentration will first be measured then the LEL will be measured. Sessions will also measure the general hydrocarbon concentration (HC) using the part per million (ppm) scale. The atmosphere inside the tank will be monitored when first opened each day, and frequently throughout the day. The sniffer will be properly calibrated at all times according to the manufacturer's specifications. Any confined space that has not been monitored by the sniffer will not be entered by any person. LEL and Oxygen Levels: Tank entry: LEL must be LESS THAN 5% Oxygen must be GREATER THAN 19.5% HC must be LESS THAN 300 ppm (without air - purifying respirator) Hot work /cutting: LEL must be LESS THAN 10% Tank Entry: Personal Protective Equipment (PPE): Workers who will enter the tank will be equipped as follows: Ear protection (if noise is excessive) Gloves (at all times) Sturdy boots (at all times) Flame- retardant coveralls (at all times) Full -face supplied air respirator (for initial entry to remove sediment) Air - purifying respirator (whenever HC is GREATER THAN 300 ppm) Full -body harness connected to a lifeline and extraction device (at all times) Ventilation; Ventilation must be continued throughout tank entry, regardless of LEL, HC and Oxygen levels. It is recognized that if ventilation is stopped, even though the atmosphere in the tank was within the safe range, hazardous vapors could accumulate again. Ventilation and air monitoring are the keys to a safe confined space. A confined space which is not being constantly ventilated should never be entered by anybody. There will be at least TWO confined space certified workers on site at all times. All on site workers will be aware of all safety and emergency procedures. They will have reviewed and understood this work plan before arriving on site. All personnel will be familiar with required PPE. Tank Cleaning: Safety Precautions: Ventilation must be continued throughout the cleaning process. A full -face supplied air respirator must be worn at all times, in conjunction with flame retardant coveralls and the full body harness connected to a lifeline and extraction device. The atmosphere inside the tank will be continuously monitored with the sniffer throughout the cleaning operations. An attendant will be present at all times to control the safety of the entrant. All tools and equipment will be non - sparking. Procedure: Using rags, shovels and 5- gallon buckets, the tank is mucked out using a rope and pulley system. Once the tank is free of all sludge, the tank is wiped down using wet rags. Tank Lining Inspection: Safety Precautions: All electrical equipment will be explosion proof or intrinsically safe. Sessions will aid TA's Tank Inspection Welding Services in abiding by the Tank Entry safety considerations including; LEL and oxygen monitoring, continuous ventilation and an attendant for the tank entrant. The tank inspection will only be conducted AFTER the tank has been thoroughly cleaned of hazardous residuals. When the holiday test is being performed, a fire extinguisher should be kept in the tank as flammable materials may be ignited by sparks from the holiday tester. Before the lining is tested, it will be carefully visually inspected by both Sessions and TA's Tank Inspection & Welding Services to confirm the tank is free of fluid pockets. Equipment: Holiday Tester Mil Gauge Ultrasonic Thickness Meter Hardness Tester Air Test: Procedure: Once the tank is sealed, Sessions will perform a pressure test on the tank to confirm the tank is properly sealed. If the tank is tight, the tank will hold 3 -5 PSI for 1 hour. We will also perform a vacuum test to confirm that the lining is still properly bonded to the tank metal.
