Good News!
• We received sales tax results for the first quarter of 2019. The first quarter revenues
came in 14.53% higher than the first quarter of 2018. Measuring the annualized results
of the most recent 4 quarters our sales tax revenues are 6.91% higher than the previous
4 quarters. These results are well above our +2.0% budget estimate for the current
year and clearly this is a very positive and encouraging trend. We will have one more
quarter of results prior to finalizing the revenue figures for the 2018-19 fiscal year. A
memo with more details from the Finance Department is attached for your
information.

• Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of June. The report gives a summary of each TRIP project in
construction, in design, and under review. Completion percentages and pictures of projects are also included.
• Park crews recently completed work on the median near the intersection of Calloway
& Stockdale. The improvements took only a few days over a two-week period and included planting trees, cleaning the textured hardscape, and spreading woodchips
for more consistent coverage of the median. See the following page for before and
after photos.

Tonight is the kick off for the summer movie series hosted by the Recreation and
Parks Department. The first movie, Spider-man Into the Spider-Verse, will be shown at
the Park at Riverwalk at approximately 8:00 p.m.
Please join City staff and the Youth commission for “Speak Out, Sing Out”, an
information fair that will be held prior to the start of the movie also on June 7th at the
Park at River Walk from 6:00-8:00 p.m. (revised time). This mini fair is an opportunity for
teens to learn more about city services, share feedback, and get involved in more
City programs. See the attached flyer for more details.

Beale Band concerts featuring the Bakersfield Municipal Band begin this Sunday,
June 9 at 7:00PM. Concerts are free to attend and take place weekly on Sundays
through the month of June. Attendees are encourages to bring chairs or blankets.

Traffic Advisories
Sunday night closures on Westside Parkway and Truxtun Avenue
Nighttime lane closures have been scheduled for the Westside Parkway and Truxtun
Avenue on Sunday, June 9, between 9 p.m. and 5 a.m. The closures are needed to
complete roadway striping and to remove temporary concrete barrier rail from Truxtun
Avenue. This work was rescheduled from an earlier date.
Both directions of Truxtun Avenue will be closed in the vicinity of the Westside Parkway
on- and off-ramps on Sunday night. The westbound on-ramp will remain open, but the
eastbound off-ramp will be closed. Motorists will need to detour around the closure by
using California Avenue or Rosedale Highway.
Eastbound Westside Parkway will also be closed between Mohawk Street and Truxtun
Avenue while work is underway. During the closure, eastbound motorists will need to
exit the freeway at Mohawk Street and use either California Avenue or Rosedale
Highway to continue east.
All lanes and ramps are expected to re-open in time for the morning commute. These
closures may continue Monday night, if necessary.

The City of Bakersfield is applying for a Proposition 68 grant for new park
development in a Ward 1 neighborhood located just west of Union Avenue
between Pacheco and Panama. The public is invited to provide input at the last of
three held at 6800 Brahma Street on June 12th, 10:00 a.m.
The grant is due August 5th and award announcements are expected in early 2020.

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please contact Janet

MILESTONES
Mark your calendars and join us for the Centennial Corridor Mainline groundbreaking on June 12 at
9:30 a.m. The event will be held atop the new westbound Mohawk Street exit bridge, offering a
spectacular view of the future freeway corridor and its connection with the Westside Parkway.
Guests will need to enter the event site from northbound Mohawk Street. Parking will be along the
newly paved ramp between Mohawk Street and the bridge. Please ride share.
Work is scheduled to begin on the $147 million construction project in July and completion is
anticipated in 2022. This phase of the Centennial Corridor project will construct the mainline
between the Westside Parkway and State Route 58 as well as the State Route 99 connector ramps.
Concrete was placed for the stems and soffit (girders and bottom) on the new northbound State
Route 99 to eastbound State Route 58 connector ramp in May. The pour required 608 cubic yards of
concrete and took 12 hours to complete. Crews are now forming the top deck and the deck pour is
anticipated in mid-June. This structure is part of Centennial Corridor Phase 2.
The California Transportation Commission allocated $3.3 million from the State Highway Operation
Protection Program in May for Centennial Corridor Phase 2. These funds will pay for the additional
soil stabilization required for the new retaining wall along State Route 99.
PROJECT STATUS
24th Street Improvement Project
Contractor: Griffith Company
28% complete; anticipated completion: spring 2020
The contractor has paved the new lanes on the north side of 24th Street between Beech Street and
Bay Street. Work on the new curb, gutter, sidewalks and driveway modifications for adjacent residents
was also underway in May. Access to and from the north side of 24th Street remains closed at Spruce
Street, Pine Street, Cedar Street, and Alder Street until this work is completed. The contractor will then
begin working on the new raised median in this section of the corridor.

Work began last month in both directions of 24th Street between the Kern River bridge and Oak Street.
Construction has also started on an adjacent retaining wall, allowing for roadway widening in this area.
Crews have begun work on a new sound wall along the north side of 24th Street at Olive Street. Work
on a new sound wall on the south side of 24th Street between the A Street alley and C Street is expected
to begin in June.
Drainage work continues along the south side of 23rd Street between D Street and M Street. Irrigation
and electrical work will also be ongoing at various locations along the corridor in June.
Centennial Corridor
The multi-phased Centennial Corridor project includes four large contracts and one smaller contract. The
first three phases are under construction and the final phase, which will construct the mainline, is
expected to begin in July. A smaller contract for a roundabout at the State Route 43/Stockdale Highway
intersection is scheduled to begin in mid-June. Completion of all phases is anticipated in 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
85% complete; anticipated completion: summer 2019
This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound
exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound
bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline.
The contractor placed concrete for the stems and soffit (girders and bridge bottom) on the first half of
the widened Kern River Bridge. Crews continued to form and place reinforcing steel for the stems and
soffit on the second half of the widened bridge. The widened bridge connects Centennial Corridor with
the Westside Parkway and will carry eastbound and westbound Centennial Corridor mainline traffic.
The contractor paved the future westbound off-ramp between Mohawk Street and the new exit bridge
over the river in May. Crews are currently working on the concrete barrier rail on this bridge. (The
Centennial Corridor groundbreaking ceremony will take place on this bridge on June 12; it provides an
excellent view of the corridor and surrounding area.)
Additional work scheduled in June includes: paving, electrical and fiber optic work in various locations.
Embankment construction between the Kern River and Truxtun Avenue is also ongoing.
Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction
31% complete; anticipated completion: spring 2020
Construction of the new Belle Terrace Bridge continued in May. Bridge columns were constructed
within the State Route 99 median. Approximately 20,000 cubic yards of soil were removed from the west
side of State Route 99 to make room for the new bridge abutment. The abutment footing has been
completed and construction will continue in June.
The contractor placed concrete for the stems and soffit (bottom deck and girders) of the new
northbound State Route 99 to eastbound State Route 58 connector ramp bridge last month. Crews are
forming and placing reinforcing steel for the top deck of the bridge, and a concrete pour for the deck is
anticipated in mid-June. Removal of the existing falsework at this bridge should occur a few weeks
following the deck pour.

Construction of the retaining wall along the outside shoulder of northbound State Route 99 continues.
This wall will retain soil between Ming Avenue and the connector ramp to eastbound State Route 58.
The retaining wall is needed to allow for freeway widening in this area. Wall construction will continue
through the month of June.
Phase 3 – Bakersfield Freeway Connector
Contractor: Security Paving Company
2% complete; anticipated completion: summer 2021
This phase of the Centennial Corridor reconstructs the westbound-to-southbound loop ramp at the
State Route 58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State
Route 58 and the westbound bridge over State Route 99 will be widened. The eastbound and westbound
State Route 58 connectors will be combined into one branch connecting to southbound State Route 99.
The project shifts the southbound State Route 99 entrance to the Ming Avenue off-ramp northward and
constructs a barrier-separated connector to Ming Avenue.
The contractor began clearing the site in May; these activities will continue in June. Required utility
relocations are underway. The contractor has started working on the drainage systems at the Elcia Basin
and this work will continue in June.
Phase 4 – Mainline

A groundbreaking ceremony has been scheduled for Wednesday, June 12. Join us atop the new
westbound Mohawk Street exit bridge at 9:30 a.m. as we kick-off the final construction phase of
Centennial Corridor. Construction is expected to begin in July.
State Route 43/Stockdale Highway Roundabout
Contractor: Griffith Company
0% complete; anticipated completion: spring 2020
This project will improve traffic circulation by replacing the existing 4-way stop with a roundabout at
the State Route 43 (Enos Lane) and Stockdale Highway intersection.
Utility relocations are currently underway. Construction is scheduled to begin in mid-June.
