Home My WebLink AboutRES NO 071-19RESOLUTION NO. 07 1- 19 RESOLUTION DETERMINING THAT IN -VEHICLE INSTALLATION KITS REQUIRED FOR INSTALLATION OF CELLULAR PUSH -TO -TALK EQUIPMENT IN VEHICLES USED BY NON- PUBLIC SAFETY STAFF CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR AND PURCHASE THE REQUIRED KITS IN AN AMOUNT NOT TO EXCEED $110,000. WHEREAS, the City has 430 vehicles with existing radios installed in vehicles for non-public safety staff that need to be replaced with new cellular push -to -talk equipment; and WHEREAS, the kits necessary to install the cellular push -to -talk equipment in these vehicles must have a keyed locking mechanism; and WHEREAS, as provided in the letters attached hereto as Exhibit A and Exhibit R and incorporated by reference herein, GPSLockBox is the sole manufacturer and distributor of the required in -vehicle installation kits that meet the above requirement; and WHEREAS, the City needs to purchase these in -vehicle installation kits, and GPSLockBox has submitted a quote attached hereto as Exhibit C and incorporated by reference herein; and WHEREAS, for the reasons above, the City Manager recommends that the Council determine that the purchase of the in -vehicle installation kits can only be reasonably obtained from GPSLockBox, because GPSLockBox is the sole manufacturer and distributor of those in -vehicle installation kits, and recommends that the Council dispense with bidding requirements, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above -recitals are true and correct and incorporated herein by reference. 2. The Finance Director is hereby authorized to dispense with bidding for the acquisition of the in -vehicle installation kits. 4.
