TEIR Corp was subcontracted by Sessions to conduct soil sampling, laboratory analysis, and preparation of this Tank Closure Report The tank removal activities were performed on March 14, 2013 under permit with the Bakersfield Fire Department Office of Environmental Services (BFD OES) (see Attachment 1 for a Photographic Log). SITE DESCRIPTION The site is Ithe Beacon Liquors, 6495 South Union Avenue, Bakersfield, Kern County, California (see Figure 1 — Site Location Map). The site is located in a mixed commercial and residential area flanking South Union Avenue and East Panama Lane (see Figure 2 - Site Vicinity Aerial. The site is identified as Assessor's Parcel Number (APN) 413- 020 -05 (see Figure 3 - Assessor's Parcel Map). The site is at an elevation of approximately 350 feet above mean sea level, and the topography is relatively flat with a slight slope to the southwest. The site is located within the southeast quarter of the southeast quarter of Section 19, Township 30 South, Range 28 East, Mount Diablo Baseline and Meridian. Located at the site were three10,000- gallon gasoline USTs, four MPDs on two islands, and associated product and vapor recovery piping (see Figure 4 — Plot Plan). The subject site is located within the San Joaquin Valley, approximately 15 miles west of the Sierra Nevada, 30 miles east of the Temblor Range, and 30 miles north of the San Egmidio Range. GEOLOGY The subject site is located on the eastern flank of the San Joaquin Valley and west of the southern Sierra Nevada. The surface of the San Joaquin Valley is composed primarily of unconsolidated Pleistocene (1.6 million to 11,000 years ago) and Recent (11,000 years ago to the present) alluvial sediments. Beneath the alluvial sediments are older, predominantly lake -bed deposits. These lie unconformably on Mio- Pliocene marine sediments, which extend to a crystalline basement at a depth of approximately 20,000 feet below grade (fbg). At the subject site, surface deposits consist of Quaternary recent) unconsolidated alluvium overlying Quaternary (Pleistocene) nonmarine sediments. Geologic deposits in the study area include Pleistocene alluvial sediments that form a homocline dipping gently to the west- southwest. The deposits are alluvium consisting of indurated and dissected fan deposits (California Division of Mines and Geology, 1965, Geologic Map of California, Bakersfield Sheet). Surface soils are classified by the Soils Conservation Services as Kimberlina - Urban Land - Cajon Complex and are characterized as 35 percent Kimbedina fine, sandy loam with moderate permeability; 30 percent Urban land with impervious surfaces and altered fills; and 20 percent Cajon loamy sand wfth high permeability. In the region of the site, the Tertiary sedimentary sequence from top to bottom is nonmarine Kern River Formation, nonmarine Chanac Formation, marine Santa Margarita Formation (possibly interfingering with Chanac Formation due to tentative correlation of type Santa Margarita Formation west of the San Andreas Fault), marine Round Mountain Silt, marine Olcese Sand, marine Freeman Silt, marine Jewett Sand and Pyramid Hill member, marine Vedder Sand, nonmarine Walker Formation. Of these, only the Kern River, Chanac, and Santa Margarita formations are important to the hydrogeology of the site. The Tertiary, nonmarine Kern River Formation is unconformably overlain by bouldery terrace deposits of Quaternary Older Alluvium. Two naturally occurring geologic units are present in the near surface at the site. The two natural units are the Tertiary (Miocene to Pliocene), nonmarine Kern River Formation and Quaternary (Pleistocene) Older Alluvium. The Older Alluvium forms a thin terrace deposit lying unconformably on the Kern River Formation. Mr. Raj Manjit Beacon Liquors April 3, 2013 - Page 3 Quaternary Older Alluvium: The middle to lower Pleistocene (Bartow, J.A., 1984, Geologic Map and Cross Sections of the Southeastern San Joaquin Valley, California, USGS Map 1- 1496), Older Alluvium is a flat -lying terrace deposit approximately 5 to 10 feet thick that overlies the erosional surface of the Kern River Formation. The Older Alluvium is composed of very coarse material, with boulders as large as 50 cm in diameter. Clastic material composition includes granitic and dioritic crystalline rocks characteristic of the Sierra Nevada batholiths, quartzite characteristic of pre- batholithic rocks, and volcanic and related rocks such as andesite and dark siliceous agate typical of Neogene deposits of the Mojave Desert. In some locations, caliche rims have developed between clasts. Kern River Formation: The age of the Kern River Formation includes upper Miocene and Pliocene, and possibly Pleistocene. The Kern River Formation is composed of interstratified fanglomeratic deposits and silty claystones. Within the fanglomerates are conglomerate beds with cobbles as large as 20 cm in diameter, and in some areas fanglomerate beds exhibit cross bedding from 2.5 to 5 meters thick. The silty claystone beds, which would serve as low- permeability barriers to vertical migration, are laterally continuous to as much as several thousand feet, but are locally truncated by sandy fanglomerate units. Another important factor in considering the potential for migration is the lack of secondary permeability within the Kern River Formation as no secondary cracks, small faults, or gypsum veins are observed. Chanac Formation: The Chanac Formation of upper Miocene age is not exposed on or near the site, but outcrops in the cliffs northeast of the site along the Kern River bluffs at Hart Park. It is a thinly bedded, chalky siltstone exhibiting many secondary cracks and gypsum veins. HYDROGEOLOGY The site is located in the southern portion of the Great Valley geomorphic province. The Great Valley is a north- south- trending valley, approximately 400 miles long by 50 miles wide, the southern portion of which is known as the San Joaquin Valley. Surface water and groundwater in the San Joaquin Valley are derived predominantly from the Sierra Nevada to the east and are transported by five major rivers, the closest to the site being the Kern River. The subject site is located approximately 2 miles north of the Kern River. The depth to the regional, unconfined aquifer is in excess of 100 fbg, and the groundwater gradient is to the southwest. The nearest known occurrence of perched groundwater is five miles to the northth of the site at a depth of 20 fbg flanking the Kern River. No perched groundwater is known to exist beneath the subject site. The State Water Resources Control Board (SWRCB) reports that there are several municipal water supply wells located within a mile of the site including a municipal water well located within 1,000 feet of the site. The groundwater is considered to be potable and suitable for beneficial use. Mr. Raj Manjit Beacon Liquors April 3, 2013 - Page 4 TANK REMOVAL SOIL SAMPLING On March 14, 2013, the USTs, MPDs, and product piping were removed from the site. 'VEIR Corp was contracted to provide a California Professional Geologist to collect soil samples at the direction of Mr. Ernie Medina with the BFD OES. Soil samples TKA W -2 and TKA W-6, and TKA E -2 and TKA E-6; TK -2W -2 and TK -2W-6, and TK -2E -2 and TK -2E-6; and TK -3W -2 and TK -3W -6, and TK -3E -2 and TK- 3E-6 were collected from 2 and 6 feet beneath the invert at the western and eastern ends of the northern, central, and southern 10,000 - gallon gasoline USTs, respectively; soil samples SWD -2 and SWD-6; and SED -2 and SED-6 were collected from 2 and 6 feet beneath the southern MPDs on the western and eastern islands, respectively; and two composite soil samples (SPNE and SPSE) were collected from the northern and southern portions of the stockpiles of soils excavated during the removal of the overburden exposing the USTs and piping (see Figure 2 for the sample locations). Because the northern MPDs on both the western and eastern islands had been positioned above the southern of the three USTs and soil samples were already being collected from beneath the USTs, no additional samples were collected from beneath the two northern MPDs. All sampling equipment was washed with a non - phosphate cleanser, pre- rinsed with tap water, and finally rinsed with deionized water prior to sampling. The soil samples were collected from the backhoe bucket. The soil samples were stored in 2- inch - diameter brass tubes, sealed with Teflon TM liners and end caps, labeled, placed in an ice chest at a temperature of less than 4'C, and transported to a California State - certified laboratory for analysis. Sample identification and chain -of- custody procedures were followed for the samples to ensure sample integrity and to document sample possession from the time of collection to the ultimate destination. The sample labels identified the job number, sampler, date and time of collection, and a sample number unique to each sample. The soil samples were analyzed at Moore Twining Associates, Inc. (MTA) for total petroleum hydrocarbons (TPH) as gasoline, benzene, toluene, ethylbenzene, and total xylenes (BTEX), methyl tertiary butyl ether (MTBE), tertiary butyl alcohol (TBA), diisopropyl ether (DIPE), ethyl tertiary butyl ether ETBE), tertiary amyl methyl ether (TAME), ethylene dibromide (EDB), and 1,2- dichloroethane (1,2 -DCA), using Environmental Protection Agency (EPA) Method 8260, as well as total lead using EPA Method 6020. TPH as gasoline was detected in 10 of the 16 soil samples collected from beneath the USTs and MPDs, reaching a maximum concentration of 18 mg /kg in soil sample TK -3E -2, which was collected from 2 feet beneath the invert at the east end of the southern 10,000 gasoline UST. Benzene was detected in 2 of the 16 soil samples collected from beneath the USTs and MPDs, reaching a maximum concentration of 0.0014 mg /kg in soil sample SED -2, which was collected from 2 feet beneath the southern MPD on the eastern island. Toluene was detected in 10 of the 16 soil samples collected from beneath the USTs and MPDs, reaching a maximum concentration of 0.072 mg /kg in soil sample TK -3E -2, which was collected from 2 feet beneath the invert at the east end of the southern 10,000 gasoline UST. Total xylenes were detected in 10 of the 16 soil samples collected from beneath the USTs and MPDs, reaching a maximum concentration of 2 mg /kg in soil sample TK -3E -2, which was collected from 2 feet beneath the invert at the east end of the southern 10,000 gasoline UST. MTBE was detected in 1 of the 16 soil samples collected from beneath the USTs and MPDs, at a concentration of 0.0089 mg /kg in soil sample TK -3E -2, which was collected from 2 feet beneath the invert at the east end of the southern 10,000 gasoline UST. TBA was detected in 1 of the 16 soil samples collected from beneath the USTs and MPDs, at a concentration of 0.68 mg /kg in soil sample TK -3E -2, which was collected from 2 feet beneath the invert at the east end of the southern 10,000 gasoline UST. DIPE, ETBE, TAME, EDB, and 1,2 -DCA were not detected in the soil samples. Total lead was detected in all 16 of the soil samples at concentrations, varying from 1.6 mg /kg to 19 mg /kg, which are less than the California Code of Regulations (CCR) Title 22 total threshold limit concentration (TTLC) and consistent with the concentration of total lead observed in near surface soils in the Bakersfield area (see Table 1 - Summary of Soil Sample Analytical Results and Attachment 2 for the Laboratory Report). TPH as gasoline was detected in both of the two soil samples collected from the stockpile at concentrations of 0.24 mg/kg and 0.12 mg/kg in samples SPNE and SPSE, respectively. Total xylenes were detected in one of the two soil samples collected from the stockpile, at a concentration of 0.00827 mg/kg in soil sample SPSE, which was collected from the southeastern portion of the stockpile. MTBE was detected in both of the two soil samples collected from the stockpile at concentrations of 0.0076 mg/kg and 0.0076 mg/kg in samples SPNE and SPSE, respectively. Benzene, toluene, ethylbenzene, DIPE, ETBE, TAME, EDB, and 1,2 -DCA were not detected in the two stockpile samples. Total lead was detected in both of the two soil samples collected from the stockpile at concentrations of 6.9 mg /kg and 7 mg /kg in samples SPNE and SPSE, respectively, which are less than the CCR Title 22 TTLC and consistent with the concentration of total lead observed in near surface soils in the Bakersfield area (see Table 1 and Attachment 2). CONCLUSIONS AND RECOMMENDATIONS Based on the soil sampling and laboratory analytical results, petroleum hydrocarbons were detected at trace concentrations beneath the three 10,000 - gallon gasoline USTs and MPDs, total lead was detected at concentrations that are less than the CCR Title 22 TTLC, and consistent with the concentration of total lead observed in near surface soils in the Bakersfield area.
